  • Morning Bell: How about a National Obamacare Waiver?

    If you knew a dangerous virus was about to hit America and that you could beg the government for a vaccine, you’d probably do it, wouldn’t you? That’s just what states and businesses alike are doing right now in preparation for Obamacare. But rather than seeking a vaccine, they’re asking for waivers from the law’s onerous requirements.

    To date, the Department of Health and Human Services (HHS) has approved 1,372 Obamacare waivers, covering 3.1 million Americans. Yesterday, The Daily Caller reported that among HHS’s most recent round of 204 Obamacare waivers, “38 are for fancy eateries, hip nightclubs and decadent hotels in House Minority Leader Nancy Pelosi’s Northern California district.” That’s right: Nearly 20 percent of exemptions from Pelosi’s crowning health care achievement were doled out in her backyard.

    If that’s not enough irony for you, try this waiver on for size: On Monday, the Las Vegas Sun reported that Nevada—Senate Majority Leader Harry Reid’s home state—received a partial statewide Obamacare waiver, too. If you’re keeping score, Reid was Pelosi’s counterpart in the Senate fighting to get Obamacare passed into law. Now his state will be one of three to get a waiver from the law’s requirements, while the rest of America suffers.

    Why did Nevada get a waiver? The Sun reports that HHS found that some of the law’s implementation requirements “may lead to the destabilization of the individual market.” Senator Dean Heller (R-NV) said that that’s all the more reason why Obamacare should be repealed:

    It is becoming increasingly clear how flawed this law really is . . . Not only did it cut a half trillion dollars from Medicare, impacting thousands of Nevada’s seniors, now the law would have driven health insurers out of our state if a reprieve had not been granted . . . This is why ‘Obamacare’ will not work for Nevada.”

    But Pelosi’s district and Reid’s home state aren’t the only ones getting waivers. There are others getting a break from the law, too—big corporations and labor unions.

    All these waivers might sound like a lot to you, especially since most of the law’s provisions don’t take effect until 2014. But if you ask the White House, they’ll tell you that it’s no big deal. In a press briefing yesterday, press secretary Jay Carney downplayed the waivers and said that it’s “not that many” and that “[t]he waiver is not a waiver of the law” but just a “provision of the law.” Well, that’s one way to spin it.

    The Heritage Foundation’s Kathryn Nix explains why some of the waivers are being granted:

    Obamacare forbids insurers from placing annual and lifetime limits on health plans. These “consumer protections” have endangered the limited coverage plans that some employers currently offer. Unable to provide more comprehensive coverage, those employers would be forced to drop coverage altogether if they abide by the new law. To avoid this consequence of the new law, employers are flocking to secure the waivers offered by the Department of Health and Human Services (HHS) to keep their employees covered.

    In the case of waivers for businesses, Heritage’s Ed Haislmaier recently testified that the Obama Administration doesn’t really have the authority to grant them in the first place. In the case of state insurance markets, Congress explicitly allows a waiver, which is an admission that they knew the legislation would be disruptive.

    It makes sense that labor unions, states and companies of all sizes want to escape Obamacare’s costly requirements. That’s because it’s clear that Obamacare already isn’t working, even though the law is barely out of the gate. But granting waivers here and there merely postpones the effects of the law for a couple of years. It’s not the solution America needs. A better idea would be to repeal Obamacare and grant America a permanent nationwide waiver.

      I applied for a wavier through Grassroots Nation…doubt I'll receive one. Obviously Obamacare is a piece of junk. More and more companies and states want no part of it. Repeal it! This is a great time for the House to go at it again since the two biggest fans, Pelosi and Reid, are finding their own states or businesses in their districts want no part of it. Go to it Boehner!!! Knock this "junk bill" out of the water once and for all. I think the support might be there in the senate now…..ask Reid!

      I find it quite ironic that Ms. Pelosi, who led the band wagon for Obamacare, has now secured waivers for the district she represents.

      It seems to me that if Obamacare is good enough for the "rest of us" it should be good enough for Ms. Pelosi's constituents.

      It is my greatest hope that the lawsuits filed against Obamacare will make it to the Supreme Court sooner rather than later and that this outrageous exercise in socialized medicine will be defeated along with Obama's re-election bid in 2012!

      As conservatives, we must pull together to oust Obama and his destructive agenda and re-claim American Exceptionalism starting with freedom of choice in healthcare.

      In the future they may be begging their way back in. People are going to demand medical care be part of their job benefits especially when the present "safety nets" are no longer available.       Steve: You may find the answer to your question about states' opportunities for setting up their own systems by reviewing The Heritage Foundation's column, The Foundry of March 25, 2011. It is titled: "Accepting Federal Exchange Funding for Obamacare: A Dangerous Proposition for the States."

      As for the waiver scandal, I sure hope the GOP presidential candidates hammer this, often and loudly. The disgrace of Obamacare hypocrisy can no longer be swept under the rug.

      Just go out of our annual medical enrollment briefing with HR…. our employee contribution is doubling. Last year I paid 166.00 every pay period – now I must pay 305.00 to cover my family. My employer is gracious enough to pick up much of the increase so this only represents a percentage of the "savings" Obamacare brought us. This is horribly wicked. You can bet my state, Texas, will not receive a waiver since we didn't vote for BHO – we can't even get a retired shuttle orbiter, even though Johnson Space Center in Houston was the center of the shuttle program. Socialism at it's best – oppress everyone equally, and grant reprieve for those you want to rise above the rest.

      The biggest threat to the country's fiscal future is the rising cost of health care. I'm thankful we have a President and Congress willing to take on this politically difficult challenge. Many of them paid for it last November, but they can rest easy. Health reform is desperately needed. Doing nothing is not an option as the can had been kicked down the road decade after decade.

      I see an awful lot of misinformation being written, particulalry in the comments, but until the conservatives offer a better plan, this is what we have. It will never be repealed, but if better options are out there or changes can be made to improve it, i'm all for it.

      I hear a great number of people saying 'repeal and replace' – yet they have nothing to offer to replace it with – they have no plan except to say we need more work on medical liability, which i agree with, but we need something comprehensive that takes every aspect into account. Chairman Ryan's plan does nothing to slow the rising cost of health care, it merely shifts costs from government to individuals in the case of Medicare and block grants Medicaid so states will only be able to offer to help a set amount of beneficiaries.

      I sure hope everyone remembers this during the next election; this was a Democrat bill, supported by all the Democrats, and rammed down our throats by the Democrats. So, the only way this bill is going to get repealed is to vote the Democrats out. As long as they own 2/3rd's of the government nothing is going to change.       Surprise, surprise, Obamacare is flawed, and some Democrats are now implicated in hometown favoritism. Obamacare is flawed because it's the residue of the Dems' original approaches to health care reform–single payer and, later, public option– both of which were torpedoed by interests on the Right, Heritage Foundation not only among them but instrumental in providing the "intellectual firepower." And, of course, Pelosi, Reid and others on the Left showed hometown favoritism since that's where their voter bases, not to mention much of their political funding, are located. They're typical politicians, no?

      Health care inflation in the U.S. is and has been at least 8% annually for many years, and employers have been bailing on providing health care coverage or have been reducing their share of coverage costs. Single payer would've eliminated employer involvement and provided the only realistic control on spiraling health care costs. What is more, all-important portability of coverage would have been every American's.

      ,Thus, with Obamacare being systematically undermined from the Right, the monkey is now on Republicans' backs. Republicans don't want what they see of health care reform now in slow implementation, but the need to provide Americans full, viable health care coverage remains. Look into Heritage Foundation's recent "Saving the American Dream" for its approach to reform. It starts on page 24. If the tattered remains of the Left's approach to reform have bothered you (as they have me), wait'll you see how having a monkey on your back serves as "inspiration" in the face of necessity.

      For those of you under sixty five and have not yet been forced into Medicare you will find that your account number is your social security number. On the back of the card it states you are to carry this card at all times. Several years ago Blue Care Network in Michigan changed the subscribers account number from their social security number to a random number to minimize the chance for identity theft. My business goes to great length to protect people’s identity. Yet, for those who think “The Government” is here to help please know that federal bureaucracy will put you at risk but will not be responsible if your identity is stolen because of their policy. It is one more endless example of how Congress dictates rules and regulations without understanding the consequences.

Those that are a party to it and now get waivers for their districts are a disgrace. I also want to know how many other 'entitlements' were hidden in this bill.       If you have to have waivers, repeal the bill completely. A waiver implies, that for some reason, a group of people with be excessively adversely impacted.

      I would love to know how to apply for a waiver for my doctor. He does not take Medicare; therefore as of July he will no longer be able to write orders for lab work for his Medicare patients. I guess according to Obamacare he's no longer capable of making those decisions. How many other ridiculous dictates are in Obamacare that we still don't know about. How do I get this waiver application?

      Government intervention has NEVER reduced costs. It stifles competition and innovation (public schools), loses tremendous amounts of money despite being a monopoly (standard postal service), and will only result in rationing – see Great Britain for prime example.

      The replacement options are numerous, but politically unattractive. Our political system has been co-opted by special interest groups, so the real solution – trying to revise the health care "3rd party payer" system so the customer knows how much it costs – will probably never see the light of day.

I do get the impression that we are a less relevant country in the world now than 2 years ago, but I may be wrong. I mean, are you better off now than you were 2 years ago??!!… Absolutely!!!!!

      Scott, I don't know how you figure it's good to make people have medical Ins. The cost will go up, look at other gov't run programs, second you will be paying for all those on Medicaid and welfare, as you do now but he cost will be a lot more. Those who don't buy Insurance still have to pay their bills or ruin their credit, those that cannpot pay their bills are already on the dole or will apply for help. I am a Nurse and I know that in every hosp. I worked in Soc. SEr. reps called on the uninsured to set up payment schedules or refer them to organizatons that would help. Doctors have for ages ( got a lot of them in my family) given pro-bono care or reduced cost, again there is Medicaid and they have an organization for spec. insurance for all children who's parents fall in the gap between medicaid and Insurance. The change needs to be deregulating Insurance Cos. let them cross state lines and compete in a fair market.

Pay attention to what they are actually very busy doing setting up the infrastructure and the regulations. That is where the “real” money is going. That was one of the things that shocked me when I read it — the fact that this act uses all of the other laws as vehicles in order to fund it. BUT NO ONE HAS NOTICED THAT!

      I think doctors should hold out and buck back against government coercion and the destruction of their profession. I attend med school in louisiana, and the majority of the curriculum focuses on how great and magnificent this plan is and how those against it are racist individuals who hate poor people. Every government program passed, supposedly to help the poor, has in effect harmed them. For instance: minimum wage laws caused more minority unemployment, red-lining and making banks loan to unqualified poor individuals created an environment where loans could never be paid back, and Obamacare will destroy the ability of the poor to see a doctor or get much needed medicine. Thanks for voting for an idealogue! He's just what the doctor ordered. Or is he?

      Pelosi is a true symbol of the San Francisco Bay area elitist attitude. Harry Reid is a true symbol of the "con the suckers" attitude of Las Vegas. Did anyone who fought against this abomination truly expect anything less than what is happening? The only ones who should be suprised are those who do not understand socialism, totalitarianism and the plain old human foible of believing you are better than someone else and therefore deserve to be treated differently.

      I do appreciate the medical care I get from Veterans Administration. I co-pay a small amount, and your taxes pay for most of it. But the type you choose and how you pay for yours is none of their business. You should also have the choice of what the taxes you pay will be used for, and this should be from the state you live in. Federal responsibility is national defense PERIOD!

      And NO, I will not ask for or accept any vaccination! This is the wrong procedure, and kills more than it saves.

      I worked very hard to obtain an "association' long term health care group plan for a national society in the State of NY in the 1990's and wonder if it is possible to obtain a WAIVER for the people on this group health plan. I also wonder why all associations shouldn't receive waivers as well.
