Businesses are in business to make $. Most businesses are having a harder time than ever doing that, because the uncertainty in the economy is causing people to spend less. Therefore cost reduction is the next best way to maintain the necessary income to remain in business. If they can offload their health care costs at a lower cost, that is what many will choose to do.
