  • Head Start: President’s Scaremongering Won’t Work

On Tuesday, President Obama criticized Representative Paul Ryan’s (R–WI) budget proposal as making “draconian cuts” to federal spending programs. In particular, the President said, “If this budget becomes law and the cuts were applied evenly, starting in 2014, over 200,000 children would lose their chance to get an early education in the Head Start program.” The clear implication is that over 200,000 children will somehow be harmed by not attending Head Start—a “Great Society” preschool program intended to provide a boost to disadvantaged children before they enter elementary school. This … More

A Case Study in How Localities Can Best Respond to Natural Disasters

Last week, a subcommittee of the House of Representatives Committee on Small Business held a hearing on the Disaster Loan Fairness Act (H.R. 3042). Sponsored by Representative Lou Barletta (R–PA), the bill does not provide the necessary reform to our nation’s disaster prevention and recovery programs. The bill would set the interest rates for the Small Business Administration’s (SBA) disaster loans—including home disaster loans, business physical disaster loans, and economic injury disaster loans—at 1 percent for eligible applicants in declared disaster areas, compared to higher interest rates offered by SBA … More

    Unemployment Up, Crime Down

According to new data from the FBI, violent and property crime rates fell in America last year, despite continued high unemployment rates. Unlike previous press reports that said criminologists are puzzled by declining crime rates during times of high unemployment, the Associated Press ran a story quoting University of Cincinnati professor John Eck’s conclusion that “The connection between crime and the economy is an illusion.” Criminologists should not be surprised at this conclusion, because the social science literature on the relationship between unemployment and crime rates is mixed. Studies tend … More

More ‘Stimulus’ Spending on Failed Public Safety Grant Programs

President Obama’s plan for turning America around is big on new spending, with insincere promises of budget cuts to come later. In particular, the President called on Congress to spend an additional $5 billion on federal subsidies for the salaries of local police officers and firefighters. The additional $5 billion would be allocated to the “hiring” grant program operated by Community Oriented Policing Services (COPS) and the Staffing for Adequate Fire and Emergency Response (SAFER) grant program administered by Federal Emergency Management Agency (FEMA). We’ve seen this playbook before. In … More

Breaking Down the Urban Area Security Initiative

A recent report by the National Urban Area Initiative Association attempts to demonstrate that the Urban Area Security Initiative (UASI) grant program, created in 2003, is an effective homeland security program. Administered by the Federal Emergency Management Agency (FEMA), the UASI program allocates grant funding to help high-risk, high-density urban areas develop the capacity “to prevent, protect against, respond to, and recover from acts of terrorism.” While the National UASI Association report attempts to demonstrate the effectiveness of UASI grants, the report’s findings must be interpreted with caution. First, the … More

Why Do National Social Programs Frequently Fail?

In a recent issue of Time, Joe Klein acknowledges the ignored reality that national-scale programs based on effective pilot programs frequently do not yield the same successful results. His case in point is Head Start—a “Great Society” pre-school program intended to provide a boost to disadvantaged children before they enter elementary school. Head Start was based on a few pilot programs, such as the Perry Preschool program, that were believed to be effective. Advocates asserted that a national preschool program for disadvantaged children would yield the same positive results. However, … More

Don’t Link Ineffective, Wasteful TAA Program to Free Trade Agreements

Congress is currently waiting for the Obama Administration to send it three pending free trade agreements (FTAs) with Colombia, South Korea, and Panama. While these FTAs would boost economic activity and strengthen ties between participating nations, the Administration and many in Congress want passage of the FTAs to be linked to the reauthorization of the Trade Adjustment Assistance (TAA) program. This ineffective and costly program provides job training, relocation allowances, and unemployment pay for workers who lost their jobs due to foreign trade while they attempt to shift into new … More

Put the Ineffective Department of Labor Job-Training Programs on the Chopping Block

House Republicans are attempting to live up to their pledge to cut $100 billion from the federal government’s current fiscal year 2011 budget. One of the funding categories being placed on the chopping block are the employment and training services run by the Department of Labor Employment and Training Administration (ETA) which provides a host of Workforce Investment Act (WIA) job-training programs and other employment services. Compared to President Obama’s fiscal year 2011 budget request, the plan is to cut $2.8 billion from programs that, according to a January 2011 … More

The Ineffective FEMA Assistance to Firefighter Grants

House Republicans are attempting to live up to their pledge to cut $100 billion from the federal government’s current fiscal year 2011 budget. One of the proposed programs placed on the chopping block is the Federal Emergency Management Agency’s (FEMA) Assistance to Firefighter Grant (AFG) program—a federal program that subsidizes the purchase of firefighting equipment and vehicles and fitness equipment by state and local governments. Compared to President Obama’s fiscal year 2011 budget request, the plan is to cut $310 million from the highly ineffective program that has inappropriately awarded … More

Evidence Is Clear: Head Start Is Ineffective

House Republicans are attempting to live up to their pledge to cut $100 billion from the federal government’s current fiscal year 2011 budget. One of the proposed programs placed on the chopping block is Head Start – a “Great Society” pre-school program intended to provide a boost to disadvantaged children before they enter elementary school. The plan is to make a significant cut to a highly ineffective program that is plagued by fraud. Using Head Start’s budget of $7.235 billion in fiscal year 2010 as the baseline, the plan is … More
