  • The House Health Bill's Higher Costs For Seniors

    The Congressional Budget Office (CBO) released a preliminary analysis of the proposed changes to Medicare Part D, the prescription drug benefit for seniors, under the Ways and Means version of H.R. 3200, the House Democrats’ health care bill. The bill would make a number of changes to the Medicare program and its drug benefit, including phasing out the infamous doughnut hole or gap in drug coverage that some seniors have run up against. In a recent letter, the CBO estimated:

    “That enacting the proposed changes would lead to an average increase in premiums for Part D beneficiaries, above those under current law, of about 5 percent in 2011. That effect would rise over time and reach about 20 percent in 2019. Beyond the 10-year budget window, the premiums would increase slightly more until the doughnut hole was eliminated in 2022; beyond that point, enrollees’ premiums would grow along with the cost for covered drugs.”

    CBO director Douglas Elmendorf goes on to write, “the proposed changes would also reduce beneficiaries’ average cost sharing and their average total drug spending.” But while, on average, seniors might save on their total drug costs, Elmodorf explains, “The net effect on drug spending would differ among beneficiaries depending on the amount of their purchases in a year.”

    Translation: average premiums for Medicare Part D would increase over time.

    But the effect on total spending would vary among beneficiaries. CBO acknowledges this by saying, “Those who ended up purchasing a relatively small amount of drugs in a year would pay more in additional premiums than they would gain from lower cost sharing, while those who purchased a relatively large amount of drugs in a year would gain more from lower cost sharing than they would pay in higher premiums.” Unfortunately, the CBO has not yet “estimated the number of beneficiaries who would fall into each of those groups.”

      All the details about Medicare part D verses the demagogues' health plan doesn't belong at the federal level in the first place. The leftist con artists have won by getting folks to join in on THEIR debate. They're controlling a constitutionally illegitimate discussion. If anything, congress should be placing strict limits on federal governance to providing for a common defense while returning any and all social issues, such as healthcare, back to the individual states.

      anybody compromising with any part of this bill AND THOSE THAT WROTE IT, ARE NOT WORKING FOR THE PRINCIPLES AND VALUES OF AMERICA! OBAMA IS VIOLATING HIS OATH OF LEADERSHIP TO THIS COUNTRY AND THE PEOPLE! THIS IS AN INVASION OF PRIVACY AND IS DANGEROUS!

      If Obama appreciated any part of America, independence and freedom, he would influence responsibility. He's building government dependency in everything he is doing all for a weaker people, a weaker country and a loss of freedom.

      Obama says there won't be "death panels" but when something like this occurs, along with rationing, I can only surmise, it's just a "death panel" in disguise!!

      Just another example of fraud. Take it from seniors, reduce their benefits, take a pain pill, death panels who will decide whether s surgery is worth the money for an 80 year old. Seniors voted for him in mass. B O Bama is a liar. His advisors including the chief of staff's brother want to dump seniors and he stands there last night and says people are putting mis-information out. He told his union buddies Republicans have no ideas and then asks for ideas last night. He knows Republicans have tried many amendments which were voted down by the majority ad summarily dismissed by himself. His poll numbers keep dropping where they belong and I hope they take a dive today after his nothing new speech last night. Nov 2010.

      Well duh! Did anyone actually think that the House would ever come up with anything different? If they breath, vote them out of office. If they do not breath, vote them out of office. Replace everyone, because they all have been there so long that they are out of touch with Real America" and "Real Americans!" When 'they' place Law breaking Illegal Aliens above the rights of Law abiding American Citizens, they no longer represent our Declaration of Independence, our Bill of Rights or our Constitution and its Amendments. Therefore, 'they' are all law breakers and criminals of the worst kind, traitors!

      Obama lied in his speech everytime he opened his mouth denying what is in the Health-care bill that I have read where it states that when Seniors get to the point where they need some special medical procedure done to make their life better plus adding productive years to their life.

      We will be denied that service and someone will decide how we should die.

      I'm very thankful that my parents and siblings aren't alive to see what has and is happening to our Great Nation.

It's a broader picture than just health care reform.

      It has been written by Burke,Tocqueville and others that Democracy leads to despotism. I never fully grasped the significance of this when I was young, I truly believed in eglartarianism as the panacea for curing all the ills of society…. Now I realize that democracy which recognizes majority rule without regard to minority rights can lead to the confiscation of property by the majority (under the guise of taxes)and to the circumvention of the constitutional guarentees by a flawed supreme court. Our forefathers believed in least government,states rights,individualism and recognized that just government transends from religion and that absolute equality is given at the expense of liberty. Our present representatives do not seem to recognize this and go merrily giving away what is not rightfully theirs to give. Roosevelt started this downhill slide (read Amity Shales , The Forgotten Man) our liberal Democratic and Republican friends are continuing this misguided policy. One would hardly believe that I was once a Democrat, voted for Truman, Stevenson, Johnson and even Carter….We all make mistakes …I an a member of the "greatest generation" where we had less material blessing but more freedom.

      Obama doesn't care about Americans having health insurance, it's all about control of your life from birth until death. He doesn't need formal death panels, all he has to do is ration the health care to seniors, withhold needed medicine and surgeries and his objectives will be realized. Why isn't he focused on the Economy and jobs when the unemployment rate is almost 10% and expected to climb. I don't care if you are a Republican, Democrat or independent, why doesn't the congress and senators we elect vote like a patriot and what is good for Americans, not what ther party leaders want! California please vote Nancy Pelosi out of office. Nevada please vote Harry Reid out of office, they are only interested in their narrow socialist agenda. And let us start working on a candidate to beat Obama in three more years (If we can hold on that long before we become a socialist nation.)

      Lynn DeSpain is right. If we had any sense, we would vote all incumbents out of office at the very first opportunity. But we shouldn't stop there. I believe that like the Presidency, all Congressional and Senate offices be limited to two terms per lifetime.

      Another thing that should be made law is that all appointees to Federal agencies and commissions (czars) be investigated by the FBI with results published in the Federal Register.
