Reconciliation and Obamacare A “Bad Mix”

Recent reports indicate that House and Senate leaders are considering using reconciliation as a means to pass Obamacare (again).  The reconciliation process is a fast-track way to bypass the normal legislative process and to speed up consideration (and passage) of such a bill.  And The Hill reports that there are political reasons to go with reconciliation: “reconciliation is enormously appealing to Democratic lawmakers and the White House because it would let them finish up health care reform by a simple majority in the upper chamber, where passing major bills usually … More

    Obama’s Health-Care Summit – Gimmick or Negotiation?

On February 25th, the White House has proposed a bipartisan, half-day televised summit on health care. It is unclear as to whether this is a publicity stunt by the Obama Administration or a good faith effort to negotiate with Republicans to come up with a bipartisan health care reform bill. Hatch’s extensive remarks were pointed and sharply critical of the Senate Democrats’ health care plan and the “shell game” he says they played in creating and passing the bill out of the Senate … More

Passing a Shell of A Bill: Congress’ Secret Plan to Ram Through Health Care Reform

With the President and Congress’s plan to pass comprehensive health care reform reaching increasingly high levels of unpopularity, and reconciliation becoming an impediment, the leadership of the Senate is rumored to be preparing a new secret plan to railroad the bill through the Senate in record time by using a seldom used parliamentary procedure. Their plan is to proceed to a House passed non-health care bill to provide a shell of legislation to give Obamacare a ride to the House then to the President’s desk.  Sound confusing? We lay out … More

Reconciliation 101: A “Nuclear” Abuse of Power

Why Reconciliation Exists What Is Reconciliation? Reconciliation is an optional step of the annual budget process that allows legislation to be approved by 51 votes in the U.S. Senate rather than the traditional 60 votes necessary to withstand a filibuster. This could also be achieved with 50 votes plus Vice President Biden as the 51st.This process is a shortcut that limits debate, including floor debate, to only 20 hours. The Purpose? Reconciliation was created to streamline Senate rules to make it easier for lawmakers to achieve the spending and tax … More
