It also shows that the system is broken due to the obscure complications of the process.  It is a certainty that our founding fathers had NO intention for the system to work this way!  The complexities in the rules have been built in by decades of politicians subversive efforts to corrupt the legislative process and minimize / remove the power of the people.  This is what needs to really be &quot;changed&quot; if things are ever to get better! </description>
