    Reid 2.0: Even Higher Premium Taxes

    As part of Senator Harry Reid’s indefatigable effort to make each new version of the Senate health care legislation worse than the previous one, his Manager’s Amendment restructures and expands the health insurance premium tax included in the earlier versions of the Senate bill.     Last week the Senate approved a 60-day extension of the Patriot Act as part of the 2010 defense appropriations bill.     The Washington Post editorial board writes on the Community Living Assistance Services and Supports (CLASS) Act tucked into Obamacare: But both the Congressional Budget Office and the chief actuary for the Medicare program have expressed misgivings. The Medicare actuary, Richard S. Foster, cited “a very serious risk”: Adverse selection — sicker people signing up for the program and the healthier staying away — “would make the CLASS program unsustainable.” He said that even beginning premiums would have to be $240 a month.
