"Make federal funds available..." At least be honest and say what it really is. "Make taxpayer funds available. If we need more funds we will find something else to tax. In other words, the taxpayer cannot stop us and we will take as much as we want." That 16th Amendment needs to be amended ASAP. There has to be a permanent "total personal tax limit", irrevocable except for war only. No moving money around; no shell games. Good luck since Mr. Progressive, Woodrow Wilson, opened Pandora's Box.
