  • Morning Bell: Obamacare Falls Short of Promises to Uninsured

Two new reports out yesterday continue to knock down President Obama’s promises about Obamacare: his “If you like your plan, you can keep it,” and the promise to significantly shrink the ranks of the uninsured.

According to a new study from consulting firm Deloitte, almost one of out of 10 employers said they are going to drop coverage for their employees because of Obamacare, while another 10 percent said they “remain unsure” about what they are going to do. As the vast majority of Americans have health insurance through their workplaces, this is a huge blow.

Yesterday the Congressional Budget Office (CBO) dealt another blow with its updated outlook on the health care law, as it attempted to integrate the Supreme Court’s ruling into its projections.

Although Obamacare spends more than $1 trillion to get people covered, CBO predicts it will still leave 30 million Americans uninsured, falling far short of what was promised.

CBO’s announcement said that Obamacare could cost less than originally projected—but the reason for the drop was that fewer people will be covered.

Even with the updated cost estimate, Heritage’s Kate Nix explains: “The law will now add $1.17 trillion in new government spending over 10 years—paid for by massive tax hikes on all Americans and robbing money from the Medicare program.”

Although President Obama campaigned on the dream of universal coverage, that remains simply a dream. In fact, each time the CBO has updated its projections, the number of uninsured under Obamacare increases. Nix breaks it down:

Since day one, it’s been clear that Obamacare will not achieve universal coverage, and every time CBO revisits the law, the numbers show just that. In March 2010, when the law passed, CBO predicted that there would be 22 million people still without insurance in 2019. In March 2012, the estimate increased to 27 million in 2022. Now, the number has once again increased—to 30 million. So Obamacare leaves just as many people uninsured as it covers.

“It leaves just as many people uninsured as it covers” wouldn’t have been a very convincing slogan for the lawmakers who believed that Obamacare would help the uninsured.

Even this CBO projection is merely a guess. The agency is guessing what will happen now that states aren’t being forced to expand their Medicaid programs. Though the Supreme Court allowed Obamacare’s individual mandate to stand as a tax, it struck down the law’s forced Medicaid expansion as unconstitutional.

But as the CBO said, “what states will be able to do and what they will decide to do are both highly uncertain. As a result…[the] estimates reflect an assessment of the probabilities of different outcomes.”

Those outcomes are up in the air, because most of the nation’s governors haven’t decided whether to expand their Medicaid programs yet. States that do may face “a large extra cost,” the CBO said.

Heritage’s Nina Owcharenko warned states not to buckle under Administration pressure to move forward with the expansion of Medicaid. And for good reason—the unintended consequences continue to mount, and the story grows worse with every day that the law stays on the books.

    Quick Hits:

    • “Russian Foreign Minister Sergei Lavrov accused the United States on Wednesday of justifying terrorism against the Syrian government,” reports The Jerusalem Post.
    • President Obama told a fundraiser crowd that his economic plan has “worked.” “We tried our plan—and it worked,” he said.
    • Britain is in its “longest double-dip recession in more than 50 years,” reports The Telegraph.
    • The list of prominent figures calling for Congress and the President to stop Taxmageddon—the nearly $500 billion tax increase scheduled for January 1—is growing by the day. See the list here.

    1. Mary......WI says:

Repeal Obamacare and start all over….only this time listen to the majority of the American people. Reform entitilements……and be sure to make people work for thier "freebies". All this can only happen if Romney is elected because Obama wants a socialized country and the democrat party is a bunch of liberal whacko puppets that will only do what their told by people such as Pelosi, Obama, Axelrod, Soros, etc.

    2. Frank says:

ObamaCare is a deeply flawed and, I still believe very Unconstitutional, law… notwithstanding the decision of Supreme Court Justice Roberts to go along with the liberal Justices on implementing it. I believe this will go down as a very black mark on the Roberts Court… to say that the law goes beyond the original intent of the Commerce clause but that Congress has virtually unlimited ability to tax is beyond me. What was the Revolutionary War all about, if not a rebellion against out-of-control big government and unfair taxation? If this were the 1770's, maybe someone would tar & feather Roberts as being a supporter of the King!

Roberts agrees it's a very bad law, but he says if the People are dumb enough to elect bad Congressmen & a bad President to sign it into law, it's the fault of the People, not his fault for not overturning it. Solution: elect different politicians to Congress & the Presidency. Yes, BUT IT IS HIS JOB TO PROTECT THE PEOPLE AGAINST BAD, UNCONSTITUTIONAL LAWS!!! It seems the Liberals always stick together to grow government & tax more, but the Conservatives fracture and lose strength in their opposition to this nonsense.

Very discouraging unless the average American voter wakes up. It may already be too late!

      • Lucille says:

I agree. Well said. Salute and respect to Justice Samuel Alito–both Pres. Bush's appointee.

      • will says:

The Supremes seemed OK with saying that the individual mandate had to be preserved because "It was the funding mechanism" for Obamacare. Where was the outrage? Now healthy, productive young folks will have more of their earnings confiscated to support a third Ponzi scheme. If they are "funding" Obamacare, the insurance they are forced to buy must yield sufficient profits for the insurance companies to "insure" the lame and the dying AND pay for all the no-copay screenings, kids free on parents' policies, free contraceptives, and any other freebies that the Left thinks will create more dependency/votes. Any person who is productive and not yet retired needs to be demanding immediate reform of Medicare and Social Security (the other two Ponzi schemes the young are forced into) and a repeal and replace for Obamacare. If you are in this demographic and vote for Obama, you have no one to blame but yourself.

    3. Lloyd Scallan says:

When will the people, and many conservative news sources, come to the realization that Obama lies? Obama has and will continue to lie and distort to truth to get his socialist agenda shoved down the throats of the American people. Knowing what we know and have witnessed in the past 3 1/2 years, why would anyone think Obama will or can tell the truth?

      • stephen says:

Because Mitt and the GOP lie even more!

      • John Handforth says:

I love his political ad that I saw today. He's going to pay down the National Debt in the next four years. How can he do that when alsot a third of the National Debt came ount of his office in the last three years?

        That damned Bush! LOL

    4. Michael Laborde says:

Obamacare is still unconstitutional and will cost taxpayers trillions of dollars and cost lives as it's death pannels are set in place. It was a sham from the beginning and will cause everyone to be on one government insurance, except those who have privilage with the facist government and government officials.

    5. “Falls Short of Promises”?!? Such an understatement! Why white wash it?

BTW – It doesn’t fall short. It does just what those communist want it to do.

REPEAL IT AND JAIL THE COMMUNISTS! Joe McCarthy was right all along. You see what the media did to him and others. So your thoughts of Ol’ Joe may just be wrong too.

    6. Curt Krehbiel says:

"The law will now add $1.17 trillion in new government spending over 10 years—paid for by massive tax hikes on all Americans and robbing money from the Medicare program."

Obamacare is less about health care and more about government control of our lives as the movement progresses into full fledged communism. Read the provisions in that 2700 page directive that permit government access to our bank and retirement funds. That is the really scary part.

    7. EVERYDAY THE JUSTICE DEPARTMENT IS INVOLVED IN PROTECTING THE AMERICAN PUBLIC! SOMETIMES IT'S NOT EASY TO UNDERSTAND WHY SOMEONE CAN VOTE WITHOUT PROVING WHO THEY ARE? I GUESS THE PEOPLE RUNNING THE VOTING BOOTHS IN AMERICA KNOW JUST WHO IS QUALIFIED, AND WHO ISN'T? WHO CHECKS THE PEOPLE WHO QUALIFY VOTERS? OH! THEY ARE HIGHLY QUALIFIED AND THE JUSTICE DEPT SEES NO NEED TO REVIEW, & PROVE THIS AREA FOR ACCOUNTABLITY? MAYBE THEIR POLITICAL PARTY IS ABOVE REPROACH? IS THAT TRUE BLUE AMERICA? TRUE BLUE FOR WHO? WALLYWORKSWELL@YAHOO.COM

    8. JOHN PAUL JONES,M.D. says:

As a physician, I have talked with other physicians. As reimbursement drops, they will restrict participation with insurers to those that compensate a FAIR reimbursement. If they all drop lower they will not participate with any insurers. This will make the patient responsible for the balance of the FAIR charges. This has happened before in mid-Michigan with Medicaid and OB/GYN physicians.
      JPJ

      • O2BMe says:

I don't know why so many out there don't realize this. I have already run into physicians who will not accept medicare and Medicaid patients. I can't understand why AARP lobbied for Obamacare. I thought they were supposed to be for their members.

      • J.vogus,M.D. says:

I am amazed how many fellow physicians actually believe the rhetoric and are rushing like lemmings off the cliff. Granted, I'm in California, so socialistic tendencies run rampant, but ObamaCare will be the end of medical care as Americans have known it. As a family physician, I've cut my patient load by 20%, laid off most of my employees and work two other jobs just to keep the office open (since i refuse to run people through like cattle). With reimbursements about what they were 15 years ago, I quit hospital care and have watched half of the primary care docs close their offices around me. So..ObamaCare is gonna add 30 million poorly paying Medicaid patients, suck $400 billion out of Medicare, and everybody's gonna have a "Medical Home" to receive care?! Well, I guess one of our crazy left-coast ideas is sounding better…medical marijuana, because we'll all need to be high to fall for THIS as the best answer to the healthcare crisis! God help us repeal this disaster.

    9. Kid Richie says:

" Obama Care" is not about health care. It is another ruse for the government to take over another area of our lives and the economy. It is about "control" only. Obama is not interested in "helping people", too many of whom are too stupid to see Obama for what he is, a Demagogue!

    10. Stirling says:

Obamacare is simply one plank on the way to complete Socialism of America.. It wasn't designed to be a solution to our problems, just a way to put a majority of our freedoms under government control. HF should show the benchmarks for Free Market Capitalism v.s Socialism to contrast what the real differences are in them for those who still don't understand the differences. (hint – the more government controls the more socialism you have. So the less government you have the more you have real capitalism.. Crony Capitalism is a form of socialism as well which is what we currently have with obamacare)

    11. glynnda says:

Obama himself has already admitted that not everyone is going to be covered…..then we find out this morning that the person who wrote this particular "independent" CBO report is a heavy Obama supporter and a frequent visitor to the White House…..I'm thinking we have a little subversive tactic going on here to scare people into pushing their states into going ahead with B.O.-care and at the same time trying to make it look a little better to the average person who doesn't do any digging or homework on issues or legislation…..my big disappointment here is that the Republicans aren't screaming this stuff from the roof tops….they have the ear of America right now……

    12. DMJ says:

Obamacare is unconstitutional, I don't care what Justice Roberts says. Congress can only tax for those items it has been given the power to do so – the enumerated powers in the Constitution! The Tenth Amendment does apply here,"powers not granted to the federal government nor prohibited to the States by the Constitution are reserved to the States or the people". Otherwise, why bother having any enumerated powers? If Congress can tax for anything, including a person not buying something or not doing something, it grants unlimited power to the Fed. Govt.! The Founders would not have done that, given that they had just spent 8 years to rid themselves of just that! Justice Roberts and the other four Justices who voted for Obamacare need to read about the beginning of our country, the statements of the Founders before, during and after the Constitutional Convention and the abuses of King George.

      • victorbarney says:

But I don't believe that EVEN the SUPREME COURT HAS ENOUGH NON-MARXISTS LEFT IN IT TO STOP THE "HELL'S THAT BEEN INVITED TO DINNER!" just saying…

    13. Cameron Cronkright says:

It is sad that our illustrious law makers at the time that Obamacare was voted on, went with Nancy Pelosi's idea to vote on this debacle prior to knowing what was in it! Have this law repealed Mr. President and save the American people from another of your failed attempts at leadership. Just sayin.

    14. Tim Mann says:

Yesterday we recieved our Obamacare rebate check from Blue Cross. If the insurance company does not spend 80% of premiums on care it has to do these rebates. We got $6.11. Oh, did I mention that our premiums doubled to $750.00 per month since the Affordable Health Care Act passed? Only a politician would think that making an insurance company accept more risk is going to cut costs

    15. Gordo says:

"…the lawmakers who believed that Obamacare would help the uninsured.".This is a null set. There has never been any "lawbreakers" tha believed Ovamacare would help the uninsured..

    16. Doc Hilliard says:

"Obamacare-not" is actually "LESS for A LOT MORE COST". 100% of "Obamacare-not" needs thrown out right along with its authors.

    17. Bobbie says:

It's based on false pretenses. Get rid of it! There was no chance in anyone's hell this is going to work as manipulated and we knew it, don't want it! This is America! If you want insurance buy it. If not be prepared to cover your costs out of pocket! What's the problem besides 30 million people whom we don't know and haven't seen a stitch of crisis since, regarding them? Put the expense where it belongs on the personally
responsible and put this disgrace to rest!

    18. JohnLeeHooker says:

many/most states will opt out of the medicaid expansion thereby forcing those people into the exchanges. they will be eligible for subsidies which are provided by the feds. This will alleviate the costs at the state level of the medicaid expansion and put those costs on the feds.

THERE IS NO WAY THIS BILL COSTS LESS THAT TWO TRILLION $ OVER TEN YEARS.

    19. Mark Simmons says:

It's actually much worse than what is reported in this article. For example, I am the Benefits Manager where I work. We have a high deductible plan HSA plan that we like. It is much more affordable on total cost than anything else out there. Guess what? We won't have the option to keep this plan. ObamaCare eliminates these type of plans. So we CAN'T keep the same plan that we like under ObamaCare. But it's much worse than that. Based upon the mandates in ObamaCare beginning in 2014 I wonder if there will even be a single plan available today that will survive. The mandates seem to require ALL plans to be replaced or changed to be something different than they are today. In theory I suppose an insurer could still offer an existing plan, but you'd still have to pay the penalty as both an employer and taxpayer, because the plan won't meet the mandates. So you pay for the insurance AND pay the penalties. That doesn't sound very attractive.

    20. timpclimber says:

CBO just announced that millions of people will lose or drop health insurance in the next five years and will end up on the states Medicare rolls and 27 States have indicated they are going to opt out of Obama Care. So the real number of the uninsured will sky rocket. This is just one example of how Obumble Care is so messed up that even the most loyal Demo should be able to see that not reading the massive mess before passing it was a bad mistake. We need to get rid of this monstrosity. Vote for the the candidate who will repeal the bill and start over.

    21. Mark Simmons says:

Obviously in my role as Benefits Manager I speak to a lot of folks in other companies. I can tell you most know very little about PPACA upon which to base any decision on whether or not to continue providing healthcare. Then there are hundreds of questions that cannot even be answered, because ObamaCare is still being written. Most people have no idea how much was turned over to federal and state bureaucrats to write the laws, regulations and requirements concerning ObamaCare. And I'm not just talking about how it is going to be implemented. I'm talking about fundamental issues like what will the insurance policies offered through the exchanges cover.

    22. Casey Carlton says:

So, Barack Obama lied again. When has he ever told the truth about anything? I don’t remember.

    23. Mark Simmons says:

Here are a few things that most EMPLOYERS, much less individuals haven't grasped yet.
      1. The difference between having 'health insurance' and having 'health care'.
      2. The wide gap in availability of health care services expected and the impact on employers and individuals.
      3. The almost wholesale change in health insurance plans offered that will occur in 2014.
      4. The reasons why employers offered healthcare in the first place and why those reasons are actually more important to the business and individual under ObamaCare.
      5. The almost 180 degree difference between PPACA's stated goals and what is actually being delivered.
      6. They haven't grasped how much of ObamaCare has yet to be written.
      7. They don't even recognize the large number of employees who are MANDATED to go on Medicaid regardless of what the employer offers.

    24. RennyG says:

If the states and local authorties can have special elections or put things on referendum why can't the same thing apply to this ditcated health care program that "THEY say the people want!!!"
If THEY say the people want it why can't we vote on it to see if WE really want it????????
I know you are going to say it's law but if one of the two above procedures apple wouldn't the LAW be put on hold???

    25. Edward Miska says:

I tried to read the provision that exempts certain group from obtaining insurance, however, I have failed to find the provision that exempts them from coverage. Is this another feeby for Obama's favorite.

    26. Jeanne Stotler says:

Here's a Question, What good are all the laws about medical care, when there will be no doctors to see patients. Many doctors will give up their practices or go to a cash only from patients. I quit hospital nursing as I was doing more required paper work than patient care, I did not become a Nurse to be a paper pusher and neither did doctors, we want to help PEOPLEget well. So many lies have been told about people getting no health care, this was their choice, the very poor have medicaid, then there are clinics for those who cannot afford Ins., these are low cost and will take payments. They don't turn patients away. ER's By law, cannot turn a patient away, and if you are amongthose w/o Ins. and go to a Dr. or ER you have to pay the bill or get dunned, other isbankruptcy.

    27. Blair Franconia, NH says:

      Yes, he did.

    28. Tom says:

For "Obamacare", as designed, to be able to achieve the goals and objectives that were intended would require that the healthcare delivery system or the federal government or both be able to operate at or above 100% efficiency. In other words, "Obamacare" must have the use of some number of perpetual motion devices, machines, processes and systems if it is to be successful. Ain't gonna happen.

    29. Skippy says:

As stated and reiterated above, the healthcare plan is a con and this ruse is to gain control for a Marxist takeover of this country.

Hell, the Bolsheviks couldn't do it right before the industrial age and now that we have flown past that to the point of the entitlement age, and the engagement of technology they are looking for that ONE WORLD ORDER! Their mantra is tell a lie and keep telling it and eventually it will be the truth. To that end, Marxism incurred massive genocide because their leaders had no clue on how to run an economy. The entitlement recipients should remember history can and will repeat itself.

    30. GRACE E. PRATTI says:

OBAMACARE IS NOT GOING TO WORK, AS THE MIDDLE CLASS WILL SOMEHOW BE THE GIVER AND THAT IS NOT RIGHT, ALSO WE CAN'T GIVE OUT FREE HEALTH CARE TO PEOPLE THAT DON'T HAVE ANY INSURANCE, SUGGESTION, WHEN SOME ONE GOES TO THE EMERGENCY, THE CARE HAS TO BE WITH SOME PAYMENT, THROUGH RESOURCES THE PERSON HAS. ALSO OBAMA IS WRONG IN FORCING SMALL BUSINESS TO FOOT THE BILL OR BE PENALIZED THEY WON'T BE ABLE TO HIRE AND THE ECONOMY WILL GET WORSE
