Instead of continuing to fight a losing battle, tax the crap and take some of the burden off of "straight" folks to some degree by doing so. We want a free trade agreement with Columbia? Lets have a completely free trade agreement with Columbia and import their drugs and tax the sales. How long and how much money are we going to continue to fight this losing "war on drugs"?
