The reactor will prove to be an irresistable temptation for Iranian leaders. They are hell-bent on obtaining enriched fissile materials for their bomb program. Anyone with a shred of understanding recognizes that the reactor will produce the full normal range of fission products (unavoidable) from which they can extract plutonium and make weapons.
Even if the present intention is for civil use only, the combination of theocratic leadership trying to establish a caliphate and a quick path to nuclear weapons via fission products produced in their reactor will quickly lead them to plutonium extraction.
