In mid-February, President Obama signed the massive $787 billion stimulus bill into law. According to the Bureau of Labor Statistics, a net of 3.6 million jobs have been lost since Obama was sworn in. In addition, the numbers show that the unemployment rate has risen from 7.6 percent to 9.8 percent … a 26-year record high. The Congressional Budget Office (CBO) released a preliminary analysis of the proposed changes to Medicare Part D, the prescription drug benefit for seniors, under the Ways and Means version of H.R. 3200, the House Democrats’ health care bill. The bill would make a number of changes to the Medicare program and its drug benefit, including phasing out the infamous doughnut hole or gap in drug coverage that some seniors have run up against. The House Ways and Means Committee, the chief tax committee that has jurisdiction over all taxes and revenue-generating programs (social security, medicare, unemployment) is saying “no thanks” to dealing with potentially one of the largest taxes in history, the cap and trade energy tax. In order to get the Waxman Markey cap and trade bill through the House Energy and Commerce Committee, handouts had to be given. The basic idea behind cap and trade is to put a price on allowances, or the right to emit carbon dioxide. President Obama’s budget proposal suggested a 100 percent auction of these allowances so companies would bid on the right to emit. Businesses, knowing very well their companies would be severely affected, sent their best lobbyists to Washington to protect them. And it worked.
