  • A Health Bill for the Record Book!

On Monday the Senate Finance Committee unveiled the legislative text of S. 1796 — dubbed “America’s Healthy Future Act” — revealing to fans of legislative “bloatware” a new one for the record book!

Not only does this latest entry in the Congress League’s 111th season “monster bill” competition outstrip all other current contenders in the Health Division, it even eclipses the previous all-time division titleholder.paperweight

At a staggering 1,502 pages, the Finance Committee bill dwarfs the Senate HELP Committee’s 839 page bill (S.1679), and is nearly one-and-a-half times the size of this season’s closest divisional competitor, the 1,018 page House “Tri-Committee” bill (H.R. 3200).

However, what really has Congress League fans talking is that, for the first time in fifteen years, a team has set a new all-time division record for gigantic, unintelligible, unaffordable, over-regulatory, federal legislation.

Indeed, the big news is that S. 1796 has dethroned the previous all-time champion in the League’s Health Division — the 1993 Clinton “Health Security Act” (S.1757, 103rd season). For nearly a decade and a half, the record set by the 1,364-page “Clinton Bill” — or “the doorstop,” as health policy experts, many of whom still keep souvenir copies on their bookshelves, affectionately know it — stood unchallenged. Not any more. With its extra 138 pages of heft, the Finance Committee bill beat the old Clinton bill record by a full ten percent!

Furthermore, when this Congress League season is over — and the record keepers have finished checking their statistics — S. 1796 may end up setting other records as well. With still a year to go in the current season, many fans would now not be surprised if it ended with the Senate Finance team taking home the League trophy for the season’s biggest piece of damaging legislation.

It is just another fascinating turn in what is proving to be one of the most exciting seasons ever in Major League Legislating.

It started early, when in February teams from the Appropriations Division turned in an impressive performance with their 758 pages of pork-riddled, deficit expanding, special-interest-feeding “Stimulus” legislation (H.R. 1).

But by July the House Energy and Commerce Committee team had vaulted to the top of the league tables with a stunning 1,427-page “Cap and Tax” energy bill (H.R. 2454) containing breathtaking new levels of regulation and economic damage. It was a virtuoso performance that impressed even the most jaded observers and left fans of other teams forced to admit that this season’s trophy was clearly E&C’s to lose.

Now, in October, all that has changed. The Finance Committee bill has jumped into first place, but it only holds a 75-page edge over the still-pending energy bill. Meanwhile, rumors persist that the “Harry Reid and the Chamber of Secrets” team plans to put out yet another health care bill with potential to be a title contender. There are even scattered reports that the House Speaker’s team may try to bulk-up the Tri-Committee bill to get it back in the running — though adding the extra 500 pages that would be needed to make it competitive in this newly super-charged contest could prove difficult.

What it all adds up to are lots of fans and League officials excited by the prospect that the second half of this season could offer a pennant race to remember!

    3. Leon, Durango, CO says:

Why don't some of you Republicans in the Congress refuse to vote or allow a vote because the definition of a Bill is 'in legislative language', and vapor bills and the like are not Bill. Talk about Democrats seeking what "is" is! I think it is illegal for the dis-loyal opposition to call these PIGS Bill!

This is carney style flimflam, the hand is quicker than the eye. "Here's a Bill for you. Oh no, nobody reads it. Too fast, you lose. Want to try again? All right, we have a Two Thousand Page Bill, now." This thing is illegal, they are simply screwing with the definitions. "A bill to do exactly the opposite of what is in the title. No you don't have time to read it. Only 10-9-8 seconds to pass it! Hurry, hurry, hurry. Step right this way!"

We will never know too much of what is in the bill. And you can bet no one on the hill will read it ever. See they dont care, they have their own insurance. Maybe if they had to go on the same thing they are writting now, it would change afew mines. Don't ya think?

    6. MrShorty, Arizona says:

Has anyone calculated the "carbon" impact on the number of trees that will be lost to print copies of this monster for all to read?

    7. Leon, Durango, CO says:

I 'read' HR3200 for a few hours, I used to write one sentence synopses of legislation for CO, so if it is unreadable for me, GOOD LUCK. For fun I wrote the following Synopsis:

HR 3200 – A BILL FOR AN ACT

The horrifying take-down of American Medicine, the waste of administrative expertise by total rewrite of Draconian (No not the exaggeration, actually Draconian. I read 25K fines per day, $100,000 fines, even million dollar fines for non compliance with the incomprehensible) Control, giving license to kill any (or every) medical establishment, at whim, and remove all joy from the practice of Medicine.

iT'S A SAD DAY FOR AMERICA WHEN WE HAVE A PARTY, AND THE PRESIDENT OBAMA,AND THE SPEAKER POLOSI ALONG WITH LIEING DESEATFUL LEADERS LIKE HARRY REID BENT ON DISTROYING THE VERY BACK OF FREEDOM OF THIS NATION WITH THEIR SELFISH GREED AND RECKLESS USE OF POWER,AND TOTAL DISRESPECT FOR THE WISHES OF THE PEOPLE OF UNITED STATES WHO CONTINUE TO SAY WE ARE OPOSED TO THE THE BILLS YOU ARE TRYING TO PUSH THREW.WE DON'T WANT YOUR SOCIALISTIC GOVERMENT HEALTH CARE THAT REGULATES WHAT OR WHEN WE CAN RECIVE GARE. THAT SHUOLD BE OUR CHOICE OF DOCTORS AND MEDICAL CARE NOT YOUR SCEAMING WAYS TO TRY TO GET LEGISLATION THRU. YOU NEED TO HIDE BEHIND CLOSED DOOORS AND ARE NEVER ABOVE BOARD FOR THE PEOPLE

    9. Jeanne Stotler, Wood says:

Wasn't anyone listening to the town hall participants, did they read the e-mails sent in by their constituants?? I always thought they were HIRE(elected)to serve the people and that their pay came from the Treasury which got money from us in the form of taxes. What happened, I e-mailed Connolly and got back a form letter saying he was for what I was against?? They don't read the bills, "Too many pages", we can't see the bill before a vote because "THe people just don't understand". My cousin was a REp.(R-Ohio) during the Watergate and he sent me a copy of the motion to impeach, funny I understood it fine. Is the real reason they won't show the bill is that we will see the addiontional PORK? Or that we might be able to figure out how much this is going to REALLY COST us?? In all my 77 years this is the sleeziest congress ever.

    10. Larry Huffman, Ohio says:

It is no less than astonishing that this measure is out there, on top of the House bill, when clearly a majority of Americans don't want it. The public is being ignored by the pinheads.

    11. Jerry from Chicago says:

Pull up Yahoo News today. FACT CHECK: Health insurers' profits 35th of 53.

In his October 26, 2009 article, Associated Press writer Calvin Woodward writes "In the health care debate Democrats and their allies have gone after insurance companies as rapacious profiteers making "immoral" and "obscene" returns while "the bodies pile up."

Mr. Woodward goes on to say, "But in pillorying

insurers over profits, the critics are on shaky ground. Ledgers tell a different reality.

Health insurance profit margins typically run about 6 percent, give or take a point or two. That's anemic compared with other forms of insurance and a broad array of industries, even some beleagured ones.

Profits barely exceeded 2 percentof revenues in the latest annual measure."

Mr. Woodward went on to list claims of insurance industry critics:

"I'm very pleased that (Democratic leaders) will be talking about the immoral profits being made by the industry and how those profits have increased over the Bush years." House Speaker Nancy Pelosi, D. Calif., who also welcomed the attention being drawn to insurers' "obscene profits."

"Keeping the status quo may be what the insurance industry wants. Their premiums have doubled in the last decade and their profits have skyrocketed." Maryland Rep. Chris Van Hollen, member of Democrat leadership.

"Health insurance companies are willing to let the bodies pile up as long as their profits are safe." A MoveOn.org ad.

Mr. Obama and the government are in control of the majority of banks in this country since bailing them out with taxpayer money. Take a guess at the profit margins of these banks that the government allows to charge up to 29.9% interest on credit card balances. Where's the outrage from Obama, Pelosi, and all the other liberal Democratics who are so concerned with the plight of the common people?

    12. Bobbie Jay says:

The size of the bill alone should be clue to the inefficiency. The hidden corruption. THE WASTE OF COST AND NEEDLESS PROGRAMS AND EMPLOYMENT. THE SPECIAL INTERESTS. THE FAVORTISM TO COVER GOVERNMENT BIAS… to bring us to the government's intent to destroy the free market, control the population, make us sick when they want and have miscalculations of costs anytime they want.

Puppet Pelosi claims the "consumer choice" will have no cost! Is she brain dead? Or does she think we are??????? The ones that DO NOT BENEFIT WILL BE THE ONES FUNDING IT!! On top of covering our PERSONAL RESPONSIBILITY to the expenses to our costs of private health insurance WHICH EVERY AMERICAN PERSON SHOULD BE RESPONSIBLE FOR!!!! with few exceptions.

This country cannot afford, Nor do the people deserve dead brains in a government of a FREE NATION.

    13. JOHN SLIDELL,LA says:

IN MY OPINION AND THE MAJORITY OF AMERICANS WE BELIEVE THAT OBAMA'S HEALTH CARE WILL BE LAST OF

PART OF HIS (OBAMA'S)PLAN TO DESTORY AMERICA!

THIS OBAMA WHITE HOUSE IS THE MOST CORRUPT,SLEAZY

SOCIALISTIC,THAT I HAVE EVER SEEN IN MY 70 YEAR ON GOD'S EARTH.

PLEASE DEAR GOD AMERICA NEEDS YOU, IN THIS TROUBLESOME TIME.I ASK THIS IN YOUR SON JESUS CHRIST NAME AMEN !!!!!!

    14. Jolene Atkins, Dalla says:

Regarding Obamacare, Pelosicare, Harry Reid care: What is being done to us is criminal!

Is it not unconstitutional for them to force their health care down our throats? Is there absolutely nothing that we can do to stop them?

I've called my Senators, Reps. I've signed petitions to no end. I've written, etc. Even though my representatives are against what is being done, we are held prisoner by the Obama,

      Pelosi, Harry Reid Administration.

In view of the way President Obama, Rohm Emanuel, and czars, run the White House – (Chicago Style), I will most likely never, ever cast a vote for any one from Chicago. Just to clarify that statement, I did not vote for President Obama; nor any of his promised change. I, for one, could see through his political speeches.

      Give us back our Freedom!

    15. Sue Clark, Rancho Mu says:

It's one thing to comment and to complain..with great reason. NOw What? What do we do?
