  • Morning Bell: No Matter What You Call It, It's Still Just Government-Run Health Care

    Yesterday, Senate Majority Leader Harry Reid (D-NV) announced that the health care legislation he is drafting will include a government-run health insurance plan, or as many on the left like to call it “the public option.” The new wrinkle that Reid has thrown into the proposal is an “opt out” clause which would require states to pass legislation by 2014 rejecting participation in the federal government run plan. None of the committees in the House or Senate ever even voted on this new opt out scheme. But that does not really matter. Whether it is first implemented through a co-op, or a trigger, or an opt out, the end goal is the same: government-run health care for all Americans.

    Hotel Harry Reid: Reid provided very few details for his “opt out” proposal, but here is what we do know: the government run plan would be available on the first day that major provisions of Obamacare would take effect in 2013, and states would have until 2014 to pass legislation declining participation in the program. This means that a one-vote majority of obstructionists in one chamber of a state legislature, by refusing to act, can consign a state’s residents to an eternity of government-run health care. In 17 states Democrats control both houses of the legislature and the state house. In another 24, Democrats control at least one legislative chamber or the governor’s mansion. That leaves a total of only 9 states where Republicans run the entire show — Texas, Utah, South Carolina, South Dakota, North Dakota, Missouri, Idaho, Florida, and Georgia. That means Americans in 41 states are all but guaranteed to have no choice but to endure the government run health plan. What opt out really means is: You’re already checked in, and if you don’t do so by 2014, you can never leave.

    The Co-op Co-opt: Sens. Chuck Schumer (D-NY) and Kent Conrad (D-ND) have both pushed slightly different plans they both call co-ops. However, they both share the same fundamental flaws: advantageous federal funding and regulation designed to tilt the playing field in their direction. Heritage fellows Edmund Haislmaier, Dennis Smith, and Nina Owcharenko have explained why this model is guaranteed to fail: “Simply calling some form of a government-sponsored enterprise (GSE) a “cooperative,” for instance, would be only another type of public plan in disguise. … One need look no further than Fannie Mae and Freddie Mac to see how GSEs can distort the market and leave taxpayers with huge liabilities. Decades of market distortions generated by their implicit government backing, compounded by the effects of repeated political meddling by Congress, put those GSEs at the very epicenter of the mortgage market collapse that triggered the current financial crisis and recession.”

    The Trigger Trap: A trigger is a legislative tool that would put in place automatic benchmarks that if not met, would immediately unleash the government-run system into the market. For example, if 95% of Americans as defined by the bill, don’t have adequate health coverage by a certain date, the public option would be “triggered.” What a trigger does is hold off the tough decision until future, uncertain circumstances. The public option would essentially become law today, but not go into effect until an undetermined time when economic conditions could be even worse. Had Congress enacted a trigger to save Clintoncare, the trigger would have forced states to implement HMOs at exactly the time everyone was moving away from that overly rigid version of managed care. We don’t want to repeat that mistake. It is a travesty of democracy because it allows legislators to vote for a plan now, but passes the blame for the catastrophic consequences onto their successors.

    Throughout the legislative process the White House has coyly denied that the establishment of a government run health plan was essential to their health care plan. But in 2003, President Barack Obama told the AFL-CIO: “I happen to be a proponent of a single-payer universal health care program. … And that’s what Jim is talking about when he says everybody in, nobody out. A single-payer health care plan, a universal health care plan. And that’s what I’d like to see. But as all of you know, we may not get there immediately.” Opt out, the trigger, and co ops will not get to government run health care immediately. They will all take time to develop. But no matter what road they try and bring Americans down, the destination is always the same: everybody in out, nobody out; that is, was, and always will be Obama’s ultimate goal.

      VERY VERY Clever to set up the demise of America with a forced mandate to chose not to be part of communism later, so the future decision can be labeled as negative rebuttals against the federal choice to go Marxists over freedom and liberty.

      Yippee, we get to chose the mandated solution against our countries future or chose later to make a stand against the government that has usurped our Congress after they install communism's chains.

      They have conceivable positioned Americanism as an outsiders choice after Communism/Socialism are in full financial control.

      They are acting as though they have already put on the corset of communism and are now just lacing it up……..enjoy the death of liberty freedom and self motivated victory over oppression, your masters have become emboldened by intellectual ingenuity.

      When does it stop?!

      Maybe this has been brought up before but it has bothered from the get-go that our legislators are trying to push through a health-care plan when they will not be directly affected by it. I firmly believe they should give up their "insurance perks" and accept whatever plan they pass for us for themselves. Perhaps if they had a stake in the outcome, they would actually read the documents before siging off. "What's good for the goose is good for the gander."

      Also, I am somewhat embarassed that I accepted Medicare supplemental insurance thru my former employer's recommendation — duhhhh, AARP. Fortunately, it was only enacted this month and I have the option of going with another company since enrollment for 2010 is about to begin.

      As a new member of the Heritage Foundation, I truly support and applaud your efforts to bring conservative values back to the front.

      Unless and until the public is made aware of the incompetence and ignorance of our elected politicians and how they plan each and every day new ways to give us American citizens an even bigger 'screwing' that will top all the previous 'screwings' we will soon be slaves to the State.       Harry Reid is analogous to a low-grade bacterial infection. The cure is for the folks in Nevada to wake up to reality and throw this low-grade intellect out on its limited brain.

      This whole affair is repugnant and NOWHERE is it authorized by OUR Constitution. For a former Constitutional law "professor- har ahr- the Empty Suit seems to do whatever "suits" his ego.

      We cannot afford this folly being pushed for the sake of sucking up to lazy people for their votes…..maybe voting should be limited to those of us who have jobs and own property???? These people left to their ends with the help of the cretins in Congress may ruin this nation……

      This is a major piece of the intentional overload of capitalism and the American taxpayer. He was not kidding when he said "redistribute the wealth".

      The real goal remains one thing – the destruction of our capitalistic system.

      Wealth and resources = power.

      What better way to have power than to ensure you do not have much wealth?

      That is unless you are a "player" or party member. There will always be wealth for the chosen elite and the few in control. Government contracts with taxpayer money will guarantee that

      Congress wants us to have a National Health Insurance Program. This has been part of the Progressive's dream for 100-years. Reality to them is being able to institute this program. It's inefficiencies and costs are not that important to them. What is important, is that we have a National Health Insurance Program.

      Paying for it has always been to levy taxes and tax increases, never to pare much from any other program, except Defense.

      How long will it be before citizens realize that all of the mandates on them come at a cost that will not make them equal, but less equal? The answer is never. I am old enough, over 60-years old, and I will explain it in plain American English:

      The majority of citizens want more socialization, more government largesse and more entitlements from government because they believe some have too much wealth and others not enough, and the only force is the force of government to get some of that wealth for themselves. It is avarice.

      Our elected representatives understand that and how to manipulate people's sense of greed.

      It's not that Conservatism can't be sold as effectively as Liberalism. It's the men and women who call themselves Conservative who have done a poor job selling it. Part of the problem, too, is Conservatives want to sell a moral value reflective of Christian principles and the "voting" majority is not buying it. Conservatives will never again be able to govern as long as they are heard to be "preaching" in politics, while Liberals are paying cash through entitlements and making everybody "equal".

      I'll take my Conservative head tonight and go to sleep peacefully, knowing that my government loves me and wants only to take care of me. We've nobody to blame but ourselves, fellow Conservatives.

      all I hear from the republican party is "look everyone what the dems are doing they are ruining everything wawawa" I say stop your belly aching and whinning and escort these guys and gals out of office before we let these handful(535 or so) of mischiefs run our lives and our country.

      Isn't the Heritage Foundation suppose to be the smartest poeple in the world and all they do is inform us of what is going on but offer no action but to give money to support them and the spinless republicans.

      Get real and do something for Gods sakes. Lets see some action and we will all follow.

They have invented their own pep clubs, acorn etc. What this country needs, and the precedent has already been established as in the "DAY WITHOUT A IMMIGRANT" a couple yaers back.       In this years primaries vote only for those who have not voted for or don't support Amesty, Cap and Trade or Government Health care.

      When the November election comes vote on the same principals.

      If you wind up with two who son't qualify in the General Election you must then select what is most important to you.

      Is there any evidence that "Sunset" laws may come back into vogue???

      What a great time for two legislative self correcting laws to be in place:

      1) Sunset Laws required on any legislation that establishes a new entitlement(s). Or a new tax. I think8 years is a reasonable "time cap" on virtually all legislation.

      2) Term Limits: if the people can not see and understand the "good" atributible to Term Limits they are too far gone to worry about.

      I think these would be very good candidates for Constitutional Amendment status. You do not want a group of bufoons like Reid, Pelosi, Dodd, Frank, Waters, ad nauseum to ever have complete control of the ship of state as in 'currently"

      I am so glad that we are a nation of really gulliable people, so much so that we have put people in power that are to decide what we have and when we have it. This not only includes health care but all that we ahve to look forward to in our later life. I wonder if the American people will ever wake up and smell the BS that is being handed out to all of us.

      The dems and obama are pushing this country to a socialist style "guvernment" each day.The haelth care is just one step on the way. The spending they are doing is just puting us more in debt, and so far has nothing to show for it. We must vote in 2010 and put an end to this maddness, just hope it is not to late.

      I wonder if we will soon be speaking Chinese, or will the united nations just tell us what language to speak, what religion is acceptable, what we can view on the internet, and what words we may utter. How long before we see the results of the obam rule????

      One of the major tenents of the e-verify law, that was overwhelmingly passed by both Dems and Rep. , blocked for the fourth time behind closed door sessions by our current leadership was to verify all SS #'s in the current system with out-going cks.

      Thousands are getting SSI payments and " all other" entitlements under false I.D.s' .

      Our current leadership refuses, on all levels, to mandate any accountability for the truth.

      They are passing on to us, the debt for fraud, the new plan as proposed, and we will be paying and paying until we vote the bum out and reclaim free choice, and reform the system from within.
