  • Morning Bell: Obama Just Made Us More Vulnerable... Again

    In World War I, Eddie Rickenbacker downed 26 enemy planes. In World War II, Richard Bong notched 40, while Francis Gabreski killed 34 across World War II and Korea. In contrast, when Cesar Rodriguez retired from the Air Force two years ago, his three air-to-air kills (two over Iraq in 1991 and one over Kosovo) were the most of any American fighter pilot on active duty. The steep decline in these numbers is no accident. They are the residue of a purposeful strategy to avoid war through unquestioned strength. As Ronald Reagan told the Republican National Convention in Dallas in 1984: “There are some who’ve forgotten why we have a military. It’s not to promote war; it’s to be prepared for peace.”

    Yesterday, the Obama administration significantly undercut our strength by killing production of the Air Force’s best fighter: the F-22. For Obama, the victory was purely symbolic. While he sends our nation spiraling into trillions of new debt, his $1.75 billion in savings by cutting the F-22 amounts to a third of one percent of the overall 2010 defense budget. So if killing the F-22 was not about savings, what was the motivation? The New York Times reports: “Senate aides said that some Democrats who otherwise might have voted for more planes sided with the President out of concern that a loss could have hurt him in the fight for health care reform.”

    So at what cost to our national security did the Obama trade political momentum for his domestic initiatives? Russia is expanding its fighter forces more now than at any other time since the end of the Cold War. The Russians plan to field 300 Su-Fullback strike aircraft by 2022 and an additional 300 Sukhoi Pak fifth-generation fighters. Meanwhile, China has ordered an estimated 76 Su-30MKK Flanker-Gs and can produce an additional 250 under license, including at least 100 “knock-down kits” to be assembled in China. If China modernizes its 171 Su-27SK/UBs to the Su-27SKM standard and assembles another 105 Su-27SKMs under license, it will have roughly 626 multi-role fighters available for air superiority missions. This would place China in the same league as the U.S., which has 522 F-15A/B/C/Ds, 217 F-15Es, and a planned end strength of 186 F-22s.

    The fighter gap is often considered to be far in the future, but the reality is that future shortfalls must be addressed today. The President’s fighter cuts would eliminate one of the two remaining fifth-generation fighter production lines. This would severely limit the options available to Congress if it wanted to restart production at some later date. The cost to the taxpayer would also be much higher than if production continues.

    Earlier this month, the Obama administration weakened our defenses on another front, agreeing to reduce the number of strategic launchers, despite receiving no real concessions from the Russians on Missile Defense.

On the big picture, I totally agree – Obama's signals are all about weakness and apology. Won't be long before a bully decides to challenge him in a direct attack.       I don't at all disagree with cutting the F-22. At 250 million a copy, along with being extremely high maintenance, it's unaffordable, along with being unnecessary, as compared to the 80 million a copy, low maintenance, more flexible, F-35.

      I spent 35 years in the defense industry, on the technical development side of six major defensive weapons systems.

      It isn't as if the U.S. will be left defenseless any time soon, or another country will be air-superior over us. When the U.S. is spending more on defense, than other major countries combined, at the behest of the Military Industrial Complex, there is something wrong with the picture.       The F-22 is a single-purpose air to air fighter, far superior to anything else in the air. There is absolutely no need for this aircraft, as air to air battles do not exist in today's defense climate.

      The money was not cut from the DOD Budget. It remains, but can now be used for F-22 pilot training and maintenance/upgrading of the F-22s now in service; all of which are needed far more than additional F-22 aircraft.

      I think Secretary Gates was correct in his decision to stop further F-22 procurement.

      The US military did not want more F22s. McCain was all over the news saying so. They have plenty of F22 and they need the money in the military budget to go elsewhere.

      It was the Democrats who were pushing for more F22s so the jobs generated in their district would continue. Also included in the F22 bill was an unrelated hate crime amendment.

      Republicans were spending hours on the phone to see this bill defeated. For once, Obama did the right thing by not signing.

      Everything Obama does has the opposite affect of what he says it will do. I suspect that even if slowing procurement of a new fighter has some symbolic gesture to some one somewhere, then I can only suspect that in the end like the stimulus, that it will amount to a damage to us.

The "Raptor" funding needs to be put back, or we will someday regret it. Your remarks about the "fighter gap" are spot-on. Most people just don't comprehend the time-lines involved in such programs, nor the immense efforts required to restart them, if at all possible, once they were "put on ice." That goes double for the missile defense projects. Ramping up today is already late, but better late than… a reduction is the height of foolishness, and openly plays into our adversaries' hands.

It's a damned shame that Obama is willy nilly cutting military spending at a time when the world is heating up. I beleive that Obama is going to continue to whittle it down and then turn it over to the U.N. Any congressman who votes for something Obama wants because they don't want to make it harder for Obama to get his healthcare plan passed is no kind of person at all.       As I understand it both Secretary Gates and Admiral Mullen recommended that the F-22 program should be capped at present levels and those resources redirected to the F-35 program and other more immediate needs. Their reasoning included the fact that the F-35 better suited the needs of the military at this time. In this situation I agree with both President Obama and Senator McCain.

      I've never met a superior weapon, even if not really needed, that the generals, and admirals, didn't fall in love with, and wanted, regardless of the cost, or the need.

      In the same breath, it's best to have some background in weapons, and the development, costs, and reliability, of same, before you decide, whether any given weapon can be justified. The F-35 is an all around better aircraft than the F-22, even disregarding the exorbitant cost, and extremely high maintenace required by the F-22.

      Break the Military Industrial Complex; they are paid 100's millions to convince the gullible public, and Congress, that every weapon system is needed. That's why the defense budget for the U.S. is more than the major countries combined.

      The quote omits the large numbers of highly capable F-16 fighters as well as the Navy and Marine Corps F/A-18A/B/C/D/E/F strike fighters. In the same vien, it oversamples the F-15E, which is more aligned with a bombing mission.

      It is also noteworthy that the F-22 cannot be replaced by the F/A-35, which was intended to act as a complement to and partner with the Raptor after the Raptor had gained air superiority.

      The need for the F-22 to maintain air superiority is real, as is a need to immediately begin a replacement program for our aging legacy aircraft. We are simply using them at a much faster rate than had been planned and we have a huge projected fighter gap emerging. Either buy more F/A-18E/Fs, which are highly capable, or reopen the line for the F-15C/E (or the newly revealed Silent Eagle) and latest Block F-16s, both of which we are still producing for our Allies.

      Yes, the F-22 is expensive. But this program pales in comparison to the expenditures of this administration. The F-22 is a giant leap over anything in our arsenal or that of our enemies. It is better to completely annihilate and dominate our enemies rather that to have to slug it out with same generation aircraft. Buying more Raptors means dominating our adversaries; buying fewer means we are pitting 3rd and 4th generation aircraft against one another.

      Im not sure what to think about this one. Clearly "we the people" are getting the mushroom treatment here. I heard on conervative talk radio that the pentagon even said that the f-22 is no longer needed, I could easily see that sort of statement coming from the leftist spindoctors, but in the same paragraph the same commentator stated that our buddy John Muthra stands to make huge profits for certian select individuals on the f-22 project.

      Given the current climate, both ecinomicaly and from a military perspective, I think we should put a hault to the F-22s. At least until there is a real need for them, like world war three.. Even then Im not sure that they are a wise choice. Remember the Tigers vs the Shermans? Sure the tigers were superior, but they were also cost prohibitive and made in much smaller quantities.

      We clearly dont NEED f-22's "right now". But we do need to get our fiscal house in order.

      Having said that, I am truly disgusted with Obamas (and this congress') treatment of our military on nearly every other issue. There is an anti military element in this country that IMO borders on treason and it sickens me to my stomache.

      To me, our men and women fighting on forigen soil (because WE sent them there) should be our #1 priority above all other things, until we bring them home. Above all else with no exceptions!!

      Finally someone has given an editorial hinting at on the single biggest reason NOT to force the Obama Health Care Plan. Cutting production of the F-22 and missile defense, etc would make the U.S. vulnerable from a capability standpoint. Moreover, the U.S. would be alarmingly vulnerable from an economic standpoint with the financial drain from this Obama health care plan.       America has been THE engine of innovation and scientific advancement for all of the last century. As we move into this one the country is anything but:

      1) NASA is a shell and we are shutting down what little is left. Add to that the existence of scientific scam artists like Hansen and there is not a lot left to say.

      2) Weapons research has been in a "catch-up" mode for years.Obama has promised us a reduction in what little is left.

      3) For years our schools have shot down and poopood the need for scientists and engineers. At the point we are at now they may have been right. There is not much use for them unless thy know something about 15th century technology such as windmills.

      4) Energy research went right out the window with the halt of a Nuclear Power initiative in the US.

      5) We have little or no capability to sustain a EMP attack which would virtually end civilization as we know it.

      7) The White House Science Czar is some left wing creep who believes in Malthusian fables and forced population control methods.

How on earth can someone who says that your breathing is creating a danger to the planet be given any credibility what so ever? My God what criminal foolishness.

      Quite wrong: It is NOT "one or the other". Rather, it better not be! Quite right: the hard choice we have to face is to spend more, not less while we make our men learn to do with less.

      Their lives are at stake if too much of the latter is practiced.

      Those F22 lines, once closed, can not be easily reopened. We might yet need a few more than the bare minimum now thought sufficient. (We have no genuine substitute for this weapon.) Should that time come, and it could come soon and suddenly, we will be "out of luck". (You and I both know there's no such thing. – You make your luck by making the right choices, in a timely manner!)That was the whole point.

      If our troops on the ground do not have the option to be assisted by heavy air power capable of ingress and egress at high speeds without detection, one of the F22's principal capabilities, they will be more in harm's way than necessary. Although military superiority is not guaranteed by higher quality weapons, nor necessarily by their greater quantity, the availability of a variety of options is what makes modern warfare less risky for the forces who have them. To discard any of these for the paltry gain of 2 to 3 billion out of a budget of over 600 billion is, put simply, idiotic.

      It is especially idiotic considering that the current administration is spending a thousand times this sum of money, borrowed money at that, for all manner of unproven or disprovable economic aid to God-knows-what, when the best stimulus would be to continue producing, indeed proceed with improving, an ongoing program that could add to our capabilities.

      One of the few legitimate constitutional mandates of our federal government is protection from our enemies. And it is here, of all places, that you are willing to accept its making "hard choices"? I hope that you and the men you would command may not some day have to face the "hard consequences"!
