  • Morning Bell: How the White House is Making Oil Recovery Harder

    Five weeks ago Escambia County officials requested permission from the Mobile Unified Command Center to use a sand skimmer, a device pulled behind a tractor that removes oil and tar from the top three feet of sand, to help clean up Pensacola’s beaches. County officials still haven’t heard anything back. Santa Rosa Island Authority Buck Lee told The Daily Caller why: “Escambia County sends a request to the Mobile, Ala., Unified Command Center. Then, it’s reviewed by BP, the federal government, the U.S. Army Corps of Engineers and the Coast Guard. If they don’t like it, they don’t tell us anything.”

    Keeping local governments in the dark is just one reason why the frustration of residents in the Gulf is so palpable. State and local governments know their geography, people, economic impacts and needs far better than the federal government does. Contrary to popular belief, the federal government has actually been playing a bigger and bigger role in running natural disaster responses. And as Heritage fellow Matt Mayer has documented, the results have gotten worse, not better.

    And when the federal government isn’t sapping the initiative and expertise of local governments, it has been preventing foreign governments from helping. Just three days after the Deepwater Horizon explosion, the Dutch government offered to provide ships outfitted with oil-skimming booms and proposed a plan for building sand barriers to protect sensitive marshlands. LA Gov. Bobby Jindal (R) supported the idea, but the Obama administration refused the help. All told, thirteen countries have offered to help us clean up the Gulf, and the Obama administration has turned them all down.

    According to one Dutch newspaper, European firms could complete the oil spill clean up by themselves in just four months, and three months if they work with the United States, which is much faster than the estimated nine months it would take the Obama administration to go it alone. The major stumbling block is a protectionist piece of legislation called the Jones Act which requires that all goods transported by water between U.S. ports be carried in U.S.-flag ships, constructed in the United States, owned by U.S. citizens, and crewed by U.S. citizens. But in an emergency this law can be temporarily waived as DHS Secretary Michael Chertoff did after Katrina. Each day our European allies are prevented from helping us speed up the clean up is another day that Gulf fishing and tourism jobs die.

    And then there are the energy jobs that the Obama administration is killing with its over-expansive ban on offshore energy development. Experts–who were consulted by Interior Secretary Ken Salazar before he issued his May 27 report recommending a six-month moratorium on all ongoing drilling in waters deeper than 500 feet–now tell The New Orleans Times-Picayune that they only supported a six-month ban on new drilling in waters deeper than 1,000 feet. A letter from the experts protesting the use of their names to support a ban they actually oppose reads: “A blanket moratorium is not the answer. It will not measurably reduce risk further and it will have a lasting impact on the nation’s economy which may be greater than that of the oil spill. We do not believe punishing the innocent is the right thing to do.”

    And just how many innocent jobs is Obama’s oil ban killing? An earlier Times-Picayune report estimated the moratorium could cost Louisiana $2.97 billion in revenue and 7,590 jobs directly related to the oil industry. President Obama still has the power to save many of the jobs. He could reverse his decision and lift the ban. But political considerations make that impossible. According to the Center for Responsive Politics, the President was the largest single recipient of campaign contributions from BP and its employees over the past twenty years. Therefore, the President has to put distance between himself and BP, which may be why President Obama has not spoken with BP CEO Tony Hayward one single time since the Deepwater Horizon rig exploded in April. The problem is, vilifying BP’s corporate leadership does nothing to stop the spill or quicken the cleanup.

    After the Obama administration refused help from the Netherlands, Geert Visser, the consul general for the Netherlands in Houston, told Loren Steffy: “Let’s forget about politics; let’s get it done.” It’s sound advice, Mr. President. Let’s free local governments to clean up their shores, waive protectionist laws that keep out foreign help, and let the oil workers who can safely do so get back to work. Let’s get it done.

Why aren't they listening to the suggestions coming from other people in the US? This really is turning into a disaster politically and economically. Bobby Jindal is there and he should be running the show not Obama. My guess is Obama doesn't want anyone to steal his thunder so he can tout all the good he did. That's a dangerous mindset when something like this is going on in our country. My other guess is the Obama administration planned this entire thing and it has now blown up in their faces. There is something underhanded going on here. The Obama administration has been in bed with BP Executives in the past and Obama took hugh contributions during his campaign from big oil – BP not excluded.

      I supported Obama in the election, but more and more he is coming up as indecisive. And I think this is the real issue with the Democratic Party; no one is willing to do anything. They have become overly concerned with making everyone happy, and with never fighting back. Obama had a chance to change America and to really make us a true super power again, but he is too worried about the politics. Let's be serious, no one is really going to be rushing to the polls for another four years of disappointed hopes. So, rather than worry about his image or his political career, perhaps Obama should focus on actually doing something. As opposed to looking angry and ranting about the villainy of BP, he should do what is good for the country and clean up the oil already. Because, for someone who wants to distance themself from our previous president, he is sure trying to make another Hurricane Katrina out of this. Maybe, Barack Obama, should end his pondering, careful calculation, tactfulness – or whatever it was he said he was running on – and actually DO SOMETHING. What makes this worse is the Democrats are all about the enviorment. For all the "thinking" Obama does, it doesn't seem like it's doing any good.

      For Obama and "The Others" to seize control of the oil industry, they have to make this a national disaster of huge magnitude to do so.

      First step, make BP look like they are negligent, and evil.

      Begin the process of bankrupting BP with fines, shut downs, litigation.

      Second step, nationalize them.

      Then do the same with the entire oil industry under the guise of environment protection.

      Wait awhile, then put "The Others" in charge of the oil industry and then slowy release restrictions and allow for some privatization…and then say hello to the world's new trillionaires.

      You see my friends, Obama couldn't care less about the environment and he is proving it every day with his inaction in the gulf.

      He want's the oil industry for himself and "The Others".

      The Obama administration thinks assigning blame for the spill constitutes action and that is typical of a legal process. A logical approach would have been to assume the worst case in the amount of oil on the way to the coast and then empowered the states to take whatever action they determined necessary to protect their shorelines, including the use of foreign equipment and technologies to protect themselves. Federal authorities should have been ordered to support all action based requests such as dredging barrier islands and given a maximum of 48 hours in which to approve or deny request. Failure to respond would be construed as a positive response.

      Any suggestion that our governments response to this disaster has been appropriate is ridiculous.

      The Jones Act disallows a foreign flag vessel from carrying U.S. cargos or passengers from one U.S. port to another without "touching" another foreign port between. There are no restrictions on where vessel was built, nor the nationality of the crew. Only that the flag (registry) be foreign or U.S.

      There are absolutely no restriction for a foreign flag vessel, carrying foreign cargos, from a foreign port to any number of U.S. ports, providing the cargo/passengers are manifested. The point is nothing (including the Jones Act) prevents the Dutch (or any other country) from sending help to the Gulf.

      Obama does not want to end this "crisis"! Emanuel said it all. Obama is dragging out this spill for a long as he can to push his Crap and Tax bill, plus double the prices of gasoline and diesel. In addition, he contiunes to harm our economy by the 6 month moratorium on deep water drilling by first killing as many as 330,000 oil field related jobs in just Louisiana. But at the same time, forcing these specialized drilling rigs to be moved to foreign waters for perhaps several "years", thus reducing out ability to continue drilling offshore.

      How many gulf states are red states and how many are blue states?

      Meanwhile American Dollars go overseas for oil for a longer time and the Federal government keeps getting the import tax dollars coming in clearly not favoring the American People and keeping American People from all the Americas (South, Central, & North) Out of work and less help to the American Econmy. BP stations have bightened local neighborhoods with their local gas distributions but the local franchisees (small businesses) are taking the brunt of the punishment for something they have no control over.

Since that isn't the case, common sense would have to tell us something more is going on here.       Re the lack of feed back from the Feds on using booms, etc. This is why, in an emergency, it is better policy to do what needs to be done and ask forgiveness afterwards, rather that ask permission.

      And when dealing with bureaucrats, one should ask in the form of "You have until date-x to object in writing and in detail to Y". Never leave inaction the safest, un-accountable option for a bureaucrat.

      As for the rejection of offers of aid from other countries, that's hard to explain even as incompetence.

      Thirteen nations have offered to help, but have been rejected? To me, there can be no other reason for that action than this president is more concerned with the political advantage of a crisis than he is in saving America's coastline.

      Our sister companies have sourced the right type of boom for this disaster. They have offered them to BP, the Incident Command, and various state agenices, too no avial, not even an acknowledgement.

      This is not an organized response it appears to be an event to demonize oil/gas exploration. It is in fact a SNAFU up and down the line, beginning prior to the blowout, in which the federal government is just as guilty as the parties involved.

      Beating up on BP and its chairman, is political opportunisim. The business community in the UK is rightly incensed over these attacks. The administration demand that BP withholld the dividened, does not hurt the fat cats as much as an international population of small investors, of whom many are in the US.

      It would almost appear that the administrations real agenda is to nationalize BP by as some have suggested seizing the company and its assets. Hardly a capitalistic move, and one that would shake investor confidence to the core, causing more economic chaos.

      The Obama Administration is not too concern with this disaster because, 1. Politicians in Washington have been taking money from these oil companies and been letting them get away with not following safety laws for a very long time. 2. The oil company have plenty of money to clean this mess up just takes a little time. Just a little set back. The damages to the environment will recover. The animals deaths oh well. But, what they don't realize is the economic devestation and the health danger from food sources. 3. This crisis is not a waste like Rham Emanuel said, "Never let a crisis goes to waste." This is the perfect opportunity to pass all kinds of TAX like a tax to clean this mess up. Like a reason to PASS CAP and TRADE. Obama is using this disaster as an example to push forward with his radical leftest agenda. Why would he go out in public to say drill baby drill and then a oil disaster happen? So, conviently and so timely. Freak accident? Planned? or Both together? Whichever or whatever the bottom line is this disaster is a great opportunity for this Administration to play it to their advantage TAX and CAP and TRADE!

Safer and better, but not stopping domestic production is what should be done. Marx said a graduated tax would ruin capitalism. It looks like he was right. A consumption tax would modernize our economy.       Indeed they are at it again, going "full tilt" with their posing, manipulating, bullying, and misleading demagoguing and pandering, all as if they in government are the only ones who can really protect and save the people, jobs, and the environment, as they make sure they not only don't let another crisis go to waste but indeed use it as an opportunity to grab more power through such "heroic" actions as the following:

      The Obama Administration not exactly consistently making sure BP (a major cash contributor to Obama's campaign for President) followed all the regulations already on the books, and then obstructing and preventing the private company and state-level plans and responses which they are either already required by law or authorized by the Constitution to do, and even refusing international offers to help.

      First: I believe the EPA to be UNCONSTITUTIONAL and should be abolished by someone with enough guts to get us back to the US Constitution.

      Second: The oil leak was not caused by the explosion on the drilling platform. I worked in the oil and gas industry for 46 plus years. Was trained in fighting hydrocarbon fires. Served as Plant Manager of some large Natural gas liquids extraction plants. A cardinal sin in fighting a hydrocarbon fire it putting the fire out by any means other that closing the source of the fuel, allow the fire to burn itself out while keeping ajacent hydrocarbon storage cool if possible. Now that said, remember the video of the Coast Guard fire ships 4 of them pouring millions of gallons of water on the drilling platform. That platform was a FLOATING SHIP. The tons and tons of water no doubt was the cause of the platform capsizing and sinking. When the platform sank it being connected to the piping on the ocean floor pulled and ruptured the pipe at its connection with the ocean floor. We hear no comments, NONE about this terrible lack of fire training preparedness on the part of the Coast Guard when fighting hydrocarbon fires. Look into this suggestion as I am sure this happened and most likely was the orgin of the oil leak.

      This oil spill is indeed a major catastrophe even though the Congress and its associated group do not think so. A few weeks ago or just shortly after the spill occured, two men suggested using straw or hay to soak up the oil and then have tractors (scoopers) pick the hay up with all the oil soaked into the straw. These two men were practical people and there is some justification in using this method. The water wouldn't be so polluted with toxins. We certainly aren't getting the mess cleaned up. The hay acts as an absorbent and then we could deliver it to some place where the mess could be burned up. The way the cleanup is going, it will be years before the ocean and beach fronts are normal, if that ever happens. Common sense solutions seem to not be in the forefront for such an terrible diaster.

This process has worked successfully in other oil spill cleanups. The process uses "green" technology as straw is natural, plentiful and cheap. There are companies and contractors that specialize in such cleanups. One such contractor is located in Florida's panhandle and has contacted BP on their official website and offering their idea and their willingness to help. BP's response was a form letter type response, saying thanks for the idea, we are considering many such ideas. In the meantime, more oil coats the Louisanna coast line and wetlands.

      If I were Bobby Jindal, I would conduct a test of the effectiveness of using this method of oil collection in a small area to see if it worked. If it did, I would contract with as many of the unemployed fishermen in the state as possible, to start spreading hay and straw on the oil and retrieving it and send the bills to BP. But that's just me.

      Here is my opinion of why the oil is being allowed to get to shore. The more the oil companies are demonized the easier it is to send out the SEIU and federal attack dogs demanding more regulation and union only clean up efforts. Companies can now be taxed more easily by federal regulation because citizens are in an uproar. The tax is just passed onto us in the form of higher gas prices which in turn raises the income from fuel taxes.       Several states have requested authorization to erect sand barrers, use sand skimmers and other methods that they know will help prevent or remove contamination and/or protect beaches from further damage. Those agencies have not responded to their pleas. So what would happen if those effected states went ahead did what they had to do. What kind of repercussions would those agencies impose? I would believe those states have the right to protect their beaches, islands, bays and inland estuaries and not have to wait for approval from those who are dragging their a s s e s. It takes an arrogant s o b to refuse assitance from other countries is beyond is inconprehensible.Why would they need permission from the people that cause the problem in the first place? That's as stupid as having to ask permission to take out a target from your enemy which was the main reasons for losing the Viet-Niam War, we can thank the democrats for that. Looks like we can thank them again for this but mainly BP

      Rahm Emanuel recently said, "never let a crisis go to waste." If Obama's feckless efforts at handling the Gulf Oil crisis are in fact an implementation of this philosophy it becomes increasingly clear that he intends to use this crisis to further his radical, progressive agenda. He is doing his very best to cripple the American economy and thereby hasten the day when he will fulfill his promise to "transform America" into the "Socialist paradise" long sought by the extreme intellectual Left that carefully nurtured and molded his ideals at Columbia and Harvard and in his days spent in Chicago as a Community Organizer and working with and for, the SEIU. I doubt that most of those who participated so vigorously in their successful if devious, "Trojan Horse" strategy to get him elected and those who were enthralled and voted for him will like the result.

      If our President had acted early on and called in all the skimmers that were available we would have a lot less oil on shore. Various nations offered these skimmers and for what ever reason we did not act. They could skim most of the surface oil before it reached land. In fact, we could use these skimmers today. All that surface oil we are shown on TV daily could be picked up. Instead our little fleet of LA fishing boats have taken it upon themselves to skim oil. Saudi Arabia, our friends, would have gladly sent their modern fleet of skimmers. It took several days for the President and his staff to even understand just how serious the problem was. The government is not equipped to clean up oil. Oil companies are. I think our government has caused more problems on the cleanup than it has helped. Big government as always is inefficient at running operations like this and private business in general like GM or Chrysler or Fannie Mae or Freddie Mac. Our nation is being run by a man with no more business experience than being a Community Organizer in the notorious Illinois government. His lack of experience is showing. His speeches are getting old and shallow. At the start he seemed like he would do well as President. We now know just what kind of man we have elected as President. Jimmy Carter looks good besides the accomplishments of President Obama. He is driving on the wrong side of the road and we are looking into the abyss.
