  • Morning Bell: Nothing Temporary About This Stimulus Spending

    Pushing for deficit spending as part of his own economic stimulus package in 1971, President Richard Nixon famously told ABC News, “I am now a Keynesian in economics.” Increasingly, it seems that everyone on Capitol Hill is adopting Nixon’s economic views … but a thousand times worse. Where Nixon wanted to deficit spend by mere billions, President Barack Obama wants to deficit spend in the trillions.

    Keynesian theory, suddenly back in style, holds that government can stimulate economic growth by temporarily increasing government spending. Problem is, there was nothing temporary about increases in government spending under Nixon — and there is nothing temporary about the trillion dollars in new spending being debated in Congress.

    Speaker Nancy Pelosi (D-CA) yesterday told Politico: “Yes, we wrote the bill. Yes, we won the election.” The House bill perfectly demonstrates how the left is using the economic stimulus bill as cover to accomplish its long-held desire to permanently increase the size of the federal government, with little or no benefit to the American taxpayer.

    Today’s top six disastrous highlights are:

    1. Medicaid Bailout: The House bill includes an $87 billion bailout for state Medicaid spending. Supposedly, this federal spigot will expire in two years. But there is simply no reason to believe states will be prepared to meet their Medicaid obligations any more in 2011 than they are today. Medicaid is funded by a formula that matches state spending levels with federal dollars. If we keep bailing states out, they will have every incentive to continue irresponsible spending. For example, Gov. Rod Blagojevich (D-IL) significantly expanded health care spending in Illinois while Gov. Mitch Daniels (R-IN) prudently made “hard choices” to maintain adequate reserves. When the bailout comes, Indiana taxpayers are going to have to pay for the Illinois governor’s mistakes.

    2. Medicaid Expansion: The House bill expands Medicaid eligibility to cover unemployed workers whose income does not exceed 200% of the Federal Poverty Line. This provision is supposed to expire in two years, but does anyone really expect political will at the state or federal levels to kick new populations off the Medicaid rolls once states put them on? No. States will push for indefinte expansion of the program and neither the White House nor this congressional leadership is ideologically predisposed to say no. Mark our words, this is a permanent expansion.

    3. Family Planning Loophole: Section 5004 of the Medicaid expansion includes language that smuggles the left’s social agenda into law under the guise of stimulus. This section undercuts parental authority, increases control over taxpayer dollars by family planning clinics, and expands exactly who is eligible to receive the benefits.  Contrary to current law, the income of parents or even a spouse would not be counted in determining eligibility. So a child in a family at any income level could be eligible for free family planning services. And thanks to a “presumptive eligibility period” in the legislation, no parent ever needs to be notified that his or her child applied for Medicaid. Finally, applicants would not have to prove citizenship before “presumptive eligibility” is determined.

    4. Education Bailout: The House bill creates a $79 billion State Fiscal Stabilization Fund to help states pay for public services, 61% of which must be spent on education. Not only does this money encourage states not to make tough budgeting decisions, it also comes with new federal restrictions designed to please leftist constituencies. For example, the bill forbids bailout funds to increase school choice by specifying that “no recipient of funds under this title shall use funds to provide financial assistance to students to attend private elementary or secondary schools.”

    5. Education Shopping Spree: Besides that $79 billion, the House bill includes more spending for a slew of other programs, bringing the total price tag for education “stimulus” to $142 billion. Winners of this round include $1 billion for Technology Education, $1.5 billion for Pell Grants, $6 billion for higher education institutions, $2.1 billion for Head Start, $2.5 billion for the National Science Foundation, and $2 billion in Child Care Development Block Grants. Are any of these increases intended to be temporary? Can you imagine Democrats in Congress standing up to cut Head Start and Pell Grant funding in two years? Of course not. This $142 billion increase in education spending would nearly double total outlays in 2007 for the Department of Education.

    6. New Jobs? President Obama has said the stimulus could create as many as 3 million jobs, but Speaker Pelosi said yesterday that 4 million jobs will be created or saved. Yet, when pressed by Rep. Dave Camp (R-MI) earlier this week, Tax Committee staffer Thomas Barthold could only shrug and admit to having no estimates that any jobs or economic growth would be created. The video is priceless.

    Some legislators are beginning to catch on to the left’s game. Sen. Chuck Grassley (R-IA) says he opposes the Medicaid bailout “because some governors would use the money to mask poor decisions in other portions of their budgets.” Rep. Heath Shuler (D-TN) says he is “concerned about returning fiscal responsibility to Washington” and adds that  the stimulus bill “can’t be the pet projects of the House and Senate.”

    It’s time to wake up. This stimulus bill is nothing but the permanent implementation of the pet projects of the House and Senate. And that is exactly why Speaker Pelosi doesn’t want you to know what’s in it, and certainly doesn’t want it to be debated. “We’re on our timetable.” she said unapologetically yesterday.

    There is nothing temporary about any of the spending increases in this bill. They are all designed to make the American people more dependent on the federal government. And there is nothing stimulating about that. Let’s hope Congress gets on the timetable of the American people before it’s too late.

      I am a member of the National Heritage Foundation , I write my Senators and Congressmen. What else can I do..it is impossible to sit and watch insanity become law and law breakers become Cabinet members and Secretary of State and the Treasury .

      I am truly disgusted by the implications put forth by HF. As can be seen through research about the state of the nation during and after economic recessions, increases in Medicaid spending do STIMULATE the economy. When recessions hit and MILLIONS of people loose their jobs (not to mention their healthcare), Medicaid enrollment increases. Why should the federal government NOT help out these families and individuals, who are law abiding taxpayers?

      Under Bush's administration, multi-million dollar industries were bailed out. No accountability on the usage of the bail-out money was administered and none of that money helped our economy or citizens.

      It's a sad moment in our country when our citizens simply don't want to help out the people who need it the most.

      I would like to suggest that members/readers of Heritage Foundation pay close attention to what Pres. Obama has already done(also very good for Liberals to know). He wants to close Guantanamo Bay. Does he have a plan regarding where to put the detainees? No! He's interested in protecting the terrorists! Does he want them in his neighborhood? Do you want them in yours?

      Now on to the bailout package. Does anyone know what happened to the first bailout money? No! As I recall it was to prop up the mortgage industry, but instead it went to bankers. Is this accountability that the Liberals are calling for? Nobody knows where the money went. What about cabinet appointees? Mr. Geithner can't pay his own taxes and by his own admission, only paid some of them when he found out he was being considered for a cabinet post. Anyone else would have been jailed for tax evasion. What about Mr. Holder, the Attorney General designee? He pardoned FALN terrorists!!! Is he likely to protect us? I think not. Is this the Change we need? Not in my view. I hope that people wake up and fight for the traditional values and principles that have always set America way above any other country in the world.

For the good of the country, I hope he can suceed in turning the economy around and help prevent this mess we are in from happening again.       To all of the sheep that voted for hope and change: Campaign, television and radio speeches do not tell the true story behind a candidate's or political party's motives. This entire election has been about special interests and it is all coming to the surface for all to see (If you look for it). Unfortunately, sheep don't read and study current events and the history behind it. I do. We are in for a long ride and we will all pay dearly for the mistakes we make when choosing political candidates.

      I have a wonderful idea. Let's hold the soon to be moved Gitmo residents in the basement of the White House and Capital Building. There's plenty of room and they can eat with the Representatives and Senators so concerned with their welfare in the Capital Dinning Room. The source provides money as long as the flow of money is sustainable.

      What's the problem here? The government tells industry to hire and create jobs . Subsidies are paid to keep employment up .taxes must be raised to sustain the wages or the money supply must be increased.When the money supply is increased inflation becomes a back breaking load. Somthing must be done to remove the added money from the daily economy . The answer has always been government programs.Print money for job creation, Tax new wealth to prevent inflation, and make products that don't require a national market. Both Germany AND Japan used expansion and war to contol the increased money supply that was required to support National Socialism . The United States used price controls and savings bonds to contol inflation and finance the war .

      The end result was over fifty million people killed . I don't want to approach anything that has the slightest hint of similarity .

      Think it can't happen again ? Your right .IF We the people tell the Government that " We won't allow it to impede the development of family values and local stability". It starts at home .Be active and support your schools police and fire departments. Let THEM know what you EXPECT of them. Care for your neighbor .

      Draw vertical lines on the graph where liberals or democrats were in office (or controlled congress or the senate), and do the same for republicans or conservatives.

      The con artists are people that will tell you *one* party or group is "responsible" for the debt. The truth is that both parties are broken, beyond repair.

      if you go to "conservative" web sites, you'll see articles blaming democrats for every single problem the world has. if you go to "liberal" web sites, you'll see the opposite: blaming the republicans or "conservatives" for every problem.

      The truth is someplace in the middle. Mr Bush's administration spent, spent, spent, cut taxes a bit, and heaped a mountain of debt on the taxpayers. The Bush Administration made no hard choices. The Obama Administration will spend, spend, spend on social services, and heap another mountain onto our debt.

      The answer is that both parties have to go. What the altenative is, I don't know. But its certainly not as you claim.

      Ive given up trying to find true conservatives in politics. I had found one a very long time ago, Ron Paul. The term one in a million is an understatement.

      What I see on "conservative" web sites, instead of forming a plan, getting together, and solving problems, is bitter attacks on people in government that we all know are not doing their jobs, so it serves no purpose.

      During the Bush administration, wild, runaway spending accelerating throgout the 8 years he was in office, I never saw a complaint on this web site about their lack of conservative values. Mr Cheney's comment "I don't care aboutt deficits" should have been a slap in the face to any true conservative, but the comment barely recieved mention.

      We're bickering like schoolchildren, while criminals are looting the USA.

      Our Government is systematically failing us on a daily basis and it is due to two very simple reasons. First is the preponderance of fear being perpetuated by the "Progessives" amongst us. Fear of recession, fear of failure, fear of not being respected, fear of conservative principles, fear of individual responsibility, just plain old fear. Second is the broad abdication of duty by "Conservatives" amongst us.       Mr. Obama says, "I won". Well, he's right. But what his message implies is, everyone else lost. We can't afford to lose this Country that so many have toiled and died to build it up just so one man who is bent on tearing it down can remake (from his inaugural speech) it in his own image. This isn't a basketball game Mr. Obama, this is OUR Country.

      We need "good" men and women who will embrace their duty and bring principled leadership to OUR Country. Government is not the solution to our problems. Government is the problem.

      This "stimulus" bill is an abomination on the citizens of this Country.

      I don't think the HF is arguing the effectiveness of Medicaid spending with regards to economic stimulation as much as the fiscal irresponsibility that usually follows afterwards. As stated, Medicaid is funded by a formula that matches state spending levels with federal dollars. Then they offer the example between two state governors. To me, the theme of the article is what happens after an economic downturn is over as being the problem. We never go back to make adjustments, we just keep going in the direction of perpetual growth of the federal government regardless. For example, we do not have any reason to believe we'll ever get back to the formula mentioned above even in good economic times when we look at our past practices. Such expansions of government that are not adjusted back at the appropriate time have a poor track record around the world throughout history. Eventually the size of government becomes unsustainable.

      A quick note on the first bailout's lack of accountability. While you are correct that it occurred under the Bush Administration it is the president who nominates his pick for special inspector. That is all he can do is nominate. It is then up to Congress to confirm the special inspector and to create a Congressional Oversight Panel. We're not living under a dictatorship just yet but we seem to be voting in that direction these days.

      You are right about the first bailout's failure. The second one will fail also. We need a supply-side growth agenda but I don't think anyone in Washington even knows what that means anymore.

      As to the stimulus and Keynesianism, it is rather like dipping a bucket of water out of the deep end of a swimming pool, walking to the other end (spilling some as you go)and pouring what's left into the shallow end. Our problem is not how government chooses to finance its boondoggles but the sheer level of government spending. Every penny spent by government must be taken from the private sector. It can be taken directly through taxation or indirectly throught borrowing or inflation, but taken from the private sector it must be.

Today we learn that our freedom of speech will be gone in the near future with the re-enactment of the “Fairness Doctrine,” and that soon we will not be able to drive the vehicles we want to because the President has effectively put a stake through the heart of the ailing automobile industry by dictating much stricter emission standards. An ill informed constituency and an ill informed President make for an ill nation. Maybe tomorrow we’ll have to call the Speaker’s office to make a doctors appointment. Socialism Sucks.

      One of the main problems that faces America today, and I would argue the biggest is that we as Americans have lost our moral backbone.

      Our major population areas have become "bedroom communities," nobody knows or talks to their "neighbor." We have gone from our Founding Fathers' orignal intent of healthy individualism to bascially today's self-centered me individulism. Instead of people coming together to help others when times get bad we depend on our Government to do the "bailing out" and go overboard in spending our money, postponing the consequences for a not to distant day of reckoning.

      We can give more and more control over to the government to solve our problems, but the "human spirit" gets killed because some things like the pursuit of excellence is lost, creativity is stifled, and incentive is taken away.

      The Government cannot force citizens to be their "brother's keeper," it must come from the heart.

      Remember, only 60-some million people voted for Obama out of 126 million or so. That is not even half of our population (less even excluding illegals and other who should not be eligible to vote).
