  • GAO Investigation Finds Head Start Engaged in Fraudulent Behavior

    The federal government’s Head Start program comes under scrutiny today by the House Education and Labor Committee, which will examine a Government Accountability Office investigation that discovered fraudulent behavior and unlawful actions in the program’s enrollment and eligibility processes.

    Chairman George Miller (D-CA) called today’s 1:30 p.m. committee hearing after learning of GAO’s undercover investigation. Last week Miller asked Health and Human Services Secretary Kathleen Sebelius to conduct an immediate review of Head Start, an early childhood education program first started in 1965. The GAO report is not yet publicly available.

    These developments about Head Start come in the wake of the recently released Head Start Impact Study, which showed no lasting impact on children who participated in Head Start by the time they reached first grade.

    In his letter to Sebelius addressing the GAO investigation, Miller wrote:

    I have learned of an undercover investigation and upcoming report by the Government Accountability Office (GAO) that has found reportedly unlawful actions by local Head Start grantees regarding their admissions and eligibility practices.

    These allegations raise significant concerns about the integrity of the admissions and family eligibility process administered by Head Start grantees. This issue requires your immediate attention and action. …

    Accordingly, I request that HHS immediately review the grantees identified by the GAO investigation to determine what action is needed to ensure that grantees operating Head Start Programs are complying with the law, including evaluating the appropriateness of the grantee continuing to receive Head Start funds, and determining whether the employees identified by the GAO investigation should be placed on administrative leave pending further investigation.

    Testifying at today’s hearing are Carmen R. Nazario, assistant secretary for Children and Families at the Department of Health and Human Services, and Gregory D. Kutz, managing director of forensic audits and special investigations at the Government Accountability Office.

      government education is indoctrination and limitation of thinking and at taxpayers expense. Head start is just an earlier indoctrination if it's anything at all. The fraud of finance wouldn't be there had this failure of a program not be at tax payers expense. Accountability with reprimand is demanded. Penalty fees to pay back loss and prison time would be cheaper then unemployment. Alot of fraud in a lot of government ties. time to dismiss the potential by dismissing all these mankind can do it for themselves programs.

      I disagree with the comment made that Head Start has no lasting impact on children who participated in the Head Start by the time they reach first grade. I have been a teacher at a Head Start program for six years and I myself was in a Head Start program. Head Start is a successful program for young children. You must remember that a parent is their child's first teacher! The Head Start Agency I work for is a "Program of Excellance" and NAEYC accredited. I have followed my children in the past and they have not had any problems in the first grade. So public school must have failed them as well ! Because the children that leave Head Start goes to kindergarten.

      I don't doubt there are "Head Start" programs that might be dignified, for the most part THEY ARE NOT! As you stated "a parent is their child’s first teacher!" parents are also the upbringers. But these are dangerous times with government incompetencies and a study reveals indoctrination which I KNOW TO BE TRUE as I have children whom are reprogrammed on a regular basis due to the falsities taught in GOVERNMENT schools. If parents love their children and care about their children's educational outcome, they would pay for it to ensure what they are getting…government ensures NOTHING, as they DO NOT GENERATE THEIR OWN MONEY AND CAN TEACH WHATEVER THEY WANT! totally destroying parental upbringing!

      Yes, It is a shame that these workers would induldge in such acts but it is true and about time that they have been caught with all the things going on in these head start centers. Its alot of money also not being accounted for I am a employee of Head Start in Salisbury Md. and I know of an incident that occureded last week like this at my center. This is a mess and All of the Head Start organizations should be under investigation.

      Education is not within the intellectual scope of the Federal Bureaucracy. They come as thieves in the night, take some of your tax money to support other causes, mishandle the remainder, pat themselves on the back and report, "Job well done!"

      The Department of Education should be summarily put out of business and return all the functions to State, County and district control. This act alone would diminish the overly costly effect of the self-serving teachers unions and give parents more responsibility for and oversight of their childre's education. Parents MUST take an active role in order to preserve family identity. Mother and Dad do know best.

      A side benefit would be lower taxes.
