  • Morning Bell: Obama Admits He's "Not Familiar" With House Bill

    With the public’s trust in his handling of health care tanking (50%-44% of Americans disapprove), the White House has launched a new phase of its strategy designed to pass Obamacare: all Obama, all the time. As part of that effort, Obama hosted a conference call with leftist bloggers urging them to pressure Congress to pass his health plan as soon as possible. During the call, a blogger from Maine said he kept running into an Investors Business Daily article that claimed Section 102 of the House health legislation would outlaw private insurance. He asked: “Is this true? Will people be able to keep their insurance and will insurers be able to write new policies even though H.R. 3200 is passed?” President Obama replied: “You know, I have to say that I am not familiar with the provision you are talking about.” (quote begins at 17:10) This is a truly disturbing admission by the President, especially considering that later in the call, Obama promises yet again: “If you have health insurance, and you like it, and you have a doctor that you like, then you can keep it. Period.” How can Obama keep making this promise if he is not familiar with the health legislation that is being written in Congress? Details matter. We are familiar with the passage IBD cites, and as we wrote last week, the House bill does not outright outlaw private individual health insurance, but it does effectively regulate it out of existence. The House bill does allow private insurance to be sold, but only “Exchange-participating health benefits plans.” In order to qualify as an “Exchange-participating health benefits plan,” all health insurance plans must conform to a slew of new regulations, including community rating and guaranteed issue. These will all send the cost of private individual health insurance skyrocketing. Furthermore, all these new regulations would not apply just to individual insurance plans, but to all insurance plans. So the House bill will also drive up the cost of your existing employer coverage as well. Until, of course, it becomes so expensive that your company makes the perfectly economical decision to dump you into the government plan. President Obama may not care to study how many people will lose their current health insurance if his plan becomes law, but like most Americans, we do. That is why we partnered with the Lewin Group to study how many Americans would be forced into the government “option” under the House health plan. Here is what we found:

    • Approximately 103 million people would be covered under the new public plan and, as a consequence, about 83.4 million people would lose their private insurance. This would represent a 48.4 percent reduction in the number of people with private coverage.
    • About 88.1 million workers would see their current private, employer-sponsored health plan go away and would be shifted to the public plan.
    • Yearly premiums for the typical American with private coverage could go up by as much as $460 per privately-insured person, as a result of increased cost-shifting stemming from a public plan modeled on Medicare.

    It is truly frightening that the President of the United States is pressuring Congress in an all-out media blitz to pass legislation that he flatly admits he has not read and is not familiar with. President Obama owes it to the American people to stop making promises about what his health plan will or will not do until he has read it, and can properly defend it in public, to his own supporters.       Yesterday, the CNN poll (mind you on a generally left leaning website visited by liberals) asked if people approved of Obama's handling of health care reform and the vast majority (something like 59% – 41%) said NO. Not surprisingly, CNN changed the poll to something new within hours. Meanwhile just weeks ago they left the "Is Michael Jackson the greatest entertainer of all time" poll up for literally weeks. Yes, MSM definitely has their priorities straight.

      The proposed plan will eventually force almost everyone into the government "option", and this is intentional. It will not stop at the 83.4 million predicted by this study. Ask yourself – how many people over 65 have private insurance, instead of the Medicare "option"? You do not have to us Medicare if you are over 65, but I would guess less than 1 in 1000 keep private insurance coverage once they turn 65, because the government-subsidized plan is cheaper for most people.

      Once physicians must deal with just one payer they will be forced to accept whatever reduced payments the government dictates, since they are forbidden to organize and strike, unlike most other people). Obama has gone on record as saying he wants to control Medicare payment rates in the future instead of Congress. Once physicians start taking early retirement to avoid all this aggregation, and the baby boomers start developing all the chronic conditions associated with older age, just watch the waiting lists for a doctor's appointment explode.

      What a power grab, Health Insurance Policies have been regulated by the States, ie, States determine what policies contain, what mandates are covered, licensing of companies and agents etc. The driving force of health insurance costs is the mandates imposed by the states to cover certain conditions, pregnancy even if your a senior, drug and alcohol addiction, mental illness invitro fertilization etc. The solution is to provide all insured to be able to pick and choose their benefits in a plan, cafeteria style. There were plans like that in the 80s catastrophic coverage with a high deductible at a reduced premium. These plans were very simple and made the insured more responsibly aware of the costs and benefits. We have to remember "we value what we pay for and pay for what we value.

Any one of my high school students could tell you that "I am not familiar with" is a colloquialism for "it doesn't exist." Regardless, not only did H.R. 3200l not outlaw private insurance; it was proposed and shot down several years ago. Obama wasn't even President at the time. Obama specifically speaks about the current bill this in your third paragraph.

      Discuss issues; don't spew nonsense that is then embraced and repeated by uninformed readers.

Allows nonprofit health maintenance organizations (HMOs) that deliver care in their own facilities to participate and gives patients the freedom to choose from participating physicians and institutions.

      It prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. It allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits and sets forth methods to pay institutional providers of care and health professionals for services. It prohibits financial incentives between HMOs and physicians based on utilization. "

      To me this sure sounds like a move to take all business away from the private sector for standard coverages and procedures. Any coverage provided under Obamacare CANNOT be offered in the private sector. Therefore taking billions of dollars away from the private sector in an attempt to raise funds for Obamacare. This program will NEVER be successful. There is not one sector that the government has ever run or taken over that has ever been a success and actually created a surplus rather than run the taxpayers deeper into the red.

      I'm sure the next move is to legalize the 10M illegals aliens so they can tap into the new program costing us even more, while securing a 10M more votes for the next election. $100B a year is spent on "free" programs including healthcare, education, and social security for illegals, all of who have not paid a dime into the system. Certainly contributes to the reason the US is bankrupt in all 3 areas and our kids are learning at levels far below those around the world.

      Too many ignorant people who thought they would vote for "change" and "hope" in a candidate they know nothing about. Empty promises is only going to leave us with "change" in our pockets and the "hope" we can one day reverse all the damage this administration has and will do to our country.

And at least 200 million of you with insurance could not get in to see your private insurance plans doctors in 2 or 3 days, even if your life depended on it. WHICH IT DOES!

      prohibit private health care in the future.

      In particularly, they're looking at section 102 which protects the right of people to keep their current coverage and they're quoting one line

      entitled "Limitation on New Enrollment" which says:

      "Except as provided in this paragraph, the individual health insurance issuer offering such coverage does not enroll any individual in such coverage if the first

      effective date of coverage is on or after the first day of Y1."

      They're then saying "Look, see. You won't be able to be enrolled in existing coverage after the new law goes into effect. They're making private insurance illegal."

      But, they're not mentioning the rest of the bill. In actuality, the bill establishes new standards for accessibility, coverage, and affordability.

      Existing group insurance plans will be grandfathered for 5 years after the new law goes into effect.

      What the misquoted legislation does is to prevent new enrollees from going into a grandfathered plan, with some exceptions for dependents of people on a

      grandfathered plan.

      New enrollees would have to go onto a plan that meets the new standards of accesibility, coverage and affordability, but it would still be a private insurance

      plan issued by a private insurance company.

      "Health Care Reform" = Mandatory Health Insurance And Government Control Over Your Health Decisions

      What most Americans do not realize is that this "health care reform" is not going to mean free health care or even MASS health care. Instead, it is going to mandate that you are forced to buy health insurance or suffer expensive penalties, it is going to mandate that the federal government will control your health options and it is even going to mandate that the federal government decides who lives and who dies in the name of Risk Assessment.

      Under the horrific health care bill unveiled by Democrats on Thursday, Americans who refuse to buy health insurance will be hit with heavy fines of more than $1,000. Under the federal legislation, families would pay higher penalties than individuals.

      The Congressional Budget Office estimates that these draconian fines will raise around 36 billion dollars over 10 years.

      In a revamped health care system envisioned by lawmakers, people would be required to carry health insurance just like motorists must get auto coverage now.

      Government run health care also means MANDATORY VACCINATIONS. The CDC is now saying that the U.S. may need 600 million doses of swine flu vaccine in order to vaccinate every man, woman and child in the United States this fall. These vaccinations will be largely untested, are based on patents applied for two years ago, and excuse the drug manufacturers, et al from ALL legal recourse due to injury or death as a result of the untested, mandatory vaccines.

      In the future, if your national health record shows that you have not taken the mandatory vaccines, then you will not be able to get any health care until you do. Too, there are Martial Law implications tied up in the bill, meaning possible forced incarceration in a detention / quarantine camp.

      But there are even more frightening health care changes that the Congress passed earlier this year.

      The truth is that the Democrats inserted provisions into one of the "stimulus" bills that gave the federal government COMPLETE control over your health care under a nationalized health care plan.

      The American Recovery and Reinvestment Act of 2009, otherwise known as "the economic stimulus bill" contained almost all of the key elements of Tom Daschle's ideal nationalized health care system that he outlined in his 2008 book, Critical: What We Can Do About the Health-Care Crisis.

      In his book, Daschle wrote that doctors will have to “learn to operate less like solo practitioners” and be willing to accept mandatory government controls and guidelines.

      Guess what?

      That is precisely what the bill forces doctors to do.

      The American Recovery and Reinvestment Act of 2009 created a brand new bureaucracy called the National Coordinator of Health Information Technology. This new government organization will monitor all medical treatments to make sure that your doctor is prescribing the exact drugs and medical treatments that the federal government believes are "appropriate" and "cost effective".

      The bill also had a provision that hospitals and doctors which are not “meaningful users” of the new system will face serious penalties. The bill also says that the Secretary of Health and Human Service will be permitted to impose "more stringent measures of meaningful use over time". More stringent forcing of government-mandated drugs and procedures?

      The bill also radically changed the way that the health care system treats the elderly.

      Currently, Medicare pays for medical treatments for the elderly that are considered to be safe and effective.

      That is all changing now.

      Now, a cost effectiveness standard set by a Federal Coordinating Council for Comparative Effectiveness Research will apply.

      The goal of this "council" is to actually slow the development and use of new medications and treatments because they are driving up medical costs.

      In her recent editorial, Betsy McCaughey described Daschle's attitude towards the elderly in his book:

      He praises Europeans for being more willing to accept “hopeless diagnoses” and “forgo experimental treatments,” and he chastises Americans for expecting too much from the health-care system.

      She also goes on to describe how this new "council" would actually make choices to deny health care to elderly patients if they don't have enough "productive" years left:

      The Federal Council is modeled after a U.K. board discussed in Daschle’s book. This board approves or rejects treatments using a formula that divides the cost of the treatment by the number of years the patient is likely to benefit. Treatments for younger patients are more often approved than treatments for diseases that affect the elderly, such as osteoporosis.

      Do you understand what that means?

      It means that now the United States government decides who lives and who dies.

      But the American people cheered on Obama and the Democrats as they passed a horrible bill that the vast majority of them did not even read.

      The problem is a fundamental shift in our culture from personal responsibility (me) to third party responsibility (they). The third party is mostly the government with its social engineering agenda. Fueling this is our judicial system that negates personal accountability with the burden placed on others. The courts “protect us” from hot coffee etc viewing the public as morons incapable of processing common sense.

      Simply look at the financial crisis in California and other states. If the state governments focused on their primary responsibility – police, fire, roads, and eliminated the entitlements there wouldn’t be a crisis even in these tough economic times.

The proposed Health Care bill passed the House and none of the representitives read the bill.       It makes you ask a simple question… If the President of the USA isn't writing the bills and the House and Senate aren't writing or reading the bills. How the hell is writing the bills and telling Congress and the president to pass the damn bills!

      Obama is the puppet of these giant corporations. If you think big pharma and the insurance giants are not licking there chops at this, you're a moron. He is a fascist and his handlers are eugenics proponents. Look at his Science Czar. This is Scary stuff. This Health"care" plan is only there to control everyone and to bring about a population reduction. Do some research.

      Reasearch and development by the drug companies will be scaled back.

      Payment will fall upon the backs of small business owners causing small businesses to close which will give rise to more unemployment. Your government insurance is not portable. 50% of the population of the US pay no taxes today. that number will increase as older people (baby boomers) see a premature end to their lives.

      As an Insurance Agent I save people so much money on their health plans because don't know how to shop all the options ,For example most people who have group plans spend way to much to add family members for example a 23 yr old Mom I ran into was going to be charged $150 a week to add her newborn, I put her into a top of the line PPO for $90 a month including unlimited Dr. visits for a copay, shots, RX Surgury etc….

      Remember also the 47 million number is skewed, so many young folks under $35 don't want health insurance even though its very cheap at that age. Liberty and choice is what made the United Staes great not central planning. God Bless

      I just went to a pre-proposal meeting today for a public design project. There were a 100 professionals there. Three years ago there would have been 10 at the most. The faces on these professionals told the story about how worried they are about keeping their jobs and supporting their families. Under Bush three years ago, my firm had 135 employees. Since the Democrats took over in 2006 and with Obama in the White House we have had layoffs and paycuts and furloughs. We now have 18 employees. There is also a clause that all un-insured citizens will be forced to buy the government plan. If they do not buy this plan they will be fined $2500.00

      Education, insurance, etc…The strategy being proposed by this administration is a typical Democrat response to a problem. Instead of attempting to "lift up" the uninsured to an insured status, the Democrats prefer to "push down" the majority of Americans so the few can be covered.

      Its the same with education. Instead of duplicating what "good" schools are doing and requiring "bad" schools to do the same. The Dems look at the "bad" schools, then force the "good" schools to reform to what the "bad" schools are teaching so as to be equal. Its exactly the opposite of what should be happening.

Do you think that Senator Kennedy would be receiving the care he is getting right now if he was under the govt plan? No way! HMOs only cover necessities. If you've ever been under an HMO, you know that it isn't extensive care — that's why they're called "Health Maintenance" orgs. Do you really want to have to see your "primary care" doctor in order to get a "referral" for a specialist? And this "primary care" dr will have to be "govt approved" and agree to sign a contract with the govt. This needs to be stopped now before the electronic records system is put in place and the "Health Care Administration" is set up under the Surgeon General (a whole new topic). Once you have another govt agency in place, just try and get it closed down! Do we really want the govt making decisions for us on what care we will and won't get? Read the bill, people. It's for "cost effective" procedures! And ACORN will be one of the "community organizations" involved in running this (like they'll be running the next census). We need to act NOW and stop this bill before our healthcare goes down the tubes, and we look like every other European country that has socialism.       I'm not an Obama supporter, but I have to point the obvious fallacy out that the Heritage Foundation is making:

      "You know, I have to say that I am not familiar with the provision you are talking about" is not the same as "Obama Admits He’s “Not Familiar” With House Bill." To not be familiar with a provision is not the same as not being familiar with the bill.

      The argument the article tries to make is of the form:

      1) The president admits he is not familiar with a provision of a bill.

      2) Not being familiar with a particular provision of a bill is the same as not being familiar with the bill in general.

      3) Thus, Obama is not familiar with the bill, in general.

      For those who don't know how to analyze an argument, there is a glaring assumption upon which this argument rests, which is sentence "2". For this argument to be complete (and the assumption to be true) there would have to be evidence directly showing that not being familiar with a particular provision is the same as not being familiar with the entire bill. In fact, the only way for this argument to be sound, based on evidence provided in "1", is if the provision being discussed is the entire bill. If the provision being discussed where the entire bill and Obama wasn't familiar with it then you could logically deduce that Obama was not familiar with the bill. If this were true, it would also be silly to call it a provision.

      I defy you to find anyone who can memorize a constantly changing, thousand-page, document, and cite it by numbered clause and section even through the changes. This would be like me writing a thousand-page book a couple of days ago and then constantly make changes to it, giving you copies, and then criticizing you for not being familiar with page 567, sentence 3. Heck, I'd put my bottom dollar down that no one in this office could do that with any of the policies we sell.

The "Stimulus" package was passed to rebuild the infrastructure and the economy; however Democrats took advantage of it to fund their "Pet" projects. Had it been a true "Stimulus" Package, the money would have been given to the individuals that have the ability to improve the economy; The hardworking, tax payers of America. Because after all a successful economy is based on growth. The current government is not helping the economy or Americans, it is Enabling the illegal immigrants and welfare recipients. If we took away welfare from everyone that is not in "extreme need", it would force people to get a job and support themselves and their families. In turn that would lower taxes for Americans and increase revenue for both state and federal government. If we did away with Earned Income Credit and rewarding people for not earning money, that is more revenue for the government. If instead of passing out taxpayers money like a whole new episode of deal or no deal for politicians, they had spread the money out to actual taxpayers; people could have paid their mortgages, credit cards and other debts or even bought a new car; thus saving the financial, automobile and mortgage industries. All that needed to be done was to place a stipulation on the funds. If the funds were not spent on debt, mortgage or automobiles; then it is taxable, all being reported on income taxes and needing to be accounted for.

      You want to take away my parents' Medicare, something that they have paid into for over 50 years. Like every other working, Tax paying American, money is deducted every paycheck to compensate for the Medicare that is received after retirement; however, the Medicare fund is broke. Let me start off by saying that one reason the Medicare fund may be broke is due to the government overstepping theirs bounds. If the government had kept their hands out of the Medicare coffer, the fund would not be depleted. They have pulled funds from Medicare to fund other areas; such as WELFARE. Instead of reworking the areas that need to be reworked, the democrats are pushing for more government control. Why should Americans trust the government to run additional programs, when they are not able to run the ones that they already control? While I understand that a change does need to take place, this was not the change we had hoped for or were promised. Maybe if people were held accountable for their own future; the change that America needs, would come.

      This letter is intended to advise all current and future politicians, that I will be advocating as a hard working, tax paying, American citizen with rights, against anyone that has voted "Yes" for the TARP, "Stimulus", or Healthcare Reform bill. As a registered voter, I have a say in one state; however, as an American Citizen, I will take a stand in all.

As you point out yourselves, it doesn't outright outlaw private insurance. That provision only does what you say it will by looking through the biased view of your eyes.

      Medicaid/Medicare should give anyone cause for concern, regarding how this insurance should be structured and how it is paid for, without unfairly penalizing those, who can least afford it.

      Small Businesses are still suffering from Sarbanes-Oxley, and they come up with the payroll game. Seems to me, they don't care if jobs are created, $500K isn't a bargain in my view.

      In fact,this seems to be an indicator of health care 'tsunami' to come.

      We need vigilence going forward. We seem not to have the expertise needed to craft something cost-effective and service provider friendly and competitive, to produce a desired outcome.

      One must be careful of what one wishes for, and Universal 'Canadian' Health (UHC) care isn't the answer.

      If you want the twilight zone keep pushing UHC, think you got HC problems now? You have no idea.

      Admittedly, I do not have full knowledge of the proposed National Health Care system for the USA. The one here in the UK is called the National Health System (NHS). I can assure you that it is rift through with logistic and moral problems, both of which are interrelated. There are aspects of the system which has been put in place with good intent but is full of potential risk in relationship to good medical practice and peoples’ freedom and liberty. A typical example of this point is an original plan of the current labour (socialist) government to concentrate all health data on patients onto a centralized national database system. It did not work but wasted a lot of money! I can guess that the demonic power behind the real intent of this system have now chosen the US as the place to implement a system like this and then propagate it elsewhere on the globe.

      I can tell you that we will have a Health Care reform this year. Like Rick Scott is a person you can not trust, his past association with hospital they fault against the government. People said we do not what socialize medical care, so I say to that you want to medicare from our senior citizen.       I agree that we the public should also be able to read the 1000 page bill that Obama,Pelosi and Reed would like to pass without any consideration as to what nightmare they create for the people I have this problem of trying to figure out just what kind of government are we going to be dealing with, they are almost insisting that we the people allow the government to run our lives, they meddle enough without anymore new laws that they would like to corner us with, People should start paying more attention to what is going on,scary if we do not soon do something about these 3 people who is trying hard to push us into socializm.
