  • Morning Bell: The Obama Doctrine

    Aside from the wooden performance, there was nothing particularly noteworthy about President Barack Obama’s Oval Office address on Iraq last night. The President again evinced the impression that he viewed Iraq as a distraction, and he twice said he wanted to “turn the page” to other issues. As forgettable as the address was however, once placed into the broader context of foreign policy speeches and actions, a clear Obama Doctrine can now be defined, as James Carafano and Kim Holmes do in a new paper released today.

    Downplaying American Sovereignty: The Administration is pursuing an ambitious agenda on international treaties. An incomplete list includes: the New Strategic Arms Reduction Treaty (New START) with Russia; the U.N. Convention on the Rights of Persons with Disabilities; the Comprehensive Nuclear Test Ban Treaty (CTBT); the U.N. Convention on the Law of the Sea (LOST); the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW); and the Prevention of an Arms Race in Outer Space (PAROS). The ideals behind many of these treaties are admirable. But in every case the onus is on the Administration to ensure that the treaty does not compromise America’s security or the rights and freedoms established in the U.S. Constitution. International institutions work best when they manage affairs between nations; they falter and become harmful when they reach into the domestic affairs of nations.

    But that is exactly what the Obama administration has been doing. Just last week the White House submitted its  “Report of the United States of America” to the U.N. Human Rights Council (HRC), a body that includes such human rights exemplars as Cuba, Russia and Saudi Arabia. In the report, the Obama administration attacks Arizona’s recent immigration enforcement law and portrays its law suit against it as a defense of human rights. Is there a better example of what little interest this Administration has in upholding American sovereignty? There is no universal right to violate a country’s immigration laws with impunity. It is no violation of human rights to enforce border security and basic immigration requirements. When the Obama administration engages international institutions, it appears that E Pluribus Unum gets thrown under the bus.

    Soft-Pedaling American Power: The belief that the United States over-utilized hard power in Iraq and Afghanistan has shaken President Obama’s confidence in the application of hard power at all. Instead, the President intends to use soft power so as to appear more equal at the negotiating table. Shortly after taking office in January 2009, President Barack Obama said “[if] countries like Iran are willing to unclench their fist, they will find an extended hand from us.” And how has this soft-power approach fared? French President Nicolas Sarkozy recently said: “We live in the real world, not a virtual one… President Obama himself has said that he dreams of a world without nuclear weapons. Before our very eyes, two countries are doing exactly the opposite at this very moment… I support America’s ‘extended hand.’ But what have these proposals for dialogue produced for the international community? Nothing but more enriched uranium and more centrifuges.”

    The reality is that soft power only works as an adjunct to hard power. Saddam Hussein’s removal from power eliminated any possibility of a major threat from Iraq for the foreseeable future. And while Afghanistan remains an open question, only the anti-war left believes the Taliban can be persuaded to lay down their arms with promises of aid and diplomacy. Any time an American leader believes soft power is a substitute for hard power, he is bound to fail.

    A More Restrained America: President Obama has made no secret of his ambivalence toward American military power. At his nuclear summit in Washington, he said: “Whether we like it or not, we remain a dominant military superpower.” The President’s take-it-or-leave-it attitude toward America’s defenses has been reflected in his spending priorities. He cut funding for the F-22 fighter jet and key missile defense programs. His defense procurement budget is anemic, he has refused to modernize our nuclear deterrent, and his Administration even proposed terminating the development of the next generation Navy Cruiser with missile defense capabilities. The force structure Obama is projecting simply cannot sustain existing U.S. security commitments. Military power is not only about fighting wars; it is also about others’ perception of whether you have the means and will to defeat aggression. The perception of American weakness is a destabilizing force throughout the world.

    A More Humble America: Since his first month in office, President Obama has embarked on a whirlwind Apology Tour casting himself as the redemptive vessel for the entirety of America’s past sins. Apologizing for things that happened in the past may gain popularity abroad, but so far, it has done little to change minds about our policies. If anything, it has portrayed a weaker United States not only to our allies, but to adversaries striving to gain any advantage over us. The repercussions could be grave—and here, history also provides an example. Not long after President Jimmy Carter apologized for America’s supposedly excessive fear of Communism, the Soviet Union invaded Afghanistan and the hard-liners revolted in Iran, taking Americans hostage.

    Carter is not the only past president whom Obama is emulating on foreign policy. President Obama’s true foreign policy predecessor is President Woodrow Wilson, who also sought a more “ethical” foreign policy and sought to rely on a “concert of nations” to keep the peace. Wilson’s idealistic approach failed to stem the tide of World War I and helped to foster the isolationism of the 1920s and 1930s that inadvertently eased the road into World War II.

    There is a better foreign policy vision. It is a vision that is grounded in George Washington’s first State of the Union address reminder that: “To be prepared for war is one of the most effectual means of preserving peace.” It’s a vision that is consistent with the Monroe Doctrine ideal that America is committed to the principles on which republican self-government is based. It’s a vision that embodies the Truman Doctrine’s support for peoples threatened with Communist aggression. And it’s a vision that continues the Reagan Doctrine’s “peace through strength” strategy of revitalizing the U.S. military while promoting economic growth at home and increasing support for oppressed people around the world. What all these lines of thought have in common is that America is an indispensable nation in the defense of liberty around the world.

    The Obama Doctrine points us in the opposite direction. It will force friendly nations to look elsewhere, not to Washington, for arrangements that bring them greater security. And that will make this a far more dangerous world indeed.

      Obama is all of the above, agreed, but he is not all bad. His priorities are different and he wants to do more for the American people than lobbies. Remember, his campaign was also funded by the American public, upward of a dollar sometimes. I am not defending the man, yet would hate to run him down because the American people believe in retrospect that they made a wrong choice. The man is different, and that was evident when he first burst on the scene. The choice has been made and Americans must learn to make the best of a situation.

      Obama's speech was not exactely a "nail biter". If you looked closely, you could see that he was breathing and occassionaly his head would bob a bit to emphasize a point. It was just the same old, same old, more of the same wussy talk that he is so noted for. Will he ever take command of our country with force and vigor and make an effort to pull us out of the doldrums that we are floating in, going nowhere.

      Reporting AZ to the UN for possible violation of human rights has been the cherry on the sundae for me. If he was truly a man of honor he would "plaster his birth certifcate on his forehead" the REAL birth certificate complete with foot prints. If proven he was NOT born here all the bills he has signed will become void…..now doesn't that sound like a solution to all the angst he has caused this country and her people.

      Great. So Obama Claims victory in Iraq in the name of HIS administration which totally opposed the action that ultimately paved the way for this "turnover" event. Of course no mention of George W and his decision to launch the surge – go figure. And Biden with his "we kept a promise" speech – GEE, one out of four hundred isn't bad.

      The bottom line regardless of who gets credit, USA is ramping down the number of troops in harms way and the passing of the torch to its rightful owner; the Iraqi people. The one thing the prez may not realize is the remaining troops may be classified as non-comat forces but the wing nut terrorists don't give a rip about their "assignment status" they continue to WILL kill our men and women on sight. Obama and his dog and pony show is a political sham. If we are going to withdraw, don't do a half-ass job. Get them all out NOW.

      You may choose not to publish this comment, but I found it interesting that most of President Obama's foreign policy is more than vaguely reminiscent of the excerpt included below from Imam Rauf's book. The book which I understand is being distributed by our government as a helpful guide (not to be confused with a religious work). This coincidental similarity between Mr. Obama's policy and the writings of Imam Rauf do little to assure me concerning our Presiden'ts allegiances.

      On Pursuing Happiness

      The world wants to like America. The guiding values that Thomas Jefferson articulated so eloquently-life, liberty and the pursuit of happiness-resonate strongly around the world, transcending countless superficial and cultural differences, not because these are American values, but because they are universal values, embedded in the human heart. This is the reason that individual Americans are often treated with warmth and respect, even in countries whose governments are not considered friendly to the United States.

      Americans must outgrow the unbecoming arrogance that leads us to assert that America somehow owns a monopoly on goodness and truth-a belief that leads some to view the world as but a stage on which to play out the great historical drama: the United States of America versus the Powers of Evil.

      The language of good versus evil is precisely the language of fundamentalists whose world view we oppose. Once we define as evil those who counter us, we lose the moral high ground and begin to descend an exceedingly slippery ethical slope. Sufis teach that we must battle and destroy the evil within ourselves by shining upon it the good within, and then we learn to battle the evil in others by helping their higher selves gain control of their lower selves. To battle the evil of others by responding in kind and exhibiting equally violent aggressive behavior is to flout the very ethic of our religious traditions; it is also to violate Geneva conventions, international law, the United Nations, world opinion and even our own Bill of Rights. If we truly believe that God is on our side, rather than making sure that we are on God’s side, we slip into the illusion that sees no measure as too extreme-a delusion that captivates every extremist heart.

      The United States has a greater destiny than to be perceived as the schoolyard bully of the twenty-first century. We have a higher spiritual calling than self-centered unilateralism. Throughout its history, America has been a beacon of hope for so many around the world. Its role as keeper and bringer of hope has left no doubt about what is right with America. This heritage is why the world wants to like us; and this is the true, good role to which we should always aspire, even when the path is steep and the misunderstanding that divides us from other cultures is profound.

      We have two powerful tools with which to bridge the chasm separating the United States from the Muslim world: faith in the basic goodness of humanity and trust in the power of sincerity and dialogue to overcome differences with our fellow human beings. This faith and this trust are taught by all the Abrahamic traditions. They define the Abrahamic ethic, which lies at the core of our American Declaration of Independence, and America needs to rely more heavily on them, as do our fellow actors on the stage of history.

      What’s right with America and what’s right with Islam have a lot in common. At their highest levels, both worldviews reflect an enlightened recognition that all of humankind shares a common Creator-that we are, indeed, brothers and sisters.

      Not only give up our Sovereignty but our peace keeping military might, the moral superiority that was the foundation for our nation, and the world’s greatest economy in order to blend in with the faded dynasties of the past as they march “equally” toward a future new world order under a totally secular United Nations.

      Another great article and after listening to Obama's anemic approach it made me think about how many of our kids, fathers, aunts, uncles, and grandparents are over there, still in harms way, and the guy in charge isn't even engaged or willing to do and say the things to keep everybody safe. It's great to have our soldiers come home but if the mission isn't done, do what it takes to get it done and if you don't have the stomach for it, bring everybody home and let the entire region burn. The lackluster approach shows no real energy or intensity to make us better, safe or even feared in some respects because of what we might do. Until we get a leader in the White House we are going to be in for some real bumpy rides in the foriegn policy arena.

      War is hell!!! I have been there done that, but the facts of life will tell you that at times it isnecessary. Freedom is not free, ask all that have paid the price to see us live in this country, with all our privilidges and freedoms.       I noticed the George Washington quote but also remember that famous quote in his farewell address.

      IS there a motive? If Obama wanted to hurt the Untied States, he would be doing exactly the same things we see him doing openly; he's cut funding for vital defense projects such as the F22, he'd bring international law into domestic issues such as Arizona's fight to secure the borders to protect their citizens, Obama would spend huge sums of money that would hurt the financial crises, not help.

      The question you have to ask yourself, is Obama doing these things to hurt the United States? The obvious answer is of course he is. Obama is an American hating leftist who appologizes for America's strength and success. In Obama's sick mind by hurting the United States he strengthens others so the world is more fair.

      He loads the Federal Government with employees when the country is borrowing money to pay Government salaries. He loads private businesses with burdens they cannot afford, he straps Americans with additional health care costs which will decrease the quality of care we get but will increase the cost.

      WHY? It's obvious, Obama's hope is that we never recover from his Presidency because our currency's value is destroyed, our health care is destroyed, racial strife is elevated to the point of causing fundamental divisions that destroy decades of progress etc.

      You are absolutely correct about Obama's timidity and apologetic attittude toward the need for America's economic and military superiority in the world to help maintain peace. It is a shame that he has been speaking and acting against our own country, even on foreign soil. It seems to me he is guilty of treason and ought to be charged and prosectuted. It is, for example, a lot easier to deal with the neighborhood bully who is 6 feet and 190 pounds if the guy talking to him and asking him to play nicely is 6'6" and 250 pounds. Somehow obumbler figures that being the 98 pound weakling that the other side will respect him more.

      There is a difference between military spending and defense spending. We don't even use the military to protect the physical US – the coast guard, border patrol, etc., do that. Most of our military spending is not defense spending at all – it serves US interests overseas. Thus, it protects business and economic interests, and non-Americans, but not the physical safety of American citizens. In case you haven't noticed – we are broke and a half. No serious management of this fiscal trainwreck is possible unless military spending is reigned in to some degree. We cannot afford to police the entire world. Not every international problem HAS to be a US problem. Read the founding fathers…

      There are many of us in The United States who saw this coming way before Mr Obama was even elected. We were shouted down, vilified, smeared and called the usual "racist bigots".

      We warned of the consequences of electing a person to the office of President of the United States someone who really didn't like America, had surrounded himself for years with many who also didn't like America, and who had absolutely no executive experience.

      Unfortunately, what we were afraid of happening is now coming to pass.. America is in serious, serious trouble. And no wonder the Democrats are voicing concerns about possible investigations of Democrat malfeasance when the Republicans and sanity regain control of Congress.

      Believe me; There is absolutely no satisfaction in being able to say "I told you so!"

      What we have to do now moving forward is to destroy this cancer attacking America. We will start the chemotherapy and radiation on Nov 2, 2010.

      Regardless of your view of the Iraq war my next door neighbor lived in Iraq and experienced Saddam first hand. His statement is "he was an evil man and had to go." Another friend who served in Iraq found that citizens were more fearful of a 9mm pistol than an assult rifle. Why? because the pistol was used to kill citizens who opposed Saddam. Like it or not war is hell and sometimes war is the right thing to do. My friend who served in Iraq had citizens thank him daily for the effort of the US military. But how would Obama know this – he has never worn a uniform.

      Why isn't there an organization collecting signatures to force Congress to start impeachment proceedings against NObama ???!!! Why hasn't there been a poll to ask voting American Citizens if they are in favor of Impeaching NObama ???!!! I can't be the only citizen who is starting to get a BAD Feeling about NObama's Doctrine, his racist policies (Black Panther case) and his total disregard for the constitution and what it stands for !!!!       Speaking of defending OUR Country NObama continually refuses to put enough money up to secure OUR own Borders when between Bush and NObama we spent close to 1 TRILLION DOLLARS in Iraq in 7 years and are getting close to a TRILLION DOLLARS in Afghanistan in 10 years but we still can not come up with the few Billion dollars needed to secure OUR OWN Southern Border !!!! The American Citizens should be physically sick when they think about this situation, I know I am !!!!!

      It seems we need at least one outrage per week. First the New Start Treaty which will leave us at a great disadvantage & now the State Department advises the U.N. Human Rights Council of the horror of Arizona's potential of the targeting of illegal 's without cause….although that cannot happen per the new law. Of course it was only weeks ago that one of the chosen at the State Department was lamenting to a Chinese diplomat about our insensitive human rights violations…..CHINA……..There are days when I think I've fallen off the edge of our flat earth.

      FYI- our need for the F-22 is not for the mid-east but rather a future need as the Chinese are currently building a comparable super sonic plane. Now why do you think they would have a need for such a plane? Please remember that those beautiful airships we are now using were conceived & built in the mid "70's and early '80……..war planes do not last forever.

      The President's kudo's to our fighting men & women hardly speaks to the hardship and pain suffered by these fine soldiers. To go on to speak to the economics of the war in reference to our domestic economics was insulting. It's obvious to me that no one involved in running the government has the skill, knowledge or common sense to be a dogcatcher. They are a total embarrassment to our heritage.

      Obama has proven to be even more dangerous than most of us suspected. During the election cycle the only thing he liked about our great country is that he could run for President. He seemed to hate everything that made us great and the key player in the free world.

      We can only hope that the voters realize the error of their ways and vote this idiot out in the next election. However, I am not sure that will happen since the country is now full of free loaders, bums and welfare recipents. The few people still working for a living and paying taxes may not be enough to carry the day.

I strongly disagree that our military is primarily used to protect economic interests (although our economy is a source of power and protection in the world). How about reducing some of the massive bleeding that is the education budget? or this ridiculous bail out scheme (that keeps perpetuating)?       Americans should be awakened not falling into the clutches of this choreographed demise into corruption and treachery being bought from your children's children under the disguise of a stimulus. The only thing being stimulated is graft to shut up opposition and lining up the communist bureaucracy underneath to catch the collapsing system.

      Those of you still for this thug, turn to your children and thank them for allowing you to steal their worth and their children's worth so you could feel good about your election Hopes and kiss liberty good bye.       All of you seem to make sense in pointing out how Obama has weakened America. Being almost 60, I think I can live through this, but I'm not sure the next generation or the next after that, who strongly supported Obama, will be able to.

      The facts are out there that in just a relatively small number of years white in America will be the minority, Hispanic's will have the power to direct elections and then shortly after that muslims will be able to openly change America forever even though we have a closet muslim in the White House now.

      I pray daily that the American people will have the sense to turn from our current ways and realize that we are headed down a road that will destroy America.

      We're only a couple of hundred years old. How much longer are we likely to last headed turning our backs on all that our forefathers established as a basis for our government and country, i.e. God.

      Obama must be regarded for what he truly is; an aberration in the pantheon of America’s presidents and “America’s Maximilian I of Mexico.”

      These attributes of the illegal alien usurper, manifest as apologies for the exceptionalism of a nation preeminent among all nations of the world. They also manifest in transparent treason against the national interest, as Obama “makes his mark” on the stage of history, as a roper for the New World Order. He goes crying to the phony storefront of the international bankers–the United Nations–because the American people will no longer listen to Big Brother’s Ministry of Truth, which declares defense of America’s borders as “racism.”

      The nation-state which is our country, will NOT surrender its sovereignty to the imperium of capital, which seeks to eclipse all nations by vassalage under a “common security perimeter” enclosed by the United Nations. The American people will NOT be harmonized away, into the dustbin of history, for our revolution is eternal and the pole star for all mankind.

      The American people have declared the Second American Revolution and seceded from the Yankee Nation of the international bankers and their carpet bagger agents, who seek to balkanize one culture under the so-called “multicultural” paradigm, which is pure communism. The South has now risen, to form a more perfect Union.

      The United States of America has now seceded from the New World Order and the American people look to the United States military to spearhead the Second American Revolution by deposing the Obama regime, on pure constitutional grounds, that he violated the mandate from heaven of our forefathers.

      The states must now exert states rights, until such time as power of the purse and sovereign will of the people is delivered once again to the American people by their military.

      The American people must resist the corporate-controlled Congress, which has abdicated personal responsibility for the survival of the American people and nation.

      Obama embarrasses the nation, by defaming the great state of Arizona before Red China, accusing that entire state of the Union as “racist.” Such a weltanschauung betrays the quisling component of Obama’s mind, as he exhibit’s a servile posture before America’s rivals. When Obama adopts a stance, it is always detrimental to the national interest, for he lacks the blood and soil requirement which would ensure his love for our country.

      The hallmark of Obama is the kowtow to foreign potentates and vested interests, which rule the fate of nations behind the scenes.

      Obama made a spurious charge about a people who elected a black man president of the United States of America. His false testimony falls into alignment with the bogus credentials he provided to the American people, as the Man With No Paper Trail.

      The Founding Fathers are rolling with fury in heaven, where they observe the current peril of our ship of state under a faux pilot. Such times demand extraordinary measures, as the American people have been subjugated in the same fashion as the people of Iran were subdued under Mahmoud Ahmadinejad.

      Tyranny reigns supreme in our land, but the desire for liberty among our people, cannot be extinguished.

      Any American “president” who does not recognize the status of preeminence of the United States of America before the nations of the world, but instead chooses an approval-seeking mode before the international community, does his country irreparable harm. He proves to be a fifth column in the national house and is ripe for regime change, when he ignores the will of the people, to exert his own kingship.

      We owe allegiance to no crown, corporate or otherwise.

      If it weren't for Heritage Foundation we wouldn't know about those thousand things that Obama has done against America.
