  • Morning Bell: Obama Wants Power to Raise Debt Limit By Himself, Anytime

President Obama wants to do away with Congress when it comes to raising the country’s legal debt limit. Instead of getting permission from the people’s elected representatives to borrow and spend more money, he wants to do that all by himself.

It seems typical of the President Obama we know, but just a few years ago, he spoke vehemently against putting America in debt. Here is then-Senator Barack Obama on March 16, 2006:

The fact that we are here today to debate raising America’s debt limit is a sign of leadership failure. It is a sign that the U.S. Government can’t pay its own bills. It is a sign that we now depend on ongoing financial assistance from foreign countries to finance our Government’s reckless fiscal policies.

Of course, in Washington, one’s convictions can change with the electoral winds. And so this is the same man who today, as our President, is seeking unlimited authority to raise the country’s debt limit anytime, anywhere, all by himself. No Congress needed.

This new power is part of the “deal” the President offered to House Republicans on the fiscal cliff. His “deal” is massive tax hikes, more government spending, and the ability for him to send that government spending skyrocketing through the stratosphere without any vote of Congress. One White House official describes this proposal as “resolv[ing] the debt limit without drama.”

This issue has come up before. As Heritage’s J.D. Foster wrote in 2011:

Congress could dispense with the periodic ritual of raising the debt limit. It could simply give Treasury the authority to borrow such funds as are needed to carry out the deficit consequences of current fiscal policy. This would be the easier course politically, but Congress has wisely chosen not to take it. The nation is far better served when Congress is forced to acknowledge the net effects of its policies as reflected in the necessity of raising the debt limit to maintain that course.

As unpleasant as it may be, congressional debate over increasing the debt limit is an opportunity for Congress to consider vital course corrections on federal spending, including entitlement spending, which is growing unchecked.

Just a few short years ago, Obama said, “This rising debt is a hidden domestic enemy” and that “interest payments are a significant tax on all Americans—a debt tax that Washington doesn’t want to talk about.”

    >>> See the Congressional Record where Obama speaks against raising the debt limit in 2006

That’s a great point. Today, U.S. interest on debt payments is already greater than spending on many major federal agencies. In just a few years, Obama’s policies will mean the U.S. will be spending more on just the interest than on our entire national defense budget.

More recently, when he was running for President, Obama condemned George W. Bush for adding $4 trillion to the national debt over eight years, calling it “irresponsible” and “unpatriotic.” Now—in the past four years—Obama’s Administration has already added almost $6 trillion to the debt. That means he is on track to triple Bush’s debt increase over eight years. But without congressional limits, who can say?

    In 2006, Obama concluded:

Leadership means that “the buck stops here.” Instead, Washington is shifting the burden of bad choices today onto the backs of our children and grandchildren. America has a debt problem and a failure of leadership. Americans deserve better. I therefore intend to oppose the effort to increase America’s debt limit.

We couldn’t have said it better ourselves.

    Quick Hits:

    • The U.N. disabilities treaty, which would have hurt American sovereignty with no benefits for America’s disabled, was defeated in the Senate yesterday.
    • Another U.N. treaty still out there is the Law of the Sea Treaty (LOST). Heritage’s Steven Groves explains how the U.S. can attain vital deep-sea mining without this treaty.
    • Protests in Cairo against Egyptian President Mohamed Morsi’s seizure of sweeping powers are still 100,000 strong.
    • Many companies are paying out extra dividends in December, before the scheduled tax hikes hit in January. Software company Oracle announced it will pay a triple dividend.
    • In The Wall Street Journal, Heritage’s Jason Richwine and the American Enterprise Institute’s Andrew Biggs uncover “the underworked public employee.”

74 Responses to Morning Bell: Obama Wants Power to Raise Debt Limit By Himself, Anytime

    1. @antodav says:

Why not just dispense with Congress entirely, since this president's utter contempt for the rule of law and throbbing desire to be a dictator couldn't be more obvious?

      • Pennys ca. says:

I agree completely . He also knows nothing about taxes to debt limits. It is like he wants this country to go down except for him and his friends that live the good life. He spends our money like water and doesn't care if China will own us.

      • Harriett Underwood says:

His intentions are obvious that don't want free everythng from government. Obama would love to run free with that Executive Power he already tromped on our constitution with. Congress, Senate… all together needs to stop him and his administration before it gets worse. I would rather go over the fiscal cliff than give him all the demands he has made above. He BROKE this country in many ways… and way too many are to ignorant to see he wants to be kind and we will be his paulpers.

      • Wayne Bauer says:

If we didin't have such a totally incompetent illiterate Congress, this could never make a story. Wake up and identify the REAL PROBLEM

    2. Lloyd Scallan says:

Obama wants power, period! When will the kid's gloves come off and we start admitting that Obama has become this nations's first dictator. Media on the right uses word like "king" to explain Obama's takeover. But it's past time to use the proper word to discribe the actions of Obama. The word is "dictator" because that is what Obama has become. To use any other word is deceiving the American people into making them believe Obama is a president.

    3. Dave says:

Obama wants control over everything not just raising the debt ceiling whenever he chooses. He believes Congress is a nuisance and he will do anything he can to subvert its authority. One need look no further than the volume of Executive Orders he's issued. Look at the path taken by Chavez and other dictators and you will see the direction of this President.

What Obama said before he became President is irrelevant. It was a smokescreen to hide who he really is and allowed him to dupe the American people, at least the dumbest of them, to elect him President, not once but twice.

    4. Roger M. Crassi says:

However President Obama got reelected no longer matters. The fact is that the American voters reelected him. These are the same voters who continuously "raise their own personal debt ceilings" whenever they feel the need; knowing that if bankruptcy ever confronts them, all they have to do roll their debt off onto someone else (it's the American way)!. The congress operates the same way – spending monies they do not have, and personally do not have to repay. The American voter, by vote, has sown to the wind and is now reaping the whirlwind.

    5. Betty White says:

CONGRESS! Please do not let Obama have this power!

    6. Arcon says:

Obama's about face on the issue of Debt Limits and presidential powers should have been included in the campaign! Now he wants to be "king". Why aren't these issues being brought to the forefront over the debate on the "fiscal cliff". It is past time for the GOP and elected representatives in the Republican Party to expose these issues to the public as to why our negotiations are failing and what the risk is to the US citizen.

    7. toledofan says:

I hate to repeat myself, but, Obama is no leader; he doesn't care about the country, the people or the Constitution. So, at the end of the day, it's all about his agenda and the socializing of America. What is so hard to understand is why so many buy into the false premise that what Obama is doing will actually work.

    8. Paul J says:

Why hasn't this dictator been impeached?

      • I was trying to say the same thing. I guess the moderator didn't like my less than polite words, I apologize, and agree with Paul J…. without the expletives. When is someone going to answer to the PEOPLE, ya know, those of us who voted this Dictator out of office, and continue to dispute what continues to go on despite all the, ehem, you know, OUTRAGE?

        • jobron says:

LauraStraightUp: With the ?leadership? of the house, you as that question? Bonehead gave up the ship in 2008/2009 when he said Nobummmmer was born in Hawaii. He has sold the conservative arm of government down the tubes. He's almost as bad as Dingy Harry.

      • skidrow says:

We the people has spoken, were we you?

    9. Derrill P Crosby says:

If the congrees gives Obama the authority to raise the debt when ever he wants to, why not just put all members of congress on permanet unpaid vacations and use there pay checks to reduce the debt until it is down to zero. Then the President can rule with executive orders and we won't even need the Federal Courts. That will save even more money. I think our Presient must be getting advice from Egypt's. President Mohammed Morsi.

    10. Patrick says:

My post is not specifically on you article but rather, an idea assumed which should not be.

In the 2nd sentence in the first paragraph you state: "Instead of getting permission from the people’s elected representatives…"

The debt ceiling gets voted on by Congress. Congress consists of two chambers; Senate and the House of Representatives. The House is the chamber which represents the People as our elected representatives. The Senate is supposed to represent the interests of the States. But because they get elected by the People as well, they have become glorified Representatives.

The 17th Amendment must be repealed and let the States have some representation in the federal government.

    11. Jules Guidry says:

I am not surprised by this move by the occupier of the White House. Just another expression of his desire to be the ruler of this country. This is just one step towards that goal, which I believe he and his handlers have had in mind since he first campaigned for POTUS. Paranoid? Maybe.

    12. stan says:

You could have left off everything after "President Obama wants to do away with congress…"

    13. Dr. Henry Sinopoli says:

And the spineless Republicans will permit Barry to do what he wants…when he wants…Remember Boehner want to play golf with Barry again this summer…

    14. Taylor Savane says:

So, when he opposed it in 2008, was he right then, or wrong?

    15. Under no circumstances should one man be able to have this much power.

    16. Jack says:

For God's sake, Obama is delusional, perhaps psychotic. This is not a man with the interests of the country at heart. This is a destructive dictator in waiting. Those that voted for him will be as guilty of the destruction of the United States as he is . Enjoy your short term selfishness while you can.

      • Well all right— Finally a voice of reason, thanks, Jack! <<<<< "For God's sake, Obama is delusional, perhaps psychotic. This is not a man with the interests of the country at heart. This is a destructive dictator in waiting. Those that voted for him will be as guilty of the destruction of the United States as he is . Enjoy your short term selfishness while you can." >>>> Amen, and Thanks for saying it, can't add enough thumbs ups to this one.

      • skidrow says:

Jack sound like you are felling the pain of being in the back of the bus, we the people has spoken.

    17. Jerry Mazzola says:

This was the best of your articles why because it was SHORT and concise.

BUT BUT no one of my political friends wants to hear any more politcal stuff and the liberals I write to are now just plain nasty.

I also believe the Republican majority congress is gutless and will cave on the "fical cliff" and the Debt limit, and any thing else that Obama wants to spend us into a !00% "takers" Controlled Electorate.

I cry for you America, and my kids and grandkids – A 70 year man . . . me

    18. John Barrett says:

Obama is testing the waters. Obama is simply pushing for absolute power and testing the waters for a third term and beyond. If congress grants this, then they can bend over and kiss there collective asses goodbye. I have said it as far back as 2007. Obama is not culturally an American but the charisma that he shows causes 65 million people to worship him. What a pity that these 65 million people blindly follow him down the path of destroying this country, the constitution and capitalism.

    19. Patrick says:

My post is not specifically on you article but rather, an idea assumed which should not be.

    20. Ron Livaudais says:

The Founding Father's definition of one person or a group having the power of the Executive, Legislative and Judicial is the very essence of despotism and tyranny…this is what Obama seeks…If Obama was called on some of the things he has said in the past in contrast to what he has and wants to do, he could not get away with this foolishness!

    21. Barry Soetoro says:

This is reason for Impeachment…..Subverting the constitution and the Oath of Office.

    22. Wm Prince says:

What part of Egypt's unrest over Morsi's grab for power, even if on a supposed limited basis, is not getting through to Obama? The country revolted. He had to flee his house/compound/palace because it became so violent. Happy campers they were not. If that stipulation remains in the proposal, then let the fiscal cliff come. Congress has tried to work with him concerning this, but he wants to play strong arm politics. Back tracking double talk belongs at least as much to him as he claimed against Romney. All that is necessary to see it is reviewing the last 5 years, then against now. He conveniently changes his rhetoric, as he also claimed of Romney, to meet his agenda. The man is better compared to Nixon than the comparison to Lincoln he made himself a few years ago. Raising taxes without cutting spending is akin to trying to set up multiple bags of blood for transfusion for someone who has a huge, gaping wound without tending to the wound itself at all. Control the bleeding out. We don't have an unlimited international credit card.

    23. S.Burgess says:

Has anyone noticed his self-aggrandizing behavior ?

    24. Teresa Evans-Johnson says:

      Dictatorship.

    25. Go ahead and hand him the power, right along with his bullet in the head. Or maybe, if we give him this power, we'll just put the bullet in our own heads.

    26. Go ahead and hand him the power, right along with his bullet in the head. Or maybe, if we give him this power, we'll just put the bullet in our own heads.

    27. charles yoder says:

sounds like obama wants dictatorial powers to me.

    28. Dale David says:

We the people do not want this so called president to have such power but I do not think the republicans have the balls to stop him for he has something on most of them and will use it against them if they stop him and maybe he will cause a riot to get his way, do not think I am that far off with my comment, may God take obama out of office for we the people needs that to be done to save our country.

    29. alex says:

he fully intends to do away with congress completly just as his hero chauvez did

    30. Jim says:

I say hold the President to his statement that he will oppose the raising of the debt limit. I say too, Mr. President be specific on just how you intend to finally make a promise and keep it! Let us not forget that Obamas bible is Allinsky's Rules for Radicals and wanting to take Congress out of the equation isn't a fly by night comment. Don't be surprised to find an Executive Order one morning that gives Obama the new credit card he needs. Can anyone explain why our form of government doesn't seem to have the ability to reign in Obama and his crowd of misfits? The House hold the purse strings, so why not counter every senseless idea Obama comes forth with? If Boehner finds Obama lacking on opposing the rise in the limit I would hit him with a vote in the House to lower all the tax rates effective 1/1/13 by 10% minimum.
This will put Obama at the edge of the cliff all by his lonesome.
      Jim

    31. John N. says:

Thank you for the update. It's not really a surprise and it is one item of a long list of items readers here have a big concern about. It seems obvious to me it's a really really bad thing to have only one person or a small group with that much control. But most in this country don't seem to care. I'm just wondering when or if this country will wake up to it all. I'm also wondering how long we will be able to be free to report these things.

    32. Wayne Peterkin says:

This one proposal, perhaps more than any other aspect of the "fiscal cliff" wish list that Obama seeks, may be the most destructive and scariest of all. I have argued for at least three years that Obama is following the Cloward and Pivens economic model, and if I'm right, can ruin this nation with just this one additional power.

    33. james says:

      wow that's insane

    34. The American people are no longer holding their elected officials accountable. We vote and say keep the entitlements coming. Do what you want but keep the gravy train coming. That train will derail soon. You cannot keep spending like drunken sailors and expect no consequences.

    35. Ladybug says:

Time to throw his own words in his face, not just talking in a normal tone of voice, but yelling it!
And,…. what about taking him prisoner for committing the biggest scam in history! he is an illegal alien, with a fraudulent Social Security card, so when are people coming to their senses? and not listen to all those screaming racist? forget about being politically correct, that in itself is false and a fraud, that is hipocrisy!
Arrest the fraud and confiscate everything he has to make him pay restitution to the American people.

    36. Gloria says:

WE cannot let Obama have this kind of power, he has way toooooo much right now… These very very expensive vacations are a crime..He needs a badly needed vacation from all the campaining, cause he is not n the white house long enough to take care of any business, his precious Valerie Jarrett and all of his czars do all of that..Beats me how he got back in, I truly believe there was so much dishonesty and cheating with this election is the only way he got back in. Valerie should have been running. instead of him..

    37. Gloria Griese says:

WE cannot let Obama have this kind of power, he has way toooooo much right now… These very very expensive vacations are a crime..He needs a badly needed vacation from all the campaining, cause he is not n the white house long enough to take care of any business, his precious Valerie Jarrett and all of his czars do all of that..Beats me how he got back in, I truly believe there was so much dishonesty and cheating with this election is the only way he got back in.

    38. Blair Franconia, NH says:

      We're a republic. NOT a monarchy!

    39. Sally says:

He has already done this several times.
We keep letting him. How did he get reelected? I sure don't understand! With electronic ballots and no paper back-up, hackers did their jobs well!

    40. snow19 says:

Government of the PEOPLE! Not just the president!

    41. Jean says:

Does anyone see a parallel between what is happening in Egypt and here? A leader usurping power that should not be allowed. Where is the outrage? Do we have to march 100,000 strong to get the liberal press to cover more or Obama's decrees? Will we Americans ever have enough guts to call his bluff?

    42. charlie says:

He has wrecked the economey in the last 4 years and he wants unlimited ability to destroy the economey. What could go wrong??

    43. StanleyL says:

"As unpleasant as it may be, congressional debate over increasing the debt limit is an opportunity for Congress to consider vital course corrections on federal spending, including entitlement spending, which is growing unchecked." Growing unchecked? Last time I looked only Congress could approve spending, if anything is unchecked it best to look there. And why do we need a separate process of approving spending and approving issuing Treasuries when both are solely within Congress powers anyway? You simply like the game of holding the economy and America hostage as it fits Hertiage's agenda of manipulation of the process by a small minority.

    44. The power of the purse wrests solely with Congress and Obama's attempt to claim that power is unconstitutional and is another indication that Obama seeks dictatorial power.

    45. Bullswin says:

Have a legal budget and perhaps we could allow for a short time but how can you release this power without a legit budget?

    46. charleslabounty says:

      Time to leave.
Leave it to new world order of idiocracy.

    47. Debra Herman says:

If Obama gets his way on this, he will bankrupt America. Our currency will be worth next to nothing and our enemies will be in control of our debt. It is a sure way of destroying our republic. I wonder whose side Obama really is on, China? the radical Islamists? He is definately not on the side of America. Too many people are following him without question. Reminds me of another period in history, 1930's Germany. And we know how disaterous that was for Germany and the world. I fear that another holocaust is upon us. This time the vicims will be the disabled, conservative Christians and Conservative/Orthodox Jewish people. Obama doesn't like these three groups because they don't vote for him and his grabs for more and more power. It may sound paranoid but it is really a warning about the future.

    48. Mike Haines says:

Of all these comments over the last several days on this and related subjects, I have heard of no one referencing the film De Sousa did on this person in the white house. Had you seen it, you would not be surprised at all. He did a lot of foot work on it, and last I checked, only around 30 million had seen it. And these were most likely those who opposed him already, just wanted validation. Perhaps Heritage can somehow arrange a viewing of this piece to our 'friends' in congress? De Sousa explains exactly why BHO is doing this, and also predicted what is now happening in Egypt, et al, a year before it happened.

    49. Patricia Morningstar says:

So what was offensive about my comment?

    50. john says:

practice what you say. he evidently forgets what he says. i hope congress is not that stupid.

    51. Bob Marshall says:

Here is a message from Benjamin Franklin to all of you who voted for Obama. "Being ignorant is not so much of a shame as being unwilling to learn."

    52. Doug says:

"The one" doesn't want to be bothered with having to work with another branch of government whe he knows best. God help us!

    53. Obama wants to be able to raise our debt limit any time he wants ! He really wants to do away with Congress and become a Dictator anyway , if he gets his way about it !!!!!!!!!!!!!!

    54. TheQuietwolf says:

One of the points that keeps getting glossed over in the second amendment but is becoming the elephant in the room these days is that it is also there to protect us against an overreaching government. In this day of city destroying bombs and drones you can't see able to kill at greater and greater distances at the push of a button it gives me comfort that the focus by those on the left is still an on individual's hand gun or rifle . Which tells me that with all the weapon systems out there they still fear an armed citizenry and that the fourth arm of the checks and balances between legislative, executive and judicial ie an armed citizenry can still give them pause. When they no longer fear that fourth arm is when we will have lost.

    55. dez says:

Please stand up America. We are fighting for our freedoms here. I am sure of one thing….we must have people in Washington to stand up to him, or we will no longer even recognize our country. PLEASE WAKE UP, STAND UP & FIGHT!

    56. Devin Hahn says:

Our GDP is $15.5 trillion dollars(Growth of 2.7% 2012 3rdQrt) , our Federal Deficit is $1 trillion dollars (Falling), Our National Debt is $16.3 trillion. Calm down folks, China doesn't own the united states. The citizens do
Our Growth is expected to continue unless it is speculated that we would decide withhold pay to contracts ALREADY SIGNED INTO LAW. Who would try to politicize whether or not America can keep its word? That would be the Neo-Conservative Lobbyist Grover Norquist. None of you are wrong here, but control of the debt ceiling (Already signed into law budgets) should best be handled by the POTUS. Since it was utterly abused by the house, they tried to use my paycheck as a bargaining chip for what ever they wanted. While I was deployed, fighting for this countries 1%. Come on, people! Sure we should cut back spending but on the defense side, and On our discretionary budget, the wars need to end! Our future is not so dark that we should fear the president having the right to extend our credit limit, at least it's not the federal reserve with that power. *cold chill down my spine! BTW With that power out of the hands of Congress, our Global credit rating will not be downgraded again. *note: My opinions do not reflect the U.S. Army or the D.O.D..

      • Bruno says:

I think you are a crazy liberal who wants to send our country down the river financially along with Greece, Spain and Italy. Giving the power to our great socialist/fascist president Barack Hussein Obama (sic) would be analagous to having Chavez or Castro run our country. If that is what you want why don't you move to Venezuela, Cuba or Bolivia?

    57. guest says:

I personally am very very much afraid of what Obama and his policies are doing to our country. Will someone anyone please stop him!!!!

    58. L. B. says:

Will anything move Congress to put this would be Dictator in his place?

    59. arklatexbob says:

Any voter that does not help vote out every representative or senator that supports this transfer of power is an accessory to the destruction of the republic.

    60. Bob says:

I find it almost insulting that no one seems to realize that as soon as the federal government became commercial (as an acting business on the stock market, selling the only stock for which they themselves can retain value) it ceased to have any authority aboard the private sector. Allow me to rectify this misunderstanding, and you may go look it up yourself. I don't remember the exact code, perhaps someone can help me with that, I can't remember it to paste it exact, but that's ok, I remember it verbatim: The United States shall consist of: The ten square miles of Washington D.C., the Virgin Islands, Guam, Puerto Rico and the Bahamas. I think I might be missing a territory there. It has absolutely no authority here. When you admit to the jurisdiction of a "zip code", which is a federal zoning number, listed under the Corporate state, known where I am as STATE OF INDIANA the local court in your area (which unless otherwise specifically listed as another IS federal. Why else would they force corporate rule?) now have jurisdiction to retain your presence. Barack Obama isn't even your president. He is the CEO of a corporation, whose prime directive is to perform duties in order to perpetuate a monetary gain, regardless of the loss incurred by others. Evidence of this is that in order to perfect remedy from the federal government is like pulling hen's teeth.

    61. Debbie DelBuono says:

It is all part of the plan. I am amazed at how many people do not realize that Obama was raised as a Communist and still harbors Communist ideals. In 1959, Khruschev said: "You Americans are so gullible. No, you won't accept Communism outright; but we'll keep feeding you small doses of Socialism until you will finally wake up and find that you already have Communism. We won't have to fight you; we'll so weaken your economy, until you fall like overripe fruit into our hands." Our forefathers must be rolling in their graves. Maybe that;s why we have been getting earthquakes here in the Northeast.

    62. skidrow says:

We had a election and the people has spoken.

    63. Dana Ellen says:

Wait for the backlash from Obama voters.! When they lose their healthcare, pay higher gas prices and are reduced to under 30 hour a week employees then buyer's remorse will set in. Obamacare, when it starts to be implemented, will create such chaos, not to mention higher taxes, that they will soon realize what they voted for. Tthe only people that will still be happy with him are those that got obamaphones and who are waiting for delivery of their flat screen televisions!

    64. Dana Ellen says:

      I agree – let's vote them out in 2014 !
