  • The Dirty Little Secret About De-Funding Obamacare

Several members of Congress, like Rep. Denny Rehberg (R, MT) and Rep. Cathy McMorris Rodgers (R.-Wash.) are offering amendments that would prevent any new spending from being used to implement Obamacare. Good for them.  Those are important additions to the big spending bill pending in Congress.

But here’s the dirty little secret:  Much of Obamacare is being implemented with money that was already appropriated last year.  These billions are already available for bureaucrats to put Obamacare into force.

Denying additional funding for Obamacare does not de-fund the huge amounts it already is using for implementation.  That requires additional action.

Even though the last Congress failed to pass other appropriations bills (creating the need for the currently-pending spending measure), that former Congress DID provide billions to get Obamacare launched.  The money was directly appropriated as part of the health care legislation, rather than included in a separate appropriations bill as is the normal practice.

The details are in a Congressional Research Service report issued last October, “Appropriations and Fund Transfers in the Patient Protection and Affordable Care Act (PPACA).”  CRS devotes seven pages to describing the billions of dollars already appropriated and which the Obama Administration even now is spending to promote that law.

Conservatives agree with the American people that Obamacare should be repealed.  Short of outright repeal, leaders from 32 conservative groups in the Conservative Action Project have unitedly stated that the next-best strategy is defunding.  As their report states, “The safest route for legislatively combating Obamacare is to defund it. Now that the statute has been declared unconstitutional, Congress should use the power of the purse to deny funding for the individual mandate, employer mandates, and writing the 100s of regulations need to impose Obamacare. Such legislation will not in any way jeopardize the ongoing litigation efforts.”

It’s good that a federal judge has declared Obamacare unconstitutional, but the White House insists it’s going forward anyway.  It’s good that the House may cut off any new money to implement Obamacare.  But unless Congress deals with the pot of money already provided, we won’t meet the goal of defunding Obamacare.

    1. George Colgrove, VA says:

The clearest evidence that this government the departments, the agencies, the programs – every office – is not working for the people. They are working for their own personal and political purposes.

It is actively working against the will of the American people.

    2. Charles Kyriacou says:

I never thought in my life that socialism would ever come to America. But I believe it's here. Never before in American history has a federal judge ruled against a law and our president proceeded as nothing has happened. Obamacare is just one example, how about the oil permits in The Gulf of Mexico.

    3. DanJ DTW says:

This is not a problem. You really only need to block one expenditure – the IRS.

This would block employee and employer reporting, eligibility, collections and enforcement of every aspect of the plan. In order to keep the cost down the Dems intentionally did not include any funding for the IRS. Blocking that funding now will make everything else impossible.

    4. Real American says:

and every dollar already appropriated is being used to implement an unconstitutional program and needs to immediately cease as it is violating the rights of Americans.

    5. Bobbie says:

it just doesn't seem right when regarding the issue of the affordable health care act being unconstitutional, yet the money continues! How low and deceiving of the president and the democrat party to be so ignorant of the people they are suppose to be serving. Why can't they be jailed for their unlawfulness?

I guess it doesn't matter to Obama and his minions that 2 US courts have declared the law VOID and invalid.

On the plus side we now have names and locations for the dolts that are pushing the implementation, they Can be charged at a later date for contempt of court.

    8. Steve Shalosky, Aust says:

The White Office and the previous congress has done its best to manipulate and come up with every trick in the book in an attempt to push Obamacare through. Now Obama ignoring a Federal judge? The audacity of there actions never ceases to shock me. What happened to leadership and the right thing to do? What happened to values? There are so many on capitol hill who pushed this through despite the wishes of their constituents. How can our leaders be so disrespectful and treacherous? I just can't believe there are people like this — especially our leaders!!!! I guess I'd expect this from low-life crooks and thieves. Thank you independents for being gullible enough to vote for these appalling people. I think most Republicans and especially tea-party members and conservatives knew enough not to vote these guys in, but heavens, how could so many be bamboozled so easily? Heck, it happened again with Harry Reid. The people of Nevada voted him in again. What does this say about our Nevada and moreover, what does this say about the country? Are the majority of Americans truly leaches, addicted to all the gov't entitlements? Have they no sense of pride, no values? I just don't get it. I hope someone with values has the intelligence and values to find a way to stop this train wreck. I am praying that Americans (at least the independents) will have the common sense to elect a President that wants America to be great and won't try to manipulate the laws and processes that are in place for a good reason.

We certainly should not be surprised at this move of socialism. Whom can we trust? Only God is going to get us out of this mess, and only if we ask him, and start honoring him, and let him back into our lives, schools, and govt.

    12. Jan,Mercer,Pa. says:

Yes, God help us all! If my people , which are called by mine name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways; then will I hear form heaven, and will forgive their sin, and will heal their land.

This info bodes ill for our Govt. and our Country. If our elected officals are pulling this kind of illegal legislating behind our backs, the anger of the people will be ugly, and our foundation will be shaken and weakened to the detriment of us all!

    15. Dr. Brooks Walker He says:

I truly wish to understand the mindset of the members and supporters of the Democratic party. These people who speak of values and patriotism and yet have the blood of millions of the unborn on their hands and can do nothing in Washington except think of ways to take peoples money and use it to get re-elected. They laugh and boast when they trick the American people and hide behind words like " spinning", "parsing" and "Mispoke " to justify their lies. They claim union rights that are not in the constitution, while claiming to be for the American worker but care less that while the unions get what they want it starves the rest of the American workers. At the same time they try to sneak in anyone and every one from other countries and buy their vote with tax dollars. and when you ask them about any of this their only reply is George Bush and Sarah Palin are stupid, leaving me bewildered and wondring if they even have the slightest idea of what is going on in this country. Someone help me understand how seemingly educated workers and professional people can have such a logic disconnect that prevents them from considering any other position or opinion. This is not a game of political dodgeball, people are hurting while they play power games and laugh.

    16. mabelbartlett says:

I am in favor of eliminating the Healthcare program presented by Obama because it only plans to destroy our system. Obama and his group presented a plan that we dont want because it doesnt help anybody. This is a Democracy and we dont need to be told what to do and what to think.

    17. Tazzydog, CA says:

This sounds like more fuel for Darrell Issa, he needs to investigating and make some heads roll on this one, I say impeach all of them obama, pelosi, and reed!!
