  • Morning Bell: EPA Admits Cap-and-Trade Will Fail

    The Senate Environment and Public Works Committee began their hearings on the 1,500 page Waxman-Markey cap-and-trade legislation Tuesday, and ranking member Senator James Inhofe (R-OK) won a startling admission from Environmental Protection Agency administrator Lisa Jackson. Inhofe produced an EPA chart generated last year during the Senate’s debate of the Lieberman-Warner cap-and-trade legislation. The chart showed that the carbon reductions under that bill would not materially effect global carbon concentrations in the atmosphere. Inhofe then asked Jackson if she agreed with the chart’s conclusions. Jackson replied: “I believe that essential parts of the chart are that the U.S. action alone will not impact CO2 levels.”

    Also, at the hearing, Energy Secretary Steven Chu said he did not agree with chart. This is interesting ,since all the best science confirms Inhofe’s and Jackson’s conclusions. For example, a recent study of cap-and-trade by MIT concluded: “The different U.S. policies have relatively small effects on the CO2 concentration if other regions do not follow the U.S. lead…The Developed Only scenario cuts only about 0.5 °C of the warming from the reference, again illustrating the importance of developing country participation.”

    So how is that “developing country participation” going? The New York Times reports from the Group of 8 summit in L’Aquila, Italy: “The world’s biggest developing nations, led by China and India, refused Wednesday to commit to specific goals for slashing heat-trapping gases by 2050, undercutting the drive to build a global consensus by the end of this year to reverse the threat of climate change.” For anyone that has been following the issue, this development should come as no surprise. On June 30th of this year India’s Environment Minister Jairam Ramesh told Bloomberg: “India will not accept any emission-reduction target — period. This is a non-negotiable stand.” China has also made it explicitly clear that they view the carbon tariffs in the Waxman-Markey bill as a violation of World Trade Organization rules.

    So if other countries will not sacrifice their own economic growth to meet carbon cutting goals, then what is the economic hit Americans are taking? The left is touting a recent Congressional Budget Office study which they say shows Waxman-Markey would only cost Americans $175 a year. However, the left is seriously misrepresenting what the CBO study is. Footnote three on page four of the CBO study explicitly admits: “The resource cost does not indicate the potential decrease in gross domestic product (GDP) that could result from the cap. The reduction in GDP would also include indirect general equilibrium effects, such as changes in the labor supply resulting from reductions in real wages and potential reductions in the productivity of capital and labor.” In other words, the CBO study is not an economic analysis at all. Instead it is a simple accounting of how energy tax revenue that Waxman-Markey collects is distributed. When the economic costs of Waxman-Markey are included, the harm to American families skyrockets. According to Heritage’s Center for Data Analysis Waxman-Markey will decrease GDP in 2020 by $161 billion (2009 dollars). For a family of four, that is $1,870 that the CBO simply ignores.

    All economic pain, for no environmental gain. No wonder the Obama economy is failing.

      "Lots of economic pain for no environmental gain." That's a good mantra for the debate. Actually, even if the other countries were on board, there is no proven science behind any actual reductions in temperatures by reducing CO2 emissions – it's all unproven predictive modeling, using models with assumptions for which there is no agreement. This is one big worldwide science experiment, at huge cost. Unlike all other experiments, however, we'll have no control population. Even after we're done wrecking our economy and the world's economy, we will not know whether the CO2 changes made any difference whatsoever because we will not know what would have happened without wrecking the worldwide economy.

Gore is right, the science is settled, just not in his favor, thats why he refuses to debate the topic. First the unions, now the counties (and probably the states) that supported Obama in the election are being rewarded. What happened to "Government of the people, by the people, and for the people?"       The CBO study forgets to mention one incredibly important factor. Waxman Markey will be an unprecedented driver of energy efficiency projects that are low cost and easy to implement. To that end, the "postage stamp a day" estimate is a worst-case scenario for American families.

      And the CBO doesn't forecast GDP because it's like trying to predict the weather 3 years from now.

      Carbon emissions are so negligible that the argument is false anyway….water vapor is the natural process of heating and cooling on this planet since it makes up 75% of the atmospheric gases and not only reflex sunlight but absorbs heat and transfers readily in all environments.

      Carbon is a dismally small amount and has been used as a red herring for the uneducated to fall under, because it can be measurably used against industry. Water vapor can't be used as a weapon against the industrious so the fascist's can't use it as a weapon against a specific group.

      If Carbon emissions were a threat then why is this planet based on a fertile use of carbon known as the carbon cycle??

      Why when Mt St Helen's blew off and all that Carbon and noxious gas spewed out did we not lose the Ozone layer overnight?

      Why is anyone listening to these buffoons who base their scientific knowledge on computer models that are altered so as to extort money for grants for unemployed college grads and not on factual evidence from tree rings, wine growers and 100's of years of physical evidence that points to periodic spikes in world temps frequenting almost cyclic and unrelated to mankind?

      Why is alleged global warming considered a bad moral issue when warmth may as well be better than cold for us, and may just be a good thing for the planet???

      I guess one lie is as good as another to maintain financial pressure on America and its survival to insure agenda driven politics stays on top of the heap, rather than knowledge based science or rationale.

      The agenda of the left is to rule America not let it survive, with liberty and independence but with restrictions and government instilled coercion.       If one can't gain power by fulfilling a need one creates it by oppression. Oppression only offends people who would like to share independence and liberty but finds favor in those that desire to subjugate another for their own personal gain. Thus the left and its followers fall in love with methods to oppress, since few of them rise to power and prominence without extorting their value on a lie, a presumption or some one elses dollar.

I have not heard why India and China are dead set against attempts to regulate CO2 emmisions but perhaps their scientists are brighter than Al Gore and realize the effort to conrol climate change will be futile.       Some times I wish I could grab some of these authors by their necks and give them a sound shaking. This author used the phrase "heat trapping gases". CO2, the primary target of this legislation is simply not a Heat Trapping Gas to any discernible extent.

      When mixed with the other gases making up our atmosphere its contribution to atmospheric heating can not be reliably measured. Just for comparison purposes, in the laboratory CH4 Methane holds heat at a rate 20+ times that of CO2.

      Going a little further the heat of our atmosphere is 99.9% a function of the suns rays and water vapor. Water vapor makes up 95% of all "green house" gases is our atmosphere.

      Does anyone see where I am going here? CO2 is not a factor by any stretch in atmospheric warming. Furthermore, it is not a pollutant. Does anybody remember their basic science and what is known as the Carbon Cycle.

      If we screw around with the carbon dioxide content of our atmosphere we are playing with "fire". This cycle is well defined and absolutely necessary to life on this planet. We are not yet gods even if some in our government and universities seem to think that they can act as one. Playing around with our atmosphere and our oceans (as some would have us do) is just plain insanity. And, basing economic decisions of the "flaky" science that Religion (ALGORIAN AGW) that supports it is even more insane.

      For the sake of clarity and to help the people better understand the "role" or "lack thereof" of CO2 in our atmosphere please do not lump it in with other greenhouse gases that do retain heat to some significant degree.

      You listen to these bills being pushed through Congress without even being read or evaluated. If we as citizens signed a contract without reading it first and complained later that we didn't know what we signed, the courts would tell us "too bad, you signed it". When Congress does it and it fails, they say "too bad, you elected us".

      When we run up our credit cards and can't pay, we are told "too bad, nobody told you to spend all that money". When Congress runs up our deficit and gets China to back our spending, do you think China is going to say "that's okay if you don't have it to pay back"? No way! They'll say "too bad, nobody told you to spend it all, pay me". And, who will pay it? We will, the citizens, not Congress. Or, Does China get to claim this country as the bank gets to claim your house if you can't pay? Or, does the U.S. government say, "We'll give you a house to live in. We'll choose which car you'll drive. We'll tell you when you can use electricity and when you can't. We'll tell you if you can travel someplace or not. We'll tell you what doctor or hospital you can use and when. We'll tell you which foods you can eat and what you can't depending on your size. We'll even tell you what you can smoke and where. What you can drink. What college your going to even if you don't want to? Why we may even have everybody wear the same kind of clothes because it cheaper. Isn't life in the United States WONDERFUL. And all this is going to cost you is your total paycheck! Don't worry everybody will be working to help pay off the deficit except, of course, us in Congress and the White House. We have to keep up appearances. We will give you an allowance, though, every week so you can buy some little trinket for yourself. Thank you for electing us and letting us run your life!"

      I know I sound cynical BUT I love this country. I'm not a Republican or a Democract. I try to vote for the person or persons that I feel will do the best for this country by building it up, not destroying it. Today, I'm sad.

      I have been involved in the enviornmental "movement" since 1967; and, in the ensuing years, I met very few "environmentalists" who had a clue about which they were talking. Long on wishful, childish "thinking" with ersatz science, but very short on substance and the very real reality of how industry AND the environment function.

      Have there been, and still are, firms [AND nations- China and India, and parts of AFRICA] that do not care about the environment, yes. And, it is nth degree of arrogance for the USA to impose its " environmental values" on the rest of the world.

      That having been written: When has ANY government or its agencies ever properly managed anything whatsoever. Therefore, it should come as no surprise to anyone that the so-called "Scientific conclusions" about the effects of carbon dioxide in the atmosphere are at odds with every "scientific" paper produced. The scientists produce the results those who pay for the strudies "expect".

      I was a department manager [Chemistry/power boilers] and told my consultant to tell me what I NEEDED to hear and NOT what I wanted to hear. These "scientists" are not doing that from all eveidence so far.

      There is a paper that carefully, and properly evaluates how and where thesae "measurments" are taken in the USA. Read it, it is scary because for all but a few, the "data" gathered is fallacious, or perhaps, phallacious in terms of the impact on this nation's industrial base; better known as consumer products at a reasonable cost- whether food, electricity, or feul for transportation.

      The "cap and trade" bill is an onscenity of the mnost insidious and perverse sort. It reflects the ultimate arrogance of the Congress and the phony who poses as the President of the USA.

If you were to transpose the graph of the direction of the economy on global change after 30 days we'd have to start over. and we could say we misread. Right?

      One of THE major causes of temperature rise on the earth is almost NEVER mentioned. In addition to solar flares, the earth warms itself form the INSIDE. Underwater volcanoes are THE major cause of the oceans warming. Volcanic activity on the oceans floor is higher than at anytime since such events were recorded. This is a cyclic event. Eons ago the earth had average temps as much as 20 degrees F. higher than today. Like man, as the earth ages, she goes through growing pains. THERE IS NOTHING WE CAN DO TO STOP THIS!!! It is insanity to believe that by reducing an element that makes up less than 1% of the atmospheric gases we will have any effect at all on imaginary "global warming".
