As to Atta, even if he was stopped and the officer inquired into his status, Atta was not in violation of immigration based on his entry as a B-1 for business that allowed him to remain legally in the United States until November, 2001. He manipulated the deceived the State Department and INS but he was legally in the United States prior to 9/11.
