  • Morning Bell: There Is No Bill But the Senate Bill

    Another day, another poll showing President Barack Obama’s health care plan is wildly unpopular with the American people. Yesterday NBC News/The Wall Street Journal released their latest poll showing that the percentage of Americans who believe President Obama’s health care plan is a bad idea (48%) is at the highest level since they started asking the question last year. Only 36% of Americans are willing to call the plan a “good idea” which is up a whole four points from the time when House Rules Committee Chair Louise Slaughter (D-NY) wrote this about the Senate health plan:

    [U]nder the Senate plan, millions of Americans will be forced into private insurance company plans, which will be subsidized by taxpayers. That alternative will do almost nothing to reform health care but will be a windfall for insurance companies. … Supporters of the weak Senate bill say “just pass it — any bill is better than no bill.”

    I strongly disagree — a conference report is unlikely to sufficiently bridge the gap between these two very different bills. It’s time that we draw the line on this weak bill and ask the Senate to go back to the drawing board. The American people deserve at least that.

    The Senate health bill is so unpopular, even among House Democrats, that the leftist House leadership is desperately trying to trick the American people into believing that the House can pass the Senate bill without voting on it. Hence the Slaughter Rule which would deem the Senate bill passed at the same time the House would approve a new reconciliation bill. Speaker Nancy Pelosi (D-CA) was crystal clear on her motives this week telling a group of leftist bloggers: “It’s more insider and process-oriented than most people want to know. But I like it because people don’t have to vote on the Senate bill.”

    There is one increasingly glaring problem with Pelosi’s pass-the-bill-without-voting plan: it is proving impossible to draft that reconciliation bill. The Democrats first promised to unveil their new bill last Wednesday. Then Thursday. Then Friday. Then Monday. Then last night. As of this morning, still nothing. Democrats say they are waiting for a score from the Congressional Budget Office before they release their bill, but there is nothing stopping them from releasing whatever text they have now and then publicizing the CBO score when it comes back. But they are not choosing that open and transparent path.

    As we reported last week, getting a CBO score consistent with reconciliation is going to be very difficult. According to House rules, a reconciliation measure must reduce the deficit by at least $2 billion over five years compared to existing law. In this case, however, “existing law” would be the yet-to-be-passed Senate bill. And all of the changes  Democrats want to make to the Senate bill  (scaling back the tax on high-end health insurance policies;  closing the Medicare D loophole; boosting insurance subsidies;  increasing Medicaid payments; and expanding the Cornhusker Kickback to all) either increase spending or decrease revenue. Which means the Democrats have to identify new revenues to make the CBO score work. And as Congressional Quarterly reported yesterday, Democrats have not yet identified the right pay-fors to game the CBO right. That is why House Leadership has not unveiled their new bill yet: they can’t figure out how to pay for it.

    Not that it really matters if they ever do. The reconciliation bill is never going to become law. The Senate will never pass it. They have no reason to. The Senate likes the existing Senate bill. That’s why it’s called “the Senate bill” … they are the ones who passed it. The White House also likes the Senate bill. As soon as the House passes it, President Obama will sign it and then leave for Asia. That’s it. Obamacare will be, as White House Press Secretary Robert Gibbs promised last Sunday, “the law of the land.” After the Senate bill is law, what could possibly motivate the White House, let alone the Senate, to ever pick up the yet-to-be-written House reconciliation bill?

    This is why the White House political machine is pulling out all the stops to get the House to pass the toxic Senate bill. Democratic National Committee Vice Chair Donna Brazile is actively encouraging primary challenges to Democrats who vote against the Senate bill. One House Democrat aide tells Politico: “We’re having donors, even donors outside of our district, that are being called and asked to urge support.” For her part Speaker Pelosi is relishing the bare knuckle fight telling reporters yesterday: “I never stop whipping. There’s no beginning, there’s no middle, and there’s no end.” Let’s just hope her members remember which bill she’s really whipping them on.

      Obama's plan is unpopular because it doesn't go far enough, not too far as you imply. 70% of the public supports a single-payer Medicare-for-all system that would exclude the insurance industry and spends the 31% bureaucratic waste it creates on health care instead, but conservatives would have kittens were such a plan ever implemented.

      Tea Partiers are rallying for insurers to be able to sell across state lines without considering its obvious conclusion. Insurers will start migrating to the state with the lowest consumer protection laws and the patients will be screwed again.

      One can only hope and pray that there is still enough courage in the House to keep those whose job is dependent on being a slave driver under control. Why the administration of Carter II and his strange dwarf keep driving on this while the electorate are increasingly opposed to it is beyond the concept of Democracy – it is the autocracy that we long though was discarded centuries ago except in those backward countries where we send money (another subject). Now we discover that, as Pogo noted, albeit altered, "it is us".

      The electorate is making it increasingly clear that politicians who follow the autocrats as sheep may be sheared at election time. This country cannot afford the dictatorial nature of the Carter II administration and the people are not oblivious to the dangers it as already encumbered for the productive segment of society, i.e., those who work for anyone that is not the government.

      It doesn't take long for almost anyone to realise that those who stand around doing little or get in the way are impeding those who have a life to live and people to support economically. One can only hope that there is enough testosterone left in the House to tell that reincarnation of Evillene to bugger off, so to speak.

Half of the physicians in this country say they will stop practicing medicine in this country. Then we'll see if this ugly, ugly "law of the land" can be repealed ASAP. This country is governed by the people for the people through trusted elected representatives that are suppose to vote according to the wishes of the majority of the voters in his or her districts.       attempt to ram through a rejected (by the people), terrifyingly costly piece of

      If civil unrest is what Pelosi wants, then she will get it. The American people can

      be hoodwinked, cajoled and lied to just so much before they revolt.

      We are standing by to immediately challenge it in the Supreme Court, who by the

      way, will be delighted to hear the arguments in the case, especially after being

      dragged over the coals during the State of the Union address.

If this bill passes somehow and becomes law, the camel's nose is well inside the tent in regard to us becoming a socialist state. Bye bye Constitution and our liberties and freedoms.       I'm increasingly fearful for our future. It seems legislators will stop at nothing to limit freedom and free enterprise. "For profit" insuarnce companies are viilfied. Who's going to shore up the lost tax revenue from insurance companies that are federalized? It's econonmics. Basic econonmics 101. For some reason, the dems feel that taking something from someone who earned it is not a bad thing while keeping something that has been earned is greedy. I don't get it. I am so scared and angry.

Personally I do not like the government dissuading young people from choosing 10 years of education to become a doctor, wanting to destroy innovation as Tom the Dacsle has said, and I do not like the man with the power telling senior citizens to take an aspirin in place of surgery or the government deducting payment from my checking account for their health insurance.       Had the Democrats allowed the republicans to be equal partners in the drafting of health care reform legislation all of this mess could have been avoided and we could have had some sort of reform. But the Democrats were arrogant and despite President Obama's claims on TV that he welcomes input from Republicans, he never responded to the many Republican pleas to have their ideas included in reform. If fact, he continually blamed the Republicans for being the "Party of No".

      Even within his own party he has had to preside over his Democrat Senate resort to bribes, like the $300 million "Louisiana Purchase", the "Cornhusker Kickback" allowing Nebraska to avoid paying its share of Medicaid funding in perpituity and passing that expense along to the rest of the states. He presides over a House of Representative where the Democrat majority resorts to "rule changes" trying to say that the House "deems" the Senate bill to have passed in the House. The Constitution says that both Houses of Congress must vote on legislation before it can be sent to the President for signature.

      It was recently stated that this tactic of "deeming" legislation to have passed has been done before. If this is true, no matter what party did it, it is wrong. You can't "deem" legislation to have passed. Legislation must be voted on in both Houses of Congress. The Supreme Court needs to get involved in this and settle this nonsense of "deeming" legislation to have been passed when no votes were taken. To allow such "deeming" is surrounding to despotism.

      I sincerely hope the Republicans and conservatives remaining in Congress will require the publication of the journal of its proceedings during the discussions on the HC bill. The minority constitutes one fifth of those present.

      According to Article I, Section 5, "each house shall keep a journal of of its proceedings, and from time to time publish the same, excepting such parts as may in their judgement require secrecy; and the yays and nays of members of either house on any question shall, at the desire of one fifth of those present, be entered on the journal".

      In my readings of the Constitution, this section would appear to be the only constitutionally valid recourse remaining for the American people to make judgement calls in the November 2010 elections.

      Conn – you fail to point out that while 57% of Americans dissaprove of how Obama is handling health care, 59% dissaprove of how the Republicans in Congress are handling health reform (the very next poll questions, which suprisingly was not noted in your post).

      Today, I decided that if this despicable government intrusion into our lives is passed, I will work with any & all to either repeal it, or to have the new majority in congress come next January, effect as many roadblocks as is possible to 'contrive.' After all, if hyper politically partisan & agenda driven liberals can game the system to pass major policy changes to the nation, we can pass measures to cripple it in place.

      I figure a lack of funding for any & all of the new federal health care bureaucracy will cause all sorts of problems for President Obama & his politically motivated legislation to redefine America from the intentions of the founders.

      If Nancy Pelosi thinks its OK to "do anything & everything" to get her law passed, its surely OK for us to do the same to crush its ability to function.

      Once Nancy & Harry are no longer their respective congressional leaders, I also want serious ethics investigations into many of their actions since 2006. I suspect they have done much that could cause them & their party to be politically humiliated for years to come. Obama may still have to explain why his AG decided to not pursue legal actions against the Black Panther vote intimidaters in PA, plus the failure to investigate ACORN. In ACORN, Its possible many politicians will fall since many of their activities must be nothing short of illegal. ACORN or its newly formed organizations deserve to be investigated under RICO Act provisions & I suspect they will be guilty, along with a number of their special interest buddies AND a few wealthy supporters who acted with them or provided funding for their activities.

      I have said it before but I'll say it again; this bill needs to die and rest in a shallow unmarked grave in the white house lawn as a monument to the failure of the Obama administration to offer anything of value to the American people. Not only has this administration falied on value it has went on the negative side, hurting the nation in ways that will take years to reconcile.The Obama presidency has been filled with intrigue, excess, scapegoating, and outright dishonesty. The Bush administration lowered the bar but the Obama presidency has hit new lows. If this bill were about insuring the millions that do not have coverage that would be one thing but it is not. Health care reform wants to take over the whole health care industry. Blaming insurance companies, an industry that is profit driven, is just plain wrong. Who are they or anyone for that matter to say insurance companies do not deserve to make a profit. The government meddling in the free enterprise process is what is to blame to start with. I have always said that the health care coverage crisis, if it can be called a crisis, can be soundly placed on the doorstep of congress and the Clinton administration for signing the NAFTA tready and giving China most favored nation status.

      There is a bill in the house as I write to withdraw the US from NAFTA. Nothing has been heard about it but it needs to be passed. It is HR 4759 and it has been totally ignored by almost all of the news media. Please help spread the word.

      How old are you Jack? Are you over 65? Do you have Medicare coverage? If you do, you would know that Medicare doesn't come close to covering all of your medical bills. There are big deductibles to be met annually under Parts A & B of Medicare and those deductibles have increased every year since Medicare was introduced in 1965. Take a look at the "doughnut hole" in Medicare's prescription drug coverage. Medicare also has lifetime limits of its coverage. In order to meet the majority of health care bills, most Americans on Medicare must purchase Medicare supplement coverage through one of your hated insurance companies.

      No! This bill should not be passed! Why? It puts way to many restrictions on the doctors, ie: a doctor will be fined and reprimanded if he wants to bring in a specialist, also the amount of time he can spend on a patient is retricted and the amount of time a patient can be in the hospital is regulated – without the doctor having a say in it. It will all be regulated by the insurance agencies who will control the doctors.

      Then too, this bill gives way too much help and leeway and a fantastic amount of money to the pharmaceutical companies. They are creating and pushing drugs that have so many side effects that you have to buy other drugs to counteract the drugs you are taking. Wow are they making the money coming and going!

      This bill gives them way too much help to keep us sick!

      Why can't we combine PHARMACEUTICAL DRUGS and NATURAL MEDICINE to find ways to keep us healthy? Give money also to doctors and scientists who are looking for "NATURAL CURES" . Why not? Anything to help cure people and give them hope! This bill does not address any of that!

      Then there is all the chemicals that are in our food and water. The Health Bill does NOT ADDRESS THAT. There is very little Preventative Health Care provided in this bill. This health bill should provide ways to keep us healthy and keep the cost down for going to the hospital and taking drugs.

      This Health Bill should be voted down because it doesn't address the very important issue: of how to keep Americans Healthy and how to really cure illnesses. The very things that make us sick should be taken out of our food: ASPARTAME (Menthanol, Formic Acid, Formaldehyde!),SPLENDA (DDT based), and GMO FOODS (www.SayNoToGMOS). The very companies that make those things should be shut down and fined out of business! Then we would have a Healthier America.

      Why doesn't the Health Bill address that?

      Lastly, the cost – the fine that will be imposed on Americans will be horrendous and will destroy so many, many people! It will ruin us. What is so bad with this Health Bill was that HOW MUCH TO FINE PEOPLE FOR NOT GETTING INSURANCE, was the main issue!

      There is just way too much in this Health Bill – way too many pages! Who read it all – all in it's entirety? IF THEY DIDN'T READ IT – THEY SHOULD NOT BE ALLOWED TO VOTE!

      Drew, you left out one thing, the cost of Medicare B is taken out of our checks each month and it has gone up every year, also congress voted to freeze COLA's for SS recipiants but voted themself a big raise. Next year we won't get a cola either and most likely will get an increase in part B premiums, then supplement will go up so it can cover the bigger breach it's a endless circle. Another thing Congress is breaking the law by passing any law that they excuse themselves from. I still say they should be required to read the constitution and sign an affadavit saying they did, also sign one as to the reading og a bill before voting on it, there wouldn't be anymore 2000+ bills if that happened.

      I have to admit that pretty much of what I feel has already been posted. I would like to add about the Canadian politician that recently came here for his surgery because he could not get it there in Canada. The man from Parliament in Britain who was on several TV shows warning us that this rationed, socialized, government run health care system does not work. They are having serious problems with people dying before they can see a doctor or a specialist. It has taking up to 2 years for some even the ones with cancer that if they finally did get in to a specialist it would be to late & they would be sent home with pain pills to die. They are running out of money to pay doctors & hospitals & they have a very serious problem. It was saying we were lucky to have the Constitution to save us from that happening here. That really angers me because these idiots in Washington do not follow the Constitution. What angers me even more is that SEIU & AFL-CIO are out there protesting the Americans that do not want Obamacare. They are going to be able to keep their good insurance so they need to stay out of the American people that have not been suckered in by a Union out of our affairs. Andy Stern was put on a Debit Panel of Obama's & has visited the White House several times a week since he has been in office. This makes me very uncomfortable. I heard that Obama owed the Unions ten million dollars for helping him get elected, but that was rumor & I can't prove it, but it does make me wonder. Both these union leaders are power hungry fat cats & I don't like the idea they are in the White House offering up their services.
