If the federal government provides a refund check to someone with no income tax liability, is it a tax cut? It’s in the news lately, with both Sen. McCain and Sen. Obama touting tax cut proposals. Both include “tax expenditures”—targeted refunds for meeting certain qualifications or doing certain activities…

The Liberal Democrats recently became the first major political party to endorse fully the right of patients to top-up their National Health Service care privately. Labour and the Conservatives favour some relaxations to the existing top-up ban, but nothing close to its complete abolition…

House Democrats are bypassing renewal of the offshore oil drilling ban by including the entire Pelosi “drill nothing” energy bill in a draft of a Continuing Resolution. HUMAN EVENTS obtained a copy of the most recent House draft CR this morning…
