  • Obama Speech Fact Check

Fact checking President Barack Obama’s health care speech from last night, the Associated Press reports: “The president’s speech to Congress contained a variety of oversimplifications and omissions in laying out what he wants to do about health insurance.” That is an understatement. We counted no less than 10 spurious claims made by the President, including:

    1. OBAMA: “There are now more than thirty million American citizens who cannot get coverage.”

THE FACTS: On August 8th, President Obama said: “Reform is obviously essential for the 46 million Americans who don’t have health insurance.” So did 16 million uninsured people just disappear in the span of two months? Not quite. The problem is that the 46 million number was always highly misleading and the new 30 million number isn’t much better. According to an analysis based on the 2007 Census data there were 45.7 million uninsured people in the U.S. in 2007. But 9.3 million of those were non-citizens. Another 6.4 million actually are enrolled in Medicaid but mistakenly tell the Census they have no health insurance. Another 4.3 million are eligible for Medicaid or SCHIP but have not signed up. Another 10 million have no insurance, but also make more than 3X the poverty level. That means only 15.6 million U.S. citizens with incomes below 300% of poverty and that are nor already eligible for taxpayer-subsidized health insurance, are uninsured.

    2. OBAMA: “First, if you are among the hundreds of millions of Americans who already have health insurance through your job, Medicare, Medicaid, or the VA, nothing in this plan will require you or your employer to change the coverage or the doctor you have. Let me repeat this: nothing in our plan requires you to change what you have.”

THE FACTS: First, the statement is just false. According to the America’s Health Insurance Plans (AHIP) 4.5 million Americans are covered by Health Savings Accounts. H.R. 3200 gives the Secretary of Health and Human Services the authority to make such plans illegal. In both the House Energy and Commerce Committee mark up and the House Ways and Means Committee mark up, Republicans offered amendments that would have guaranteed Americans’ right to keep their Health Saving’s account. All of these amendments were defeated by Democrats on their respective committees. These 4.5 million Americans will lose their insurance under Obamacare

Second, Americans should never forget that Obama is a lawyer. Here is how Obama used to issue the same promise: “Under the reform we’re proposing, if you like your doctor, you can keep your doctor. If you like your health care plan, you can keep your health care plan.” See the difference? Obama used to promise that under his plan “you can keep your doctor.” But now Americans are only promised that nothing in the plan “requires you to change what you have.” This is a night and day difference. Obama is correct that nothing in H.R. 3200 requires people to change their insurance. But H.R. 3200 does allow all businesses to shift their employees into the public plan over time. Under a strong public plan 88.1 million people would be shifted from their employer-sponsored coverage to the federal plan.

    3. OBAMA: “And insurance companies will be required to cover, with no extra charge, routine checkups and preventive care … That makes sense, it saves money, and it saves lives.”

THE FACTS: Preventative care does not save money. So says the Congressional Budget Office and so says the New England Journal of Medicine.

    4. OBAMA: “That’s why under my plan, individuals will be required to carry basic health insurance – just as most states require you to carry auto insurance.”

THE FACTS: No states require all adults, let alone all citizens, to carry auto insurance. Only those who choose to exercise their privilege to drive are required to purchase auto insurance. Even with that requirement, many still don’t. According to the Congressional Budget Office (CBO), a federal individual mandate for health insurance would be unique and unprecedented because it would “impose a duty on individuals as members of society” and would “require people to purchase a specific service that would be heavily regulated” by the government. According to President Barack Obama HHS nominee Dr. Sherry Glied: “Developing a system to promptly identify and penalize scofflaws will take effort and ingenuity, particularly in our diverse and mobile country. It may require a degree of intrusiveness and bureaucracy that some will find unpalatable.”

    5. OBAMA: “There are also those who claim that our reform effort will insure illegal immigrants. This, too, is false – the reforms I’m proposing would not apply to those who are here illegally.”

THE FACTS: H.R. 3200 does not explicitly pay for health benefits for illegal immigrants. It never has, and no one has ever said that it did. The issue is enforcement and the provisions in H.R. 3200 are completely inadequate to ensure that illegal immigrants do not illegally obtain health care through the bill. In the House Ways and Means mark up of H.R. 3200, Rep. Dean Heller (R-NV) introduced an amendment that would use two citizenship status verification systems, the Income and Eligibility Verification System (IEVS) and Systematic Alien Verification for Entitlements (SAVE) programs, to establish an individual’s eligibility to obtain the bill’s proposed affordability credits or enroll in the public insurance option. Both programs are currently used to determine citizenship status and eligibility for other public assistance programs. The Heller amendment failed on a straight party-line vote.

    6. OBAMA: “And one more misunderstanding I want to clear up – under our plan, no federal dollars will be used to fund abortions, and federal conscience laws will remain in place.”

THE FACTS: In all four mark-ups of health care legislation (three in the House and one in the Senate), Conservatives have offered amendments that would have specifically prohibited federal funds from being used to cover abortion. None of them passed. Instead, the House Energy and Commerce Committee passed an amendment by Rep. Lois Capps (D-CA) that actually requires at least one insurance plan to cover abortion in every geographical region and requires the newly-created public plan to cover all abortion services. Furthermore, President Obama told Planned Parenthood on July17, 2007: “We’re going to set up a public plan that all persons and all women can access if they don’t have health insurance. It will be a plan that will provide all essential services, including reproductive services.” Candidate Obama either was not telling the truth to Planned Parenthood then or President Obama is not telling the truth to the American people now.

    7. OBAMA: “They argue that these private companies can’t fairly compete with the government. And they’d be right if taxpayers were subsidizing this public insurance option. But they won’t be. I have insisted that like any private insurance company, the public insurance option would have to be self-sufficient and rely on the premiums it collects.”

THE FACTS: Obama refutes his own argument in the same paragraph: “It would also keep pressure on private insurers to keep their policies affordable and treat their customers better, the same way public colleges and universities provide additional choice and competition to students without in any way inhibiting a vibrant system of private colleges and universities.” No public university is self-sufficient. None of them rely solely on student tuition. All of them require taxpayer subsidies every year.

    8. OBAMA: “I will not sign a plan that adds one dime to our deficits – either now or in the future. Period. And to prove that I’m serious, there will be a provision in this plan that requires us to come forward with more spending cuts if the savings we promised don’t materialize.”

THE FACTS: According to the Congressional Budget Office, not only does H.R. 3200 increase the deficit by $239 billion in just the first ten years, but CBO director Doug Elmendorf told Congress that the bills crafted by House leaders and the Senate health committee “significantly expands the federal responsibility for health care costs.” And according to the Peter G. Peterson Foundation, H.R. 3200 would run a $1,010 billion deficit in the second decade.

    9. OBAMA: “Reducing the waste and inefficiency in Medicare and Medicaid will pay for most of this plan.”

THE FACTS: The Congressional Budget Office (CBO) estimates that Title VI of the House bill dealing with Medicare program integrity will save just $1.3 billion over ten years. That is roughly how much Medicare spends in a single day. CBO estimates ZERO savings from Subtitle F in the House bill that deals with Medicaid program integrity.

    10. OBAMA: “This reform will charge insurance companies a fee for their most expensive policies, which will encourage them to provide greater value for the money – an idea which has the support of Democratic and Republican experts. And according to these same experts, this modest change could help hold down the cost of health care for all of us in the long-run.”

THE FACTS: These “fees” are nothing more than taxes hidden behind a thin veil of “fairness” rhetoric. They would actually fall on ordinary Americans, not insurance executives or stockholders. When you buy something that is subject to a sales tax who pays the tax – you or the vendor? Just look at the line “sales tax” on your bill. And if you tax insurance companies the cost is passed through in the same way.

      Great resource here, thanks.

    2. bobbie Jay says:

Obama wants "insurance" for every American, to collect data on personal information of every American. Health care and insurance are two different entities. He is dangerous.

I'd like to commend congressman Senator Wilson. To me there is no better time like the present to tell the truth.

    3. marcia says:

and the beat goes on……3 years and four months to go…but who's counting?

    4. Kendall Paulson says:

I have seen no comments from any source on what i believe was the most absurd statistic/unsupportable factoid thrown out by the President last night: (paraphrased) that a savings of a mere 1/10 of one percent of the growth of medical expenses would save $4 Trillion "over time." WHAT???? if this is true, let's get this done now! 1/10 of 1% should be easy to find somewhere..

    5. Paul L. Balaich, Aur says:

As Repr. Wilson said during Obama's speech to the Congress on 9/9/09 – You are a Liar! The President has been caught on many occasions say one thing and then doing another. Obama should put his bill in writing for all to see. The bill should be written so any American can understand what's in the bill.

    6. Allen, Greenville NC says:

Obama also said "14000 people are losing thier insurance" I believe on a weekly basis….. Well isn't that around the same number of people losing thier jobs?

    7. Ben Jones of Madison says:

      September 9, 2009

The following is an e-mail to my Sen and Rep.

Dear Senators Alexander and Corker and Representative Cooper.

I listened intently to Mr. Obama last night. After reading a summary in today’s paper I wonder if the news media was listening.

My wife and I grew up during the 1930’s and are well aware of the consequences of the FDR – LBJ era. In our 60 years of marriage the longest I have ever been unemployed is two weeks. That was when I was discharged from the Air Force in 1956 during an economic recession. It was a time when I was trying to get refocused on life in the civilian workplace. Just to set the record straight I have owned a couple of small businesses, one chemical the other a machine accounting company, and have been a middle-management executive with a large electronics firm. I have two earned Masters Degrees, am a Licensed Professional Counselor with many additional collage hours. As the ole’ timer said, “Taint brag, jest fact.”

Now back to the speech. Mr. Obama was very articulate and delivered his – l o n g – speech well. However, there was nothing new. In fact it was the same old rhetoric. He did not address the concerns of the vast majority of Americans:

      1. No trot reform. Most thinking Americans feel this is a must in order to get the system under control.

      2. Regarding Medicare and Medicaid, he proposed taking money from Medicare to fund his government run program. Nothing about cleaning up the $70 -120 billion fraud each year in these systems.

      3. He said there would be no new taxes. He must think we are all simple minded if we will believe you can put his inflated figure of now 30 million, instead of 46 million he previously held, people in the healthcare mix and it not cost anymore than the current system. NOTE: By law these people are on a healthcare system. It is called the hospital emergency room. Nor did he address the $300 billion plus per year that is spent support “Illegal’s.” This is a fact that can be easily verified by going to various government sites for a full disclosure. By the way Rep. Dean Heller’s amendment to require citizenship verification was voted down. Hmmm.

      4. In actuality there are about 15 million underinsured in this country. They could easily be taken care of through a tax incentive program. If the insurance industry was permitted to operate on a competitive nationwide basis then the costs would go down. Companies would develop new incentive programs and be able to include those with preexisting conditions.

      5. He did not reject a government run healthcare system. He did skirt around the issue and said, “I will not sign a plan that adds one dime to our deficits – either now or in the future. Period.” This comes from a man who has created the biggest deficit in the history of this nation with a cumulative debt equaling more debt than ALL previous administrations from Washington to Bush. A recent study by the Lewin Group for the Peterson Foundation demonstrates that Mr. Obama’s approach, as stated in HR 3200, would increase the budget deficit by $1 trillion in the second 10 years.

      6. He said, “I will not back down from the idea that, if Americans cannot find affordable coverage, we will provide you with a choice.” This seems to be the clearest statement that he is still sticking to the public plan.

      7. If Mr. Obama and his political cohorts seem to look upon the ruckus that the ‘Town Hall” meetings have caused are the result of a bunch of misinformed people. They will be really astonished if a “Socialist” bill passes. Anything that puts healthcare in the hands of bureaucrats will lead to an uprising likes of which they never dreamed of.

We are amazed that many Americans are so entranced by a man who now indicates that his plan, whatever it might be, will continue to consume him and his administration. We STRONGLY OPPOSE HR3200 or any other bill mandating a government run healthcare system.

      Sincerely,

      Ben and Betty Jones

    8. M. Burch St. Peter, says:

Excellent explanation, easily understood. However, I do not understand what the health savings accounts are-where they originate, who has them, etc. Any additional info? thank you for your concise article.

    9. Chuck D says:

Another Obama tale of mystery facts and figures, how did he win the election. Citizens read, think, express your opinions and send the imcumbents out the door in Nov 2010, maybe a logical, economically tight fisted Congress would help the President think more carefully for the last 2 years of his term?

    10. Mary, Albuquerque,NM says:

All we want is the FACTS!

    11. J. G. Lockwood, Texa says:

It is clear, based on this fact check of Obama's speech, that he is in fact lying to the American people about his health care proposal. Congressman Joe Wilson called a spade a spade and he was brutally chastised for it by the Democrats and their lap dogs in the mainstream media. How the Democrats can feign righteous indignation over this event, after the way they treated President Bush for 8 years, gives new meaning to the word hypocrites. How much more debt and how many more entitlement programs will the socialists in the Democratic Party heap on our children and grandchildren? 2010 cannot get here fast enough!!!

I have said since the beginning that the American People would be paying for this plan & since they can't control the fraud from illegals now how will they regulate it in the future. I have insurance, no it's not cheap. But since I pay for it with money that I WORK for I don't abuse it. I see a lot of people who get Medicaid & go to the doctor for every little hang nail, stubbed toe etc…. That is what is keeping the rates high. Blatant abuse now. If we go to a "socialized" plan it will only get worse. I'm ashamed to be a Democrat! I'm also ashamed that my grandkids are growing up in debt in this so called "great" country. Land of the free? I think not! It's now the land of the paying!

They will no longer be able to place some arbitrary cap on the amount of coverage you can receive in a given year or in a lifetime.

We will place a limit on how much you can be charged for out-of- pocket expenses, because in the United States of America, no one should go broke because they get sick.

And insurance companies will be required to cover, with no extra charge, routine checkups and preventive care, like mammograms and colonoscopies.

These promises will bankrupt the insurance companies! People can't pay premiums for what is would cost to provide everyone with unlimited health care. I is just not a reasonable expectation. As a result, the insurance industry will go bankrupt.

This does not even begin to address the limited resources that there are available to provide this healthcare.

I am sick of the lies and deceit…..

Perfect! The only thing that two liars can bring to a debate is a sacrifice of the truth and the detriment to everyone involved by de-valuating society to reality based on conjecture, not the facts.

Depravity becomes the guideline creating the atmosphere of how big you can lie and still look sharp doing it, the best ones, like a ghost story teller or an oracle, keep a few facst close at hand to add credance to the tale…….voila, Obama!

    47. A. Terranova, Ormond says:

If Mr. Obama gets anywhere near a nationalized, socialized government run health care/insurance plan being passed, we lose and we lose far more than just our health care system. Ask yourself why he is so dictatorial in his attitude that come hell or high water, he is going to get health insurance reform. Ask yourself why he is insistent on it happening now. Ask yourself why, in the face of strong public outrage over a government run and operated plan, he continues to ignore our voices. Ask yourself why, even if a plan cannot be drafted that both parties can agree on, he will, in my opinion, resort to the Reconciliation option. Why is he campaigning cross country for something most of us do not want? The answer can be found in places beneath the surface that he doesn't want you to know about. It's about his backers, namely the unions and nefarious people like George Soros. It's about organizations like ACORN, STORM, Apollo, the ACLU and corrupt Chicago cronies and corrupt politicians. It's about gutting our Constitution and our rights while in their place, he's implementing Marxist socialist policies. It's about "czars" and its about transforming this country into an unrecognizable entity stripped of freedom and laden with debt, deficits and taxes and class warfare. Don't believe it. Do your research. Read Lenin and Marx on the redistribution of wealth. Read Jonah Goldberg's book, "Liberal Fascism". Read Saul Alinsky's "Rules for Radicals". Read David Fredosso's "The Case Against Obama". It's all there in black and white.

    48. Ron Derry NH says:

Keep in mind these are legal law abiding companies and doctors that the government wants to threaten and disembowel when it is the governments laws that they operate under.

If legal law abiding companies, doctors and health care citizens can't be free to create their importance in a free society then what statement is Obama really making to us all???

Are Pelosi, Reid and the entire Democratic party so desperate to buy votes with some ones hard earned money that they will stop at nothing, including raping our health care system for political gains?

Did they set up the financial failure of the housing market so damaging with the repeal of the Glass/Steagal act in 92, that the only way left for them to operate their monetary coercion for votes, is to place under siege every financially secure hard working individual of the working class, and put them under the threat of financial pillage from their own representatives angered begging hand?

I'm sorry, I could only get to the first intentional spin before I stopped checking. The article states the according to the New England Journal of Medicine, "preventative care does not save money."

Then I read the article cited, and found the following as a conclusion:

"It will be necessary to identify those (treatments) that … could serve a large population and bring about substantial aggregate improvements in health at an acceptable cost. Findings that some cost-saving or highly efficient measures are underused would indicate that current practice is inconsistent with the efficient delivery of health care. Other services might be identified as overused, and such findings would underscore the importance of fashioning policies that provide incentives to shift practice toward more cost-effective delivery of health care. In the face of increasingly constrained resources, there is a realistic way of achieving better health results: conduct careful analysis to identify evidence-based opportunities for more efficient delivery of health care — whether prevention or treatment — and then restructure the system to create incentives that encourage the appropriate delivery of efficient interventions."

Interesting that that's exactly what President Obama proposes (and the right wing so adamantly opposes): appointing a medical board to determine which treatments and procedures are most effective, and then "restructure the system to create incentives that encourage the appropriate delivery of efficient interventions."

Thank you for citing an article that so succinctly (and precisely) underscores President Obama's prime objective.

Let's make sure Congress is subject to the same health insurance plans that they are proposing for all of us. We also need to fight like hell about Congress's ability to vote themselves special pension benfits. Make all members of Congress subject to the same health care and social security benefits as the rest of us!

Better yet, given the current economic climate, I propose that all members of Congress take a 20% pay cut. Public companies are doing this out of necessity, so why is Congress so special that they don't have to share in the pain? I would think they would all do this voluntarily if they were true leaders. After all "leaders" live by example…..No such thing as leadership in the ranks of Congress, I guess. Pretty sad, huh?

I'm disgusted, mad as hell, and ready to march….let's stop talking and start marching!

is there a chance of americans electing enough

conservatives next year to impeach obama? impeachment does not mean leaving office, (bill clinton comes to mind), but is there a "level of

impeachment" where a president does have to step down? america will never survive 4 years of obama warfare on our country!

Your article "hit the nail on the head." The man who yelled "Liar" was correct.

Why do we have to wait for the new health plan to clean up Medicare/Medicaid Fraud? I know some has been done, but, if a bigger effort was made, the Medicare Fund would be in better shape.

Why create a Health Plan for those who already have coverage? Address those individuals who have lost their jobs and company sponsored insurance coverage.

We need to be specific on eliminating illegal immigrants.

In a government-run Health Program, people in Congress, those in the Administration, those with any type government jobs should participate. There should be no difference.

President Obama is a professional at misrepresentation, giving out incorrect information, and telling untruths, all with a straight face, with words that roll off his tongue, and captivating many individuals. Hopefully, some who believed him and voted for him, are waking up and seeing what a deceiving person he is. I am scared for our Nation.

What can be done about him before his term is up?

    63. Jerry from Chicago says:

Facts? Are you kidding? This guy makes them up as he goes along. He has never let a fact get in the way of making a good speech.

If you prove he's wrong, you're a racist. If you disagree with him, you're a racist. If you don't like what he is doing, you're a racist. If you call him a liar, you're a nasty racist.

So you see, his inability to stimulate the economy with the "Stimulus"bill is because you're a racist. His inability to restore employment is because you are a racist. His unwillingness to read legislation before he signs it into law, is because, well, you know, you're a racist.

If you don't believe me, just ask Bill Maher, he will be glad to verify all of that for you.

It is very hard for me to see where racism is to blame for people just standing up for their rights. I guess one lie calls for another one. The issues discussed here, has absolutely nothing to do with anyone's color, nationality or class.

We, as a country, have settled racism many years ago, and I am tired of people using that to attack people who disagree with Obama. Someone suggested we pray for deliverance from this takeover and therein lies the answer. God can handle it quite well.

I agree our country is in a lot of trouble. Let all the senators and congresspeople get the same insurance as us. Let them have to serve at least 2 terms to get a retirement.Take away their gym privileges and other perks.

It is their choice to run for office so why should they be babied. As Obama stated, the military personnel joined up on their own why should we support them.I could go on but you get the message. We need someone in government with some brains for the country not just for theirself. Forget Republicans and Democrats and think America.

I did not mean that the illegals were the main culprits in my comment above, it would also include the people that think the welfare system is a life style instead of the assistance it is supposed to be. I did not check to see if anyone was offended but wanted to make the statement clear. Either way things need to change & change soon!!!! I don't know how much more this country can take & then there is the blame within the parties. The GOP blames the Dems & vise versa. All of them need to grow up. THey are not children! This country is going toward an unrest & I really hope it survives. Of course that remains to be seen.

As for the mention of racism it is alive & well due to the fact that we are all made to treat people different due to color or ethnicity. If we treat them all the same it is racist, if we do not treat them the same it's racist. It is a no win situation & the field will never be leveled.
