  • Detroit Terror Plot Makes 28 Plots Foiled Since 9/11

    On December 25, 2009, a Nigerian student attempted to ignite a mixture of powder and liquid on a Northwest Airlines flight landing in Detroit, Michigan. Passengers helped to stop the suspect from carrying out his mission after the device failed to fully detonate, marking the 28th foiled terror plot against the United States since 9/11.

    This attempted plot is an example of how terrorists continue in their attempts to harm Americans. But it also illustrates the need to work with international partners on countering terrorism, while defending the intelligence and law enforcement tools that work inside the U.S. to disrupt plots, as well as the importance of going after overseas terrorist sanctuaries to stop terrorists from using these locations as a staging ground for operations.

    The individual involved in the plot, believed by media accounts to be Umar Farouk Abdulmutallab, was a 23 year old engineering student living in London. He had boarded a plane from Nigeria to Amsterdam, and was flying from Amsterdam to the United States when he attempted to detonate a device as the plane began to land. The device failed to detonate, and passengers move quickly to stop the passenger from trying again, leading to his arrest by U.S. authorities.

    Media accounts following the plot indicate that Abdulmutallab is believed to be involved with al Qaeda.

    28 Plots Foiled

    This attack marks 28 terror plots that have been foiled since 9/11. This success has been enjoyed for a variety of reasons. At times, success has been the product of sheer luck, and in other instances, Americans themselves have helped stop the attack by putting their own lives on the line. Furthermore, U.S. efforts in the war on terrorism, including operations in Afghanistan, have helped to weed out terrorist sanctuaries before they can act to organize attacks. Finally, counterterrorism tools put in place since 9/11 have helped to lead the way inside the United States towards stopping terrorists from operating on U.S. soil. Continuing this success will require the U.S. to be diligent in these efforts.

    Specifically, the U.S. should:

    • Support Counterterrorism Tools. Tools such as the PATRIOT Act, which modernizes intelligence and legal authorities to better stop modern terrorists, and the Terrorist Watch List, have helped to stop attacks similar to the one today. Congress and DHS should support continuance of these authorities.
    • Work with our International Partners. Yesterday’s plot was as much about the U.S. as it was other international partners. Abdulmutallab lived in London, where U.K. authorities are helping to investigate. His flight had departed from Amsterdam with passengers coming from Nigeria. And if found to be a member of al Qaeda he would be directly connected to an international terrorist network. The global ramifications of this plot demonstrate the need for the U.S. to work closely with its international partners on terrorism. Through such programs as DHS assistance programs, which help other countries improve their security practices, and the Visa Waiver Program which encourages information sharing among member countries, DHS and Congress should support international security cooperation.
    • Continue Efforts to Stop Overseas Sanctuaries. Abdulmutallab’s likely association with al Qaeda demonstrates that this organization, along with other international terrorist organizations continue to operate worldwide. It is vital that the U.S. continues to work in countries such as Afghanistan, Pakistan, and Somalia to stop these terrorist organizations from staging operations overseas. Often this occurs in countries that do not have the resources and/or political will to stop this framework from expanding, which makes the need for U.S. operations all the more important.

    Today’s failed plot will not be in the last terrorist plot against the United States. Continuing to organize and mobilize against these individuals, both inside the United States, and in conjunction with our international partners is the best way to stop attacks in the future.

      Also had this piece of filth succeeded in bringing down an airliner and killing everyone aboard we would be listening to this administration and its lapdogs in the so called media telling us it was a tragic accident until we can determine whether terrorism was involved. The passenger that jumped him deserves the Medal of Freedom and free airfare for life.

      Thanks for the update. Poorly planned and executed attacks such as these make me hopeful that our efforts to fight terror are working, and that we are seeing success in reducing the operational capacity of our enemies.

      I'm not sure how the USA PATRIOT Act protected us from this attack, though. It seems that this plot, like some other similar attacks, were defeated by vigilant and brave civilians. Kudos to them.

      On a down note, I wonder what new, pointless TSA regulation we will see now. The TSA: tirelessly working to protect you tomorrow from the attack of yesterday.

      As an aside, can you point me to Heritage's list of the other foiled plots? I can't seem to find it. Wikipedia has a list, but it is unsourced and incomplete:

      This attack failed ONLY because the device either failed or wasn't strong enough to do what it was intended to do. The attack succeeded because he got on the plane with the device & activated it, despite watch lists, screening, & a warning message from his family. Hello? This was a successful attack in everything but the outcome. Wake up!

      According to news reports, this 23 year old al Qaeda actor successfully boarded, ignited his fuse during the flight's last leg managing only to set himself on fire, his bomb apparently not cooperating. He was too close to committing mass murder. A good old American public hanging is definitely in order for this evil creep.

      Just goes to show how the people on that plane and people in our great country still stand proud and vigilant.       Al Qaeda and its acolytes are STILL targeting our airline transportation system. I still have a personal feeling, based on the suspiciousness of a number of flight crashes like TWA 800, Egypt Air 990, Swissair 111, AA 587 as well as the more recent suspicious crashes off Africa, that we haven’t prevented them all.

      In any event we need to have a more robust “no fly” policy. Apparently this fellow was not on the “no fly” list. But he was on some other list because of a report by his father about his radicalization. There should be some way for an analyst somewhere to get that information and put it together with the flight information who then passes it to authorities at the departure terminal so that the subject is given a tighter boarding scren.

      It was only by the grace of GOD that the attempt to murder hundreds of people failed.

      Our U.S. D.H.S. and all of that billions of dollars did not stop this. Every time I fly having to go through all the meaningless security and they let this man walk on the plane, the DHS failed again to do its job. It matters not that he boarded this plane in Amsterdam or anywhere else, what matters is that the DHS let him into our country.

      Fox News interviewed a passenger who flies to Europe thru Amsterdam 4 times a year reported lax policies and passenger screening proceedures at the Amsterdam airport. My niece also confirmed the same laxity in passenger screening at the same Amsterdam airport. Are these our partners in terrorism protection? We can institute all the safeguards in the USA but if our European friends don't care then we continue to be sitting ducks. I suggest we not accept ANY flights from Amsterdam. Financial penalties may cause them to sit up and take notice.

      Multi-Task all you want, but national defense and security should always come first – no matter the cost. Everything else depends on this fundamental premise.

      These people are Islamist Terrorists. They need to be destroyed because they will never quit. No negotiations are possible because they do not feel bound by anything signed with a non-believer.

      People need to accept what is and quit worrying about such things as body scanners invading “privacy”. These are not crimes but acts of war.

      Our leaders need to quit playing political and naive games and treat this as the mortal threat it is. Meanwhile, look South at our border “control” not just in the air.

      How can this attempt be characterized as a folied attempt? It failed because of the malfunctioning bomb. It has nothing to do with any of the actions of the incompetent federal government. Just remember, this same incompetent federal government is on its way to take over the health care system. Does anybody still think we have a free nation?

      Nothing was foiled here. The system failed completely. It was purely the combination of a sedated suicide bomber and the success of one brave soul willing to overtake the bomber that kept this from becoming a slaughther of hundreds. It all went like clockwork until the final moments. I would count this as a success for Bin Laden and Zawahiri, otherwise known as "those who would…" by our president so as not to offend the "alleged" responsible parties.

      This is a complete system failure. the u.s is fond of issuing visa to terrorist. i applied for a visit visa as a medical proffessional to the u.s i was declined reason that i wont return. here they go…. decline genuine people and accelerate visa isuance to terrorist, instead of giving genuine pple that would contribute to their country.the young lad should be on death row since he does not value life, and u.s should wake up on security issues.
