  • Morning Bell: The Hugo Chavez Case for Cap and Trade

    This morning while President Barack Obama addressed the United Nations Climate Change Conference, his allies were busy trying to shield him of the political fallout from the conference’s apparent failure to produce anything substantial. Throughout the conference, one of the biggest obstacles to an agreement was the insistence of developing nations that rich countries sign a binding treaty that included a large transfer of wealth to the developing world. If there were any doubts that wealth distribution was at the heart of climate cap-and-trade agreements, President of the Bolivarian Republic of Venezuela Hugo Chavez put them to rest when he delivered his anti-capitalist diatribe that drew thunderous applause from the convention’s delegates Wednesday:

    One could say, Mr. President, that a ghost is haunting Copenhagen, to paraphrase Karl Marx, the great Karl Marx, a ghost is haunting the streets of Copenhagen, and I think that ghost walks silently through this room, walking around among us, through the halls, out below, it rises, this ghost is a terrible ghost almost nobody wants to mention it: Capitalism is the ghost, almost nobody wants to mention it. It’s capitalism, the people roar, out there, hear them.

    Socialism, the other ghost Karl Marx spoke about, which walks here too, rather it is like a counter-ghost. Socialism, this is the direction, this is the path to save the planet, I don’t have the least doubt.

    And yesterday’s Wall Street Journal reported on a case study in how international cap and trade facilitates just the type of wealth distribution Chavez and his allies are fighting for:

    The Kyoto Protocol of 1997 required signatories to reduce their carbon emissions, and the European Union in 2005 launched its own cap-and-trade system. The program sets a limit on carbon emissions, and companies are issued free carbon allowances that they can buy or sell based on their emissions needs. … Fast forward to this month’s news that Corus, Europe’s second-largest steel producer, is shuttering a giant U.K. steelmaking plant at Redcar, cutting 1,700 jobs. … By closing Redcar’s annual capacity of three million tons of steel, Corus will produce six million fewer tons of CO2. That means more carbon allowances, which could translate into about $300 million a year if credits hit $50. Corus is essentially being paid to lay off British workers.

    As part of Kyoto, the United Nations created the Clean Development Mechanism to encourage Western companies to invest in developing-world factories. Participants are financially rewarded based on the amount of carbon they “save” with more efficient plants. … Were Corus to move production to a “clean” Indian factory, it could receive hundreds of millions of dollars annually from the Clean Development Fund. The kicker is that none of this results in fewer carbon emissions. A Corus plant in India might be more efficient by Indian standards, but it will be no more efficient than Redcar.

    We should add that all of this is precisely what Kyoto envisioned. … Cap and trade is a scheme that would impose heavy carbon taxes and allowances on U.S. industries, which would then have an incentive to move overseas themselves, or to sell those allowances to overseas companies that could use them to become more competitive against U.S. companies. Like the 1,700 Brits at Redcar, American workers would be the big losers.

    Yesterday, Secretary of State Hillary Clinton pledged that the United States would help mobilize $100 billion a year in climate change aid for developing nations. A senior Obama administration aid tells The Washington Post that 20% – 30% of this fund is expected to come from the United States with one of the funding sources being revenues from a cap-and-trade energy tax scheme. Also in the Post today, a new poll shows that 57% of Americans oppose any treaty that would force the United States and other industrialized countries to pay developing countries $10 billion a year to reduce greenhouse gasses.

    Americans do not like wealth distribution within their own nation. It should be no surprise that they look even less kindly on President Barack Obama’s efforts to redistribute our jobs and wealth overseas, too.

    • Despite still promising passage of Obamacare by Christmas, Senate Majority Leader Harry Reid (D-NV) still does not have actual legislative text for the bill, let alone a Congressional Budget Office score of the bill.
    • Citing taxpayer funding for abortion, Medicaid expansion bankrupting state budgets, and tax increases on all Americans, Sen. Ben Nelson (D-NE) told a Nebraska radio station he would vote with conservatives to filibuster Obamacare.
    • Despite a 10% unemployment rate, the spending bills passed by Congress this week increase federal worker pay by 2%, raising average federal worker pay to a little over $71,000 while private-sector workers earn only $50,028 on average.
    • According to Rasmussen Reports, 66% of U.S. voters prefer a smaller government with fewer services and lower taxes over a more active government with more services and higher taxes.
    • While the Obama administration awarded $2 billion to an Al Gore connected plug-in hybrid car company, an Energy Department-funded analysis by the National Research Council shows that plug-in electric hybrid vehicles probably will not produce significant savings in either greenhouse gas emissions or fuel consumption for at least another two decades — even with massive government subsidies.

      This administration and president are just doing what obama did on his "apology to the world tour," earilier this year (which failed misserably). We are just doing it with pledging money now. It's the global payoff hoping the rest of the world will look at us differently if we are giving back all of the wealth from working harder then the rest of the world for the past 100+ years. This is just appauling to see America being put down by our own elected officals, and sold out to whims of 3rd world dictators.

      When I look back at the times when Bethlehem Steel and The New Jersey Zinc were asked by EPA to reduce their emissions, they didn't have another source of money to pay for those corrections other than borrow the money, make the corrections and repay their debt. Why then must we the USA pay their bills for them to correct their problems. By the way, we as a country are basically broke, so where do Clinton and Obama expect us to get the money. They must be living in a different world.

      Does Mr. Hugo Chavez still 'CAPITILIZE" on profits from Citgo? Does he "CAPITILIZE" in any way from the evil empire the United States. He should not be allowed to make one penny off of the evil empire of America. If Mr. Chavez and all the other elitists want to send money to developing countries they should send it from their own massive wealth and leave Americans alone. Mr. Chavez, Mr. Soros, Mr. Bill Gates…why don't you downsize massively and give your money to developing countries. I am an American living in Italy and am amazed how expensive goods are here in this country and throughout Europe. One has to pay for absolutely everything here, you cannot even get a free glass of water at a restaurant and we are now used to paying to use a bathroom. If Americans had to live under these conditions they would revolt. Also,since utilities are so expensive just about everyone hangs clothing outside to dry, even in the winter. My suggestion is to all the Americans who want to live under a socialist system, please come live on the European economy for just 2 months. We have the benefit of being able to shop on the "evil" capitalist American economy via the internet otherwise we could not survive here. We do not eat out at restaurants because 112.00 for pizza for a family of 5 is just too expensive. Wake up America…

      Is it so surprising to hear that the gathered elite in Copenhagen greeted Hugo Chavez' ode to Marx with thunderous applause? Tells us everything we need to know about the collective "wisdom" of the EU and others and why they detest the United States so much. It may also explain why President Obama won the Nobel Peace Prize–he's a Leftist at heart and the Nobel committee wants to encourage his socialist tendencies.

      IT APPEARS THAT AFTER ALL IS SAID AND DONE, THE TALKS TAKING' PLACE IN COPENHAGEN, THAT THE CHEERING SECTION IS LEANING TOWARDS, THE LOWER EMISSIONS AND AGAIN THE POPULARITY TO THROW BILLIONS OF DOLLARS AT UNDEVELOPED NATIONS TO HELP THEM WITH LOWERING THEIR IMPRINT ON THE ENVIRONMENT IN GENERAL. THIS SOUNDS GOOD BECAUSE THERE ARE OBVIOUS PROBLEMS WITH OUR ENVIRONMENTAL STATE AT LARGE. WHAT REALLY IF ANY IMPACT WILL THIS HAVE ON THIS ISSUE. I SUSPECT THAT AFTER ALL THE TALK, EACH NATION WILL BE ABLE TO RETURN HOME, AND SUGGEST THAT "WE ARE DOING OUR PART IN MAKING THE WORLD A BETTER PLACE" WE CAN ONLY HOPE, BUT WHEN THE BAND FINISHES PLAYING, AND THE POM POMS ARE PUT AWAY, THAT OUR FEELING GOOD IS ALL THAT WILL BE ACHIEVED.

      I am so relieved to finally know that the socialists are in power world wide and are poised to confine a world divided by individual thought and personal search for truth to one that uses the all embracing political tactics of fear, lies and half truths to insure the elite remain strong and at the top of all family decisions and world ideas.

      We will be so better off having a boys club of global controllers insuring our every need as we plot out our existence by what little facts and resources they allow us to use while they bask in the glories they have preserved for themselves and their elite friends.

      For a while there I had thought the world economic upheaval would disrupt the flow of money and individual self worth from getting to the greedy top percentile but Obama and the new world leaders are insuring that the flow of money is firmly planted in scripture to insure that the poor stay poor and that the middle class can never cross the lines that are firmly constructed as financial barriers to all un elite club members or political allies.

      Socialism's chains of restrictions, mandates, and perceived fairness to insure the masses get only what the elite say they deserve is applauded world wide because it sustains the boys club of superiority that will lie, cheat and steal to stay in power and flies in the face of Americanism which stood for individual self advancement to an unlimited degree….something no elitist or socialist wants.

      Obama and his henchmen have insured, with the debt and now the obedience to the tenants of Marxism, that the rich will stay rich and every one else will pay for them to lord over us all.

      Americans that voted for him should be ashamed of what they are setting their children up for, yet the world applauds the little tyrant who has sold off America with debt to insure government coerced power over rides self gained worth.

      I can see why Chavaz adores our new oppressor. He protects the rich that he approves of in the same way and destroys anybody else from gaining any survivable advantage over government imposed idealism.

      Dear Senator LeMieux:

      I just learned you were one of twenty signatories on a letter to the Chairman of the Senate Armed Services Committee, Senator Carl Levin (D-Mich) demanding an investigation into a report that the Obama Administration threatened to close Offutt Air Force Base in Nebraska because Senator Ben Nelson balked at voting yes for Health Care/Insurance Reform. I appreciate and applaud your effort.

      The Base Realignment and Closure Process (BRAC) program was established to remove political influence from base closures and insure the decision to close or not close a military installation is based on military utility. I support this concept. National defense should not be a partisan issue so I lament the fact the Obama administration has turned it into one to get its way on other issues.

      President Obama and his minions are known liars and scallywags. Mr. Pfeiffer, the White House Communications director lied when he said, "This is nothing but a cynical, crass political game that is designed to maintain the status quo.. Let's be clear: the people spreading these falsehoods think nothing is wrong with a system under which families and businesses continue to bear the brunt of skyrocketing costs, insurance companies are allowed to discriminate and drop at will, and thousands of Americans lose their coverage every single day." If anything crass is going on it’s the lies flowing out of Commissar Obama’s and his minion’s mouths. If this is leadership by example, it is small wonder this country is in trouble.

      I have understood the threat that creeping socialism by stealth poses to this country since the early 1970s when my two youngest children entered public school and I attended and graduated from the University of Florida. Over time the danger to American liberty from within is has become as great as the danger from without, especially since President Obama’s inauguration with a communist democrat majority. It is obvious his administration is on a course to destroy this country’s founding principles and I object.

      Like millions of other Americans, I refuse to accept Commissar Obama’s assertion that our Constitution grants negative rights. Quite the contrary, the only thing the Constitution limits is the power and scope of government.

      Therefore, I hope yours and others effort in this matter is the first of many “baby steps” designed to stop the ongoing corruption and ultimately replacing the rule of man with the rule of law. Millions of Americans stand with you. If you cannot solve this problem millions of Americans, will take it out of your hands and solve it for you. I hope you do not disappoint us.

      The funniest part about the Kyoto Protocol of 1997 is that the United States is the only nation in the world that actually reduced emmissions based upon the Kyoto plan even though it wasn't a signatory. I would like to ask Hugo Chavez, how did Venezuela do? Or should I ask, since Venezuela is a dictatorship, how did Hugo Chavez do?

An indepth study of the history of ideas reveals that not only were our founders far more religious as a group than our current leaders, but the founding documents of our republic are grounded in Judeo-Christian principles.       As for the Copenahgen fiasco ask Peter Spencer in Australia about his feeling concerning the Kyoto agreement his country signed. Peter is on a hunger strike until either 1) he dies, or 2) Australia listens to the farmers and reverse the governmental influence on farms. Peter can no longer farm and his landf is now worthless because his government decided it needed to be in a natural state to help reduce CO2 levels. Peter has battled this for ten years and now has placed his life on the line. This is in Australia folks,- the EPA can do the same to us if it chooses. I love my country – I fear my government.

      It just amazes me how the system works; the dictaors live lavish lifestyles and the folks under them have little or nothing. They try to exhort monies to keep their lifestyles and this administration supports it by offering up 100 Billion, for what? Nothing will change other than those that get the money will live even better. I don't know if we've become so stupid or if we are just trying to buy some 'love'.
