  • Illegal Immigration’s Decline Is a Lesson for Immigration Reform

    The Department of Homeland Security recently published a report on the total population of illegal immigrants in the U.S.  The conclusion: the overall illegal immigrant population decreased from 11.6 million to 10.8 million in 2008, down further from 11.8 million in 2007.

    As both the DHS report and an earlier report by the Center for Immigration Studies (CIS) indicate, this decline in illegal immigrant numbers within the U.S. coincides directly with the recent economic downturn and increased enforcement measures to encourage illegal immigrants to go home in 2005-2008.   Facing economic challenges and decreased incentives to stay in the U.S., illegal immigrants have seemingly self-deported, indicating that lessening the economic incentives to illegal immigration presents one avenue for solving America’s immigration problem. In fact, according to the same CIS report, the number of illegal immigrants voluntarily returning home has more than doubled since 2007, compared to earlier in the decade.

    The Obama Administration is likely to say that the U.S. needs to act quickly to monopolize on the decreased numbers of illegal immigrants living in the U.S.  Their solution, however, would be an amnesty for the 10.8 million illegal immigrants living in the United States.  This approach, however, is costly and simply encourages more folks to come to the United States illegally—the entirely wrong result. The right reform package would be one that that safeguards the southern border, promotes economic development and good governance in Latin America, enhances legal worker programs, reforms U.S. Citizenship and Immigration Services (USCIS), and enforces immigration and workplace laws.

    The Obama Administration is right—the time to act is now.  When employment picks up again, illegal immigration is likely to begin to increase once more.  Now is the time to develop and implement sound steps in countering illegal immigration and protecting our nation’s borders—not developing amnesty proposals which would simply make the problem worse.

      I for one, am sick and tired of these illegal aliens snubbing their nose at our immigration laws and the many other laws of this Country. If our Federal Government can not ENFORCE our immigration laws, and get these illegal aliens out of this Country, then let the States do it! One way or another, an end has to come to this illegal immigration, and not with AMNESTY! Amnesty will only encourage more illegal aliens to invade our Country and reward those who broke our laws and raped the American taxpayer in many ways…depressing our wages, taking our jobs, overwhelming our schools with their illegal alien children, driving without a license or car insurance, all the crime from stolen identities to rape, drugs and everything else.

      It's time for ZERO TOLERENCE with these illegal aliens. It's time for them get out of this Country and back in their own Country where they belong. When we get rid of the illegal aliens, we will get rid of all the problems that go with them. THAT IS A FACT!

      I'm from Delaware, and we are pressing to get the Oklahoma State Illegal Immigration Law, HB 1804. passed here in Delaware. Three years ago we had about 32,000 illegal aliens here. Today we have about 68,000 illegal aliens here. We have had it! We want our State back!

      You are right. Reducing incentives is causing self deportation. You are wrong in thinking that this is a good approach both short term or long term. If this administration makes it tougher for immigrants to come, live and work, they will find another place to go. Europe, South America and Australia are encouraging people to go there. Why are people not going there? Coz they don't know there's an alternative. But sooner or later, they will give up waiting for reform and move to America's competing countries. This whole "lets give Americans the job these immigrants are taking" is bull shit. Immigrants have become the scape goats of a broken and deregulated financial system that brought this country to it's knees – a system based on the same philosophy; the ends justify the mean. Keep on then. Let's see where this goes. We are slaves to our debtors. China is financing the American economy despite what anyone thinks. You think they are playing for 2nd place. Do you honestly think we can compete with them globally without a robust population? And you think kicking out these folks and making their lives miserable is a good move looking at the big picture? Morality set aside, long term, this is a dangerous move. Who knows, I might just move to Europe. Heck, maybe China… or not. And yes, I am American.

      Most illegal immigrants "helping" this country by holding an $8-10 job that "nobody else wants" have families in their home country. Imagine 10 million of them being allowed to bring their wives and 4 or 5 kids here. Do you think they will be able to support that family on $8-10 per hour jobs? Not a chance. They will need subsidized housing, food stamps, WIC, Medicaid, TANF, free cell phones, free schooling for the kids and a host of other welfare programs. They will not be paying taxes because they will have too little income and too many kids. With the deductions, tax credits, EIC, etc. they will pay nothing into the system while taking out tens of thousands of dollars in “benefits”.

      Working Americans, already saddled with a huge professional welfare crowd, will be forced to lower their standard of living to support the added burden of 40-50 million more “needy” people.

      If somebody comes here legally and does not become a burden on the taxpayers, I am all for it. If the Senate thinks they can allow millions of relatives of illegal immigrants to invade the country and hop on the welfare train and not have it drown the country in debt, they are wrong. If the taxpayers also have to carry the weight of 40-50 million more on top of the existing welfare crowd, those taxpayers will be crushed. This debt would be bigger than the trade deficit and the wars combined. And there would be no end to it.

      To me, as far as the illegal immigration goes it seems like the collective (currently developing) wisdom is that it should be restricted. As you have indicated in your column removing the economic incentives for the illegal aliens would be the best way to go about it.

      In my opinion, the only issue that tightening immigration resolves is that "may be" Americans looking for jobs in this economy start to find jobs, if they are looking for such jobs. It seems to me that mostly the low wage, labor intensive jobs are not lucrative to Americans because they do not provide the one advantage that foreign workers may have. And that advantage is the parity between foreign currency and the dollar. A dollar buys more for the family of a foreign worker back in his country than it does for the family of an American worker here in America.

      To me, the removal of labor does not make any economic sense. By removing the illegal aliens we would further tighten the labor markets, such that the labor rates are go up and subsequently the rates for everyday items go up as well (including food, gas pumping, fruit picking and other labor intensive activities). So we all end up paying more for those things, unless some other country (e.g. China) with cheap labor decides is can send us lettuce, tomatoes etc.

      It seems the conservative think tanks seem to think there are the just two major considerations in the immigration argument: Amensty to illegals vs. jobs to Americans. The liberal stand seems to be human, family values etc vs. American. In my opinion both these stands have one thing in common. The american side.

      Now lets consider availability of cheap labor pools. What do you think makes places like China and India competitive in the global market these days. It is the access to cheap labor.This issue will decide which way the markets turns.

      The question I believe American needs to ask itself is do we want hard working people with hope or do we want people who feel they are entitled. To me this issue decides whether its going to be florida oranges or imported florida oranges (with a made in china sticker).

      I agree Jena; this down turn in our economy offers opportunity for D.H.S. to catch-up while we have a lull in the action. State Department could also help, I do concur U.S.C.I.S. could use this time wisely, you may disagree with what I propose U.S.C.I.S. should closely scrutinize use of the "Form1- 140" and all associated waivers. The reason I say this is for the benefit of those with student loans and degrees in hand that simply can not find a niche in the market to employ their skills. Increasingly people with experience and degrees that cost much less than U.S.graduates paid for like degrees out maneuver recent U.S.Gads for jobs. Very unfair atmosphere for aspiring young managers and executive interns to attempt to enter the work-force. In short immigrants legal and illegal are beating us out for our own jobs because of unfair advantage and in most cases don't have that black cloud of student loan following where ever they go, or obligations of taxes and insurance, could also be salary issues there.

      President Obama has cut the number of border enforcement agents, in his current budget; meanwhile a virtual drug war plays out in several Border States, especially Texas.

      Texas isn't that where the central trade corridor is to begin straight up I-35 all the way to Canada? A.F.L.C.I.O. and the Teamsters probably did us all a favor in slowing down "International Trucking Traffic!"

      Now seems to be a time to get tough on employer violations i.e., hiring of illegal aliens. In doing so increase incentives for self-deportation by illegal aliens and opening jobs for unemployed Americans. So using good sound lawful tactics enforcing laws already on the books we could help recent College Degree holders and skilled working professional also the unskilled entry level laborer.

      Rohm Emanuel says let no emergency or catastrophe go unexploited (paraphrase), and Obama has in my opinion bought in hook-line-sinker with his W.H.C.O.S. Attempted Terrorist Attacks in the next six months are” Certain" according to reliable officials of the Obama Administration.

      Recent terror threat assessment dictates we take effective deterrent actions for defense of our nation. To diminish the importance of our natural borders in favor of embellished Airline Security is a lack of this Administration to realize the true threat we citizens face daily. We Americans should and will take care of each other Economy and National Security wise Obama seems to have nothing to do with us on the goals of common Americans.

      Your approach, attrition/self-deportation /"smoke them out", is a non-starter. By not enforcing the US immigration laws for decades, the US has "invited" immigrants to seek a better future in the US and hence, the US shares responsibility for the current state of affairs.

      Senator Schumer is proposing a tamper-proof biometric worker id card for all workers, stiff penalties for employers who hire illegals and stepped up border and internal enforcement plus a guest worker program. Criminal aliens should be deported and otherwise law-abiding illegal immigrants should be legalized swiftly.

      That is the way to go!

      Rahul Bannerjee: Some of us see our country as something more than just an "economy" that is competing in the "global marketplace." We see it as our beloved homeland. The United States of America is literally the land "where my fathers' died" as I am descended from several Revolutionary War soldiers.

      I am more than happy to pay a few more cents for tomatoes in order to preserve some semblance of the nation my ancestors founded. At the very least, that means preserving its foundational language and culture as much as possible. And that goal is not compatible with the US becoming an adjunct of Spanish-speaking Latin America which is where we are headed.

      The only answer to the illegals is to vote out of office all politicians who support the illegals and their crimes, amnesty, the DREAM Act, or any other welfare for illegals and their anchors. The economy proves the illegals are only here for the tax-free money they can make and beneifts they can mooch. Obviously they have no sense of country (any country, since they bailed on their own country too) if they are bailing when times are tough. Which is perfectly fine, they all need to go. We must hound our politicians that Americans are against illegal immigration and amnesty and sway them to vote for what is best for this country and its legal citizens, not illegals lawbreakers. The time for being PC and pandering to the illegals is over !!

      I agree with most of this post from the Heritage. Any form of "path to citizenship" etc. amnesty is unacceptable — now or when the economy picks up.

      As the 1986 IRCA showed, amnesty encourages more illegal iimigration and then the predictable calls for another amnesty.

      It is well past time we enforce existing immigration laws to reduce the illegal population over time without the need for mass deportations. This attrition strategy is the cost effective, humane, and true middle ground way to deal with the 11-20 million illegal aliens who are here.

      I wish someone would tell this to faux tax conservative Grover Norquist who is shilling again for another "path to citizenship" mass amnesty. He is as bad on this issue as Charles Schumer.

      First of all, This country was established with an immigrant population. All Pilgrims came to this country looking for freedom and divine rights. WHITES for some reason could not live side by side with other cultures so they had to wipe out almost all native Americans and acquired thousand of miles of territory. their new neighbor was Mexico. Like previously stated WHITES could not live side by side with other cultures so again they waged ruthless war against mexico and won and acquired more territory. Then whites though hmm we have all this land but not enough people to cultivate it so what they do? the brought over millions of Africans and forces them to do harsh work. They were later given citizenship and whites added the 13th amendment i believe which prohibited anyone from trying to take away the citizenship of people who were born in the U.S. Two centuries later the whites again were looking to find another race to do all their non high paying jobs since African Americans had an understanding of there rights at the time. So they looked south and found Mexicans. They established the Bracero Program and gave Mexicans jobs which payed 2-5 dollars a day with harsh living conditions and no access to clean drinking water. Mexicans came to the U.S. looking for jobs and did not care what they payed and WHITES abused. So now WHITES say that we contribute nothing to this country when you know that there are Mexican soldiers overseas and that all the money that the IRS takes from our Paycheck never gets payed back and now you suggest that the Gov. should take more money out of paychecks. Hmm and how are Illegal immigrants going to get the money back?

      I don't know who started the cost of goods rising if we enforce deporting illegals. If we gave them amnesty then they'll have to pay Fed and State taxes so the costs of goods would rise up anyway.

      We have laws and a system for a reason. Those jobs you state, "Nobody wants" would come of respect and value if we enforce the laws. What is the point to having a labor board requiring an eight hour work day, two breaks, and paid over time if the illegals can't even exercise those laws.

      I think Delaware Bob said it all. He just forgot to mention that if you ask any illegal, they have retirement properties in their own county which they send their pay checks to. They have no intentions on staying.

      Plus there is no point into listening to issues about the defict or job creation when everyone tends to think that breaking our laws is acceptable.

Can't you see how the legal American tax payers have been abused for the past 20+ years. These people come here to have anchor babies so when that child is 20 he can get a green card for his illegal immigrant parents. they take advantage of every social tax payer program they can and then have more kids that they can't support and claim all of them under federal taxes we pay.       We have heard your pro-amnesty talking points for years.

      There is NO valid reason to again tie "path to citizenship" mass amnesty with hollow promises of future enforcement. We already did this with the "one-time only" 1986 IRCA amnesty, and the promised enforcement was dropped soon after the amnesty pathway was granted.

      BTW, Charles Schumer was a key architect of the 1986 amnesty, so he has little credibility on this issue.

      It is well past time we focus solely on enforcing our existing immigration laws to reduce the illegal population over time.

      A simple reality check about prisons in America..

      The country in question do not want them back..

      Why?

      Uncle Sam, (YOU) pay for the total cost of housing them, medical, and all legal fees, appointed by the court systems.

      No reparations paid .

      We, on the other hand, do pay reparations to country(s) that house American, who have committed crimes in other parts of the world.

      If you doubt this fact, just ask Janent Nap. who begged the Federal Gov't, as acting Gov. of AZ, for reinversement dollars, based on 5 prisons, at $35,000 . per illegal prisoner, incarcerated here.

      Pre. G.Bush . wasn't listening.

      I have lost track at this time, how many thousands,we in AZ, are currently paying for .

      Maybe someone out there can answer the current stat….

      .BUT one stat I'm certain about is ,

      40% of ALL VIOLENT CRIME committed in AZ are by non-legals living in AZ.

      That does not include the cost of numerous jails for , those awaiting sentencing, or still others , who have been picked-up and detained, waiting for deportation.

      Two flights leave AZ for deportation to Mex. City, every day.

      Az has been in emergency session four times this year based on fiscal bankrupctcy.

      Do you know how much you are all paying for, regrading this same issue in your State?

      The cost of doing Buss. is passed on to you…. just another small detail of the hidden cost of doing business based on greed , and no action from D.C. leadership.

      Another reality check based on the State 's rights , the law, and schools.

      In border states ; CA, AZ, TX ,(an others states) laws were passed which forced all school systems to teach (spanish along with english classes,) for the benefit of all children of illegals.

      This duality in teaching, based on this massive invasions has broken the budgets of schools systems in numerous cities all over America.

      Further, it has dumb down the sytem which no one wants to speak about,

      Talented teachers ran to other areas, so they could teach .

      Daily violance that resulted from gangs,and other unspeakable acts of destruction on all levels ,hasten the exit.

      ( But no one is speaking about that either.)

      Further, the added cost for Security systems and Security guards hired to protect property, personnel, and other kids who certainly wanted to learn is just the tip of this fiscal nighmare.

      Parents who could afford to re-locate, did ASAP. Charter schools opened in the hundreds.

      So the reality is , the failure of an educational system. Drop-out rate over 50% , even higher in some areas, and a generation of young people who will certainly need entitlements on all levels.

      Further, each illegal kid gets a Fed kick-back in dollars ,on top of the dollars paid per child ,based on the Sates budget, to "quasi cover, " some of the above costs for education.

      Did you ever wonder Why Ms Pelosi is always pushing for amnesty?

      So now we have come to some very sad hidden detail :

      How law, doing business for greed in America , and the cost of JUST TWO aspects of this issue is affecting you.

      The practice of ,

      Accountability for verification was demanded for S.S. payments, SSI checks, an all other entitlement payments for accontability which is known to be in the ???? in fraudulant payments cashed every month.

      Currently America can not pay it's bills.

      The dollar continues to devaluate.

      Debt in the trillions , borrowed money continues to be spent.

      So you think that it maybe it's a good idea to have accountability and pass E-Vertify?

      What you forget, Rahul, is (1) that "labor" is really about people and they have costs associated with them, such as healthcare and education, that are heavily subsidized for "cheap" unskilled labor, and (2) workers are also consumers. Henry Ford realized that and created the $5 day for his auto workers so that they would be able to afford the cars they were building. For that matter, it sounds like you come from India. Lots of "cheap" labor there. How much good does working for low wages do Indians or the Indian economy?

      We've been seeing the "human aspect" of it for years, in sob stories in mainstream publications–and most Americans are sick of being told that it is our obligation to provide jobs for anyone who wants to come here when more than 15 million Americans are out of work. We're tired of being told that it's inhumane not to provide "free" healthcare to illegal aliens with chronic conditions or who need expensive transplants and custodial care–while millions of Americans such as my brother go without or pay outrageous sums for it because they're subsidizing hospital losses due to illegal immigration.       But unlike progressives, enforcement advocates realize that is not a basis to condone policy that is harmful to the general public.

There is a program called operation streamline which is run by DHS. this prgram seems to be successful, but it lacks the man-power in the court system. Is it possible to make a seperate branch in the court system that only deals with immigration?
